Schuldhulpverlening: Knelpunten en dilemma’s van coördinatoren die vrijwilligers aansturenDe afgelopen jaren is het aantal huishoudens in Nederland met schulden toegenomen. Ook de hoogte van de gemiddelde schuld nam toe. Gemeenten hebben te maken met een groeiende schuldenproblematiek in omvang, maar ook in complexiteit. Sinds 2012 zijn gemeenten verantwoordelijk voor de regievoering op schuldhulpverlening. Ook op het gebied van zorg en welzijn zijn de afgelopen jaren veranderingen opgetreden in gemeentelijk beleid. Met de komst van de Wet maatschappelijke ondersteuning (Wmo) in 2007 zijn gemeenten verantwoordelijk voor een integraal aanbod aan ondersteuning en zorg, waarbij de nadruk ligt op participatie en eigen verantwoordelijkheid. In de zorg, welzijn en schuldhulpverlening wordt meer ingezet op het betrekken van vrijwilligers. Van lokale organisaties die vrijwilligers inzetten en van de coördinatoren die deze vrijwilligers aansturen en begeleiden, wordt meer gevraagd op het gebied van werving en inzet van vrijwilligers op verschillende terreinen en voor verschillende doelgroepen.Thuisadministratieprojecten bieden ondersteuning door vrijwilligers aan mensen met administratieve en/of financiële problemen, met als doel toe te werken naar financiële zelfredzaamheid en/of het voorkomen van (grotere) financiële problemen. In dit artikel staat de onderzoeksvraag centraal: “Welke knelpunten en dilemma’s ervaren coördinatoren van Thuisadministratieprojecten, en in hoeverre komen die voort uit het huidige gemeentelijke beleid op het terrein van zorg, welzijn en integrale schuldhulpverlening?” Doel van het onderzoek was door inzicht te verkrijgen in problemen die coördinatoren ervaren en het leggen van de relatie met gemeentelijk beleid, aanbevelingen te kunnen doen om de dienstverlening, afstemming en samenwerking tussen gemeenten, beroepskrachten en vrijwilligers van lokale organisaties te verbeteren. De belangrijkste conclusie is dat coördinatoren naar afbakening van de grenzen van de ondersteuning zoeken: wat kan wel en niet worden gedaan door vrijwilligers en voor welke cliëntgroepen. In samenwerking en afstemming met de gemeente en beroepskrachten van andere organisaties moeten coördinatoren hierover afspraken maken.
Artificial Intelligence systems are more and more being introduced into first response; however, this introduction needs to be done responsibly. While generic claims on what this entails already exist, more details are required to understand the exact nature of responsible application of AI within the first response domain. The context in which AI systems are applied largely determines the ethical, legal, and societal impact and how to deal with this impact responsibly. For that reason, we empirically investigate relevant human values that are affected by the introduction of a specific AI-based Decision Aid (AIDA), a decision support system under development for Fire Services in the Netherlands. We held 10 expert group sessions and discussed the impact of AIDA on different stakeholders. This paper presents the design and implementation of the study and, as we are still in process of analyzing the sessions in detail, summarizes preliminary insights and steps forward.

ALE organised an event with Parktheater Eindhoven and LSA-citizens (the Dutch umbrella organisation for active citizens). Five ALE students from the minor Imagineering and business/social innovation took responsibility for concept and actual organisation. On Jan 18th, they were supported by six other group members of the minor as volunteers. An IMEM-team of 5 students gathered materials for a video that can support the follow-up actions of the organisers. The students planned to deliver their final product on February 9th. The theatre will critically assess the result and compare it to the products often realised by students from different schools or even professional ones, like Veldkamp productions. Time will tell whether future opportunities will come up for IMEM. The collaboration of ALE and IMEM students is possible and adding value to the project.More than 180 visitors showed interest in the efforts of 30 national and local citizen initiatives presenting themselves on the market square in the theatre and the diverse speakers during the plenary session. The students created a great atmosphere using the qualities of the physical space and the hospitality of the theatre. Chair of the day, Roland Kleve, kicked off and invited a diverse group of people to the stage: Giel Pastoor, director of the theatre, used the opportunity to share his thoughts on the shifting role of theatre in our dynamic society. Petra Ligtenberg, senior project manager SDG NL https://www.sdgnederland.nl/sdgs/ gave insights to the objectives and progress of the Netherlands. Elly Rijnierse, city maker and entrepreneur from Den Haag, presented her intriguing efforts in her own neighbourhood in the city to create at once both practical and social impacts on SDG 11 (sustainable city; subgoal 3.2). Then the alderman Marcel Oosterveer informed the visitors about Eindhoven’s efforts on SDGs. The plenary ended with very personal interviews of representatives of two impressive citizen initiatives (Parkinson to beat; Stichting Ik Wil). In the two workshop rounds, ALE took responsibility for two workshops. Firstly the workshop: Beyond SDG cherrypicking: using the Economy for the common good’, in cooperation with citizen initiative Ware winst Brabant en Parktheater (including Social innovation-intern Jasper Box), secondly a panel dialogue on local partnerships (SDG 17) for the sustainable city (SDG 11) addressing inclusion (SDG 10) and the livability (SDG 3) with 11 representatives from local/provincial government, companies, third sector and, of course: citizen initiatives.
