It was a landmark speech. On May 26, Angola’s president apologized and asked forgiveness for mass executions that occurred in 1977. He also announced the returning of victims’ remains to their families and the issuance of death certificates. But what does this mean for Angola’s wider reconciliation process? Refugees and internally displaced people who flee their homes due to environmental threats and far-going degradation which destroys their living conditions are not well-protected under international law. Refugee law focusses on political refugees. Establishing principals similar to the Responsibility to Protect (R2P) regime, (which is limited to genocide, war crimes, crimes against humanity and ethnic cleansing), could offer a solution for the lack of protection of environmental refugees. The obligation to establish this system could be based on the same obligation that forms the basis of the establishment of the R2P regime itself: the international obligation to prevent large scale suffering. This obligation corresponds with changed notions regarding state sovereignty and with the moral and legal obligations emanating from various human rights treaties. In first instance, according to R2P, the primary responsibility to take protective measures lies with the state itself. Secondly, the international community has a responsibility to assist. Lastly, the international community has a responsibility to respond duly and in a decisive manner when a state is unable or unwilling to provide protection for its citizens. The international community is equipped with a broad range of instruments under R2P that can be employed to protect environmental refugees. Het principe van The Responsibility to Protect (R2P) -de verantwoordelijkheid van de internationale gemeenschap om genocide, misdaden tegen de menselijkheid, etnische zuivering en oorlogsmisdaden te voorkomen en te stoppen- werd voor het eerst volledig toegepast. Is R2P daarmee een norm geworden? ABSTRACT In March 2011, Muammar Gaddafi of Libya threatened to pull thousands of civilian protesters in the city of Benghazi out of their homes and kill them. The Security Council of the United Nations referred the crisis to the International Criminal Court, imposed a no-fly zone and provided NATO with a mandate to protect civilians by all necessary means, with the exception of ground troops. This operation was fast, robust and effective. It also marked the first time that the Responsibility to Protect (R2P) principle was fully implemented, being the responsibility of the international community to prevent and respond to genocide, crimes against humanity and war crimes if the state in question is not able or not willing to protect its citizens itself. Has R2P become a new norm? This study situates the case of Libya in the 'Norm Life Cycle' model of Constructivist theorists Finnemore and Sikkink (1998). It suggests that R2P has reached a tipping point and has moved from the stage of norm emergence to the stage of norm cascade. However, a certain tension still exists: the reluctance of the Security Council to implement R2P again in the crisis in Syria (2012)points in the opposite direction. This suggests there is still a long way to go before R2P becomes an internalised norm in the international community.

Many, many comparisons have been drawn in recent years between the current rise of (right-wing) populism and the financial crisis of 2008 that shook and continues to shake Europe to its core, and the tumultuous and horrifying events of the 1930s, which in the end resulted in the Second World War. A number of recent studies which (partially) focus on this decade carry ominous titles like To Hell and Back, The Age of Catastrophe and The Triumph of the Dark. Referred to by some historians as the second Thirty Years’ War, the period from the First World War to the end of the Second still continues to draw much academic and indeed public attention. In many cases, Germany deservedly plays a central role in the analysis, either in the form of the Kaiserreich or the ill-fated Weimar Republic and, of course, Nazi Germany. The five books under review here discuss European history between 1914 and 1950 in general, and that of Germany in particular, in this period. Europe is on the path, though rocky, to political and cultural unity. After World War II, relatively large numbers of immigrants moved to Europe and brought with them outside cultural customs and religions. The issue of multiculturalism in society has been on the political agenda for decades, but attitudes have changed drastically since 11th September 2001. Attitudes in relation to migrants, particularly those with a Muslim background, have become more wary and critical. Islam has become associated with violence and terrorism and fears have grown that migration exacerbates this threat to society. These societal developments pose a threat to intercultural education. This article explores the societal situation in the Netherlands and Germany using empirical data and elaborates how youth in the Netherlands and Germany evaluate their relationship with migrant, especially through the dimension of religious tolerance and acceptance.

