Entrepreneurship is a viable income-generating option for refugee women. Entrepreneurial work can bypass limits placed on work permits, obstacles in the formal economy, and familial responsibilities. Critical to success is access to and attainment of social capital, but women entrepreneurs are frequently hampered by gender and cultural biases. Due to such limitations, they face difficultly in attaining bridging and linking capitals, which are necessary for gaining access to support networks and target markets within a host society. Non-governmental organisations (NGOs) play a crucial role in enabling refugees to access support and social capital. NGOs become an instrumental component for women refugees to develop business plans, navigate host country laws and practices, access resources for start-ups, and gain mentorship. However, the types of support available are often NGO-specific, which restricts their applicability. Despite intermittent, beneficial encounters encouraged by NGOs, the long-term impact is questionable due to the variability and inconsistency of service offerings.

English:In the Netherlands female entrepreneurs and women in tech have structurally less opportunities than men. The latest numbers from October 2020 show that only 1 percent of all venture capital went to female entrepreneurs. The percentage of non-white entrepreneurs that received financing is even below 1 percent. Remarkable numbers if we look at the demographics of the Dutch population and a clear signal that bias is a structural problem in financing start-ups. Additionally, there remains an underrepresentation of women at all levels in the tech industry.As part of the Rise project, this whitepaper will focus on the question ‘What needs to be done in the coming years to improve the position of female entrepreneurs and women in tech? Building on an expert session, a review of annual reports and a short survey amongst a selected group of support organizations, we focus on the Amsterdam Metropolitan Area (MRA) and show a clear trend towards ‘women only’ programs for female entrepreneurs and an increase in the support structures for female tech workers. Entrepreneurial ecosystems, and the actors within, are a core factor in fostering entrepreneurial activity in regions (Brush et al., 2019). Business networks are one of the entrepreneurial ecosystems element and key in socially embedding entrepreneurs. The extent to which an entrepreneur is embedded in business networks and relationships, and how these networks and relationships shape their entrepreneurial behavior and outcomes (Jack & Anderson, 2002; Wigren-Kristoferson et al., 2022). However, there is growing evidence that business networks and the embedding process is gendered, mostly to the detriment of women (Murnieks et al., 2020; Brush et al., 2018; McAdam, 2019). These gendered experiences by women entrepreneurs have prompted the emergence of women-only business networks across Europe (Williams & McGregor, 2021). Such networks seek to offer a platform for women entrepreneurs to connect, reduce feelings of isolation, enhance their gender capital, bolster their confidence, and augment their legitimacy (McAdam, 2019). Emerging literature has shown that women-only networks are a double-edged sword: one the one hand they can lead to multiple positive outcomes for women entrepreneurs, including network growth, enhanced access to financing, and improved credibility (McAdam et al., 2019; Woodwark et al., 2021; Williams & McGregor, 2021). On the other hand, these networks can lead to multiple negative outcomes for women entrepreneurs. Examples are that these networks have no adequate consideration of broader factors, limiting women’s access to other ecosystem networks (Harrison et al, 2020; Marlow & Martinez Dy, 2019). In addition, women-only networks may also exert negative effects on symbolic capital and the legitimacy of their participants, and that women entrepreneurs active in such networks exhibit less strategic networking behaviours compared to their counterparts in mixed-gender networks (McAdam, 2019). In short, women-only networks both reinforce and challenge gender structures (Roos, 2019), making many women entrepreneurs struggle to decide whether and how to engage with women-only business networks, and many participate in both (Woodwark et al., 2021). Therefore, this paper aims to understand and answer the research question what women-only networks mean in the embedding process of women entrepreneurs in their access to resources in a broader ecosystem in comparison to mixed business networks.

We examine the ways in which a hidden crisis can be exposed from a communication point of view. In which way can organisations create general awareness of a crisis and try to understand the dynamic nature of interactions? With the help of discourse analysis, we have examined the interactional achievements of two crisis entrepreneurs in the domain of education in the Netherlands: a rector of a secondary school and the founders of BON, a social movement aimed at improving the quality of education. In this way, we will illustrate the discursive practices that play an active role when certain players signal a crisis.

PurposeThe paradigm “think entrepreneur–think male” continues to prevail in entrepreneurship education (EE). Aiming to explore how EE educators and EE students engage with this paradigm, this paper examines how students’ beliefs about entrepreneurship are shaped within the classroom.Design/methodology/approachThis study is based on a single case comprising 32 interviews with EE students and educators from a variety of higher education institutions in the Netherlands. Observations were conducted in a learning environment where undergraduate students from a range of EE minors (general, social and tech entrepreneurship) collaborated on projects under the guidance of entrepreneurship educators.FindingsOur findings reveal that gendered constructs are deeply embedded in EE, shaping perceptions of entrepreneurship. However, these constructs are changing and challenging the “think entrepreneur–think male”.Originality/valueThis study contributes to gender and entrepreneurship literature by challenging the existence of the prevailing paradigm “think entrepreneur–think male” in EE. We emphasise the importance of acknowledging individual entrepreneurial motivations while recognising gendered constructs in entrepreneurial support and resource access.