Dutch society faces major future challenges putting populations’ health and wellbeing at risk. An ageing population, increase of chronic diseases, multimorbidity and loneliness lead to more complex healthcare demands and needs and costs are increasing rapidly. Urban areas like Amsterdam have to meet specific challenges of a growing and super divers population often with a migration background. The bachelor programs and the relating research groups of social work and occupational therapy at the Amsterdam University of Applied Sciences innovate their curricula and practice-oriented research by multidisciplinary and cross-domain approaches. Their Centres of Expertise foster interprofessional research and educational innovation on the topics of healthy ageing, participation, daily occupations, positive health, proximity, community connectedness and urban innovation in a social context. By focusing on senior citizens’ lives and by organizing care in peoples own living environment. Together with their networks, this project aims to develop an innovative health promotion program and contribute to the government missions to promote a healthy and inclusive society. Collaboration with stakeholders in practice based on their urgent needs has priority in the context of increasing responsibilities of local governments and communities. Moreover, the government has recently defined social base as being the combination of citizen initiatives, volunteer organizations , caregivers support, professional organizations and support of vulnerable groups. Kraktie Foundations is a community based ethno-cultural organization in south east Amsterdam that seeks to research and expand their informal services to connect with and build with professional care organizations. Their aim coincides with this project proposal: promoting health and wellbeing of senior citizens by combining intervention, participatory research and educational perspectives from social work, occupational therapy and hidden voluntary social work. With a boundary crossing innovation of participatory health research, education and Kraktie’s work in the community we co-create, change and innovate towards sustainable interventions with impact.
The purpose of this project was to create a roadmap with selected mechanisms to assist destination management organisations to optimize the benefits generated by tourism for their destination communities and ensure that it is shared equitably. By providing tools to identify and address inequality in terms of access to the benefits and value tourism generates, it is envisaged that a more equitable tourism model can be implemented leading to the fair distribution of benefits in destination communities, potentially increasing the value for previously excluded or underserved groups. To produce the roadmap, the study team will explore the range of challenges that hinder the equitable distribution of tourism-induced benefits in destinations as well as the enabling factors that influence the extent to which this is achieved. The central question the research team has set out to answer is the following: What does an equitable tourism model look like for destination communities?Societal issueHowever, while those directly involved in tourism will gain the most, the burden of hosting visitors is widely felt by local communities. This imbalance has, unsurprisingly, sparked civil mobilisations and protests in destinations around the world. It’s clear that placemaking and benefit-sharing must be part of the future of destination management to maintain public support. This project addressed issues around equity (environmental, economic, spatial, cultural and tourism experience). In line with the intentions set out in the CELTH Agenda Conscious Destinations.Benefit to societyBased on 25 case studies around 40 mechanisms were identified that can grow or better distribute the value from tourism, so that more people in destination communities benefit. These mechanisms are real-world practices already in use. DMOs and NTOs can consider introducing the mechanisms that best fit their destination context, pulling levers such as: taxes and revenue sharing, business incubation and training, licencing and zoning, community enterprises and volunteering, and product development..This report also outlines a pathway to an Equity-Driven Management (EDM) approach, which is grounded in participatory decision-making principles and aims to create a more equitable tourism system by strengthening the hand of destination governance and retaining control of local resources.Collaborative partnersNBTC, the Travel Foundation, Destination Think, CELTH, ETFI, HZ.