Dit onderzoek is een eerste verkenning in Nederland naar de impact op slachtoffers van online delicten, de behoeften van slachtoffers en de verantwoordelijkheden van politie, justitie en andere instanties bij de afhandeling van dergelijke delicten. Daarbij is er bijzondere aandacht voor de vraag in hoeverre en hoe de situatie en behoeften van slachtoffers van online criminaliteit afwijken van de situatie en behoeften van slachtoffers van traditionele offline delicten. Immers, als daar meer zicht op is wordt ook duidelijk of het bestaande slachtofferbeleid – dat ontwikkeld is voor traditionele offline delicten – voorziet in de behoeften van slachtoffers van online criminaliteit. Onder de noemer ‘online criminaliteit’ vallen diverse delicten die kunnen worden onderverdeeld in twee categorieën: cybercriminaliteit en gedigitaliseerde criminaliteit. Onder cybercriminaliteit vallen delicten waarbij de ICT-structuur zelf doelwit is én waarbij voor het plegen van dat delict ICT van wezenlijk belang is voor de uitvoering. Voorbeelden zijn het hacken van een database met persoonsgegevens of het platleggen van een website van een bank met een zogenaamde DDoS-aanval. Dit soort delicten wordt ook wel cyber dependent crimes genoemd. Onder gedigitaliseerde criminaliteit vallen traditionele offline delicten die ook online kunnen worden gepleegd. J. van den Burg in der ökonomischen Wochenzeitschrift Economisch-Statistische Berichten Anfang 1949.1 Seine Beobachtung war nur zu verständlich: In der niederländischen Politik gegenüber Deutschland bestand eine deutliche Ambivalenz zwischen Versuchen, Vorkriegsvermögen zurückzuerhalten, und den Versuchen, niederländisch-deutsche Handels- und Wirtschaftsbeziehungen wiederherzustellen. In den Niederlanden war dieser Dualismus besonders akut, weil Deutschland, seit dem späten 19.Jahrhundert die dominante Wirtschaftsmacht Kontinentaleuropas, seit etwa 1850 der wichtigste Handelspartner der Niederlande gewesen war.2 Zudem hatten niederländische Unternehmen, Banken und Privatpersonen in der ersten Dekade nach dem Ersten Weltkrieg in Deutschland im Allgemeinen und im Ruhrgebiet im Besonderen große Investitionen getätigt. Climate change is now considered more than just an environmental issue, with far-reaching effects for society at large. While the exact implications of climate change for policing practice are still unknown, over the past two decades criminologists have anticipated that climate change will have a number of effects that will result in compromised safety and security. This article is informed by the outcome of a co-creation workshop with 16 practitioners and scholars of diverse backgrounds based in The Netherlands, who sought to conceptualize and systematize the existing knowledge on how climate change will most likely impact the professional practice of the Dutch (or any other) police. These challenges, with varying degrees of intensity, are observable at three main levels: the societal, organizational, and individual level. These levels cannot be separated neatly in practice but we use them as a structuring device, and to illustrate how dynamics on one level impact the others. This article aims to establish the precepts necessary to consider when exploring the intersection between climate change and policing. We conclude that much still needs to be done to ensure that the implications of climate change and the subject of policing are better aligned, and that climate change is recognized as an immediate challenge experienced on the ground and not treated as a distant, intangible phenomenon with possible future impacts. This starts with creating awareness about the possible ways in which it is already impacting the functioning of policing organizations, as well as their longer-term repercussions.

The principal aim of this study is to explore the relations between work domains and the work-related learning of workers. The article is intended to provide insight into the learning experiences of Dutch police officers during the course of their daily work. Interviews regarding actual learning events and subsequent changes in knowledge, skills or attitudes were conducted with police officers from different parts of the country and in different stages of their careers. Interpretative analyses grounded in the notion of intentionality and developmental relatedness revealed how and in what kinds of work domains police officers appear to learn. HOMALS analysis showed work-related learning activities to vary with different kinds of work domains. The implications for training and development involve the role of colleagues in different hierarchical positions for learning and they also concern the utility of the conceptualisation of work-related learning presented here.