PurposeAll entrepreneurs interact simultaneously with multiple entrepreneurial contexts throughout their entrepreneurial journey. This conceptual paper has two central aims: (1) it synthesises the current literature on gender and entrepreneurship, and (2) it increases our understanding of how gender norms, contextual embeddedness and (in)equality mechanisms interact within contexts. Illustrative contexts that are discussed include entrepreneurship education, business networks and finance.Design/methodology/approachThis conceptual paper draws upon extant literature to develop its proposed conceptual framework. It provides suggestions for systemic policy interventions as well as pointing to promising paths for future research.FindingsA literature-generated conceptual framework is developed to explain and address the systemic barriers faced by opportunity-driven women as they engage in entrepreneurial contexts. This conceptual framework visualises the interplay between gender norms, contextual embeddedness and inequality mechanisms to explain systemic disparities. An extra dimension is integrated in the framework to account for the power of agency within women and with others, whereby agency, either individually or collectively, may disrupt and subvert the current interplay with inequality mechanisms.Originality/valueThis work advances understanding of the underrepresentation of women entrepreneurs. The paper offers a conceptual framework that provides policymakers with a useful tool to understand how to intervene and increase contextual embeddedness for all entrepreneurs. Additionally, this paper suggests moving beyond “fixing” women entrepreneurs and points towards disrupting systemic disparities to accomplish this contextual embeddedness for all entrepreneurs. By doing so, this research adds to academic knowledge on the construction and reconstruction of gender in the field of entrepreneurship.

Touristification of consumption spaces describes a process in which retail and hospitality businesses adapt to the tourist demand, eroding place attachment among local residents. While this is an important cause of resistance to tourism, little is known about the mechanisms that drive or mediate this process. We address this gap by interviewing entrepreneurs in Amsterdam. We found three distinct areas in close proximity where entrepreneurs responded to increasing tourism in markedly different ways; by crowd-pleasing, niche-playing and gentrifying. The resulting microgeographies of touristification of consumption spaces have not only been overlooked in literature, but also in urban policies. This causes a mismatch between the more generic, city-wide regulation and the highly differentiated effects of tourism on consumption spaces.

Why is it that we know and still act as if we do not know? SMEs are considered engines of job creation and therefore growth and generation of income but is it really true that the solo self-employed and micro entrepreneurs will become small or medium entrepreneurs, e.g. graduate? We knew in the 80’s that this assumption needed to be looked at critically. Research revealed that graduation hardly existed. Practitioners in MSME support and development programmes entertain few illusions about their programmes actually leading to graduation, while NGO and Government policy officers, from behind their desks, often presume that graduation occurs frequently. Actual graduation rates and the extent to which they can be attributed to interventions remain an unresolved and important issue. After more than three decades it is justified to the question whether it is still true that graduation hardly exists? If that is the case one needs to take a critical look into prevailing policies and programs in support of the SME sector.

The world needs more jobs to meet United Nations Sustainable Development Goal 8 and to keep up with expected population growth. Policymakers stimulate start-ups due to their expected job-generating effect. Despite the increased number of solo self-employed, percentages on graduation from small to larger enterprises are low. This study focuses on entrepreneurs who create jobs, and have passed ‘the one-employee threshold’. What are the considerations of the solo self-employed when making the decision to hire their first employee? 27 Interviews were conducted with entrepreneurs in developed and developing countries. The analysis shows that solo self-employed have considerations about time, skills, trust and opportunities when hiring their first employee. The study finds evidence of effectual behaviour. Trust is important: trust in others (the first employee) and trust in yourself (becoming an employer). To stimulate job creation, policymakers should stimulate effectual behavior that enhances the self-efficacy of the solo self-employed. This is a draft chapter/article. This report maps different programs that supportrefugees on the road to entrepreneurship. The municipality of The Hague, along with the refugee and migrant support organization EnterStart (MigrantINC) asked for an evaluation of the program The Hague Test Garden (from now on called The Test Garden) where refugees can ask for help starting their own businesses. The evaluation is not just based on the experiences in The Test Garden; other programs have been included in the evaluation to come to a broader view of the road to entrepreneurship and the obstacles encountered. The increased inflow of refugees in Dutch society and on the Dutch labor market has generated different support programs for starting-up a business. Some of these programs already existed but shifted to accommodate the needs of this specific target group. Other programs were initiated to support refugees because of perceived barriers in Dutch society. Most programs are private initiatives, funded on a project basis. In the Netherlands, refugees that hold a residence permit are called ‘status holders’. Upon arrival, they received a temporary permit for at least five years. They need to follow a civic integration and language program and they are expected to be part of the (regular) education system or labor market as soon as possible. The Test Garden started in 2016, a time when multiple support systems for refugee-entrepreneurs began their programs. This report starts with a short overview ofrefugee flows to the Netherlands. The main part of the report consists of the comparison and evaluation of the different programs. The information was gathered through literature, websites, and in-depth interviews with program managers and others involved.
