Comprehensive understanding of the merits of bottom-up urban development is lacking, thus hampering and complicating associated collaborative processes. Therefore, and given the assumed relevancies, we mapped the social, environmental and economic values generated by bottom-up developments in two Dutch urban areas, using theory-based evaluation principles. These evaluations raised insights into the values, beneficiaries and path dependencies between successive values, confirming the assumed effect of placemaking accelerating further spatial developments. It also revealed broader impacts of bottom-up endeavors, such as influences on local policies and innovations in urban development.

The emergence of organic planning practices in the Netherlands introduces new, non-conventional, local actors initiating bottom-up urban developments. Dissatisfied with conventional practices and using opportunities during the 2008 financial crisis, these actors aim to create social value, thus challenging prevailing institutions. Intrigued by such actors becoming more present and influential in urban planning and development processes, we aim to identify who they are. We use social entrepreneurship and niche formation theories to analyse and identify three types of social entrepreneurs. The first are early pioneers, adopting roles of a developer and end-user, but lacking position and power to realize goals. Secondly, by acting as boundary spanners and niche entrepreneurs, they evolve towards consolidated third sector organizations in the position to realize developments. A third type are intermediate agents facilitating developments as boundary spanners and policy entrepreneurs, without pursuing urban development themselves but aiming at realizing broader policy goals. Our general typology provides a rich picture of actors involved in bottom-up urban developments by applying theories from domains of innovation management and business transition management to urban planning and development studies. It shows that the social entrepreneurs in bottom-up urban development can be considered the result of social innovation, but this social innovation is set within a neoliberal context, and in many cases passively or actively conditioned by states and markets.

The sustainable energy transition asks for new and innovative solutions in the way society, government, energy market and clients (end users) approach energy distribution and consumption. The energy transition provides great opportunity to develop innovative solutions where in the dense built environment district heating and cooling are being strongly advocated.Traditionally, the energy systems in urban districts have been regulated by a top-down approach. With the rise of local and distributed sustainable sources for urban heating and cooling, the complexity of the heat/cold chain is increasing. Therefore, an organic and bottom-up approach is being requested, where the public authorities have a facilitating and/or directive role. There is a need for a new and open framework for collaboration between stakeholders. A framework that provides insight into the integral consideration of heating and cooling solutions on district level in terms of: organisation, technology and economy (OTE). This research therefore focuses on developing this integral framework towards widely supported heating and cooling solutions among district stakeholders.Through in-depth interviews, workshops and focus groups discussions, relevant stakeholders in local district heating/cooling of varying backgrounds and expertise have been consulted. This has led to two pillars in a framework. Firstly the definition of Key Success Factors and Key Performance Indicators to evaluate technical solutions in light of the respective context. Secondly, an iterative decision making process among district stakeholders where technical scenarios, respective financial business cases and market organisation are being negotiated. Fundamental proposition of the framework is the recurrent interaction between OTE factors throughout the entire decision making process. In order to constantly assure broad-based support, the underlying nature of possible barriers for collaboration are identified in a stakeholder matrix, informing a stakeholder strategy. It reveals an open insight of the interests, concerns, and barriers among all stakeholders, where solutions can be developed effectively.

Biomimicry education is grounded in a set of natural design principles common to every known lifeform on Earth. These Life’s Principles (LPs) (cc Biomimicry 3.8), provide guidelines for emulating sustainable strategies that are field-tested over nearly four billion years of evolution. This study evaluates an exercise for teaching LPs to interdisciplinary students at three universities, Arizona State University (ASU) in Phoenix, Arizona (USA), College of Charleston (CofC) in Charleston, South Carolina (USA) and The Hague University of Applied Sciences (THUAS) in The Hague (The Netherlands) during the spring 2021 semester. Students researched examples of both biological organisms and human designs exhibiting the LPs. We gauged the effectiveness of the exercise through a common rubric and a survey to discover ways to improve instruction and student understanding. Increased student success was found to be directly linked to introducing the LPs with illustrative examples, assigning an active search for examples as part of the exercise, and utilizing direct assessment feedback loops. Requiring students to highlight the specific terms of the LP sub-principles in each example is a suggested improvement to the instructions and rubric. An iterative, face-to-face, discussion-based teaching and learning approach helps overcome minor misunderstandings. Reiterating the LPs throughout the semester with opportunities for application will highlight the potential for incorporating LPs into students’ future sustainable design process. In urban areas space is limited. Different stakeholders can have very different ideas and visions on how a plot of land should be used. The R-Link research-project studies this topic. In this video, Dr. Melika Levelt (Amsterdam University of Applied Sciences) will introduce a method from the R-Link project that takes into account the different views of stakeholders in urban space development. Melika will explain how this ‘stakeholder canvas’ may help stakeholders to ask each other the right questions, to identify new stakeholders, and to visualize views and visions in a coherent and helpful manner.

Citizen participation is booming, especially the number of urban bottom-up initiatives where information and communication technologies (ICT) are deployed is increasing rapidly. This growth is good news for society as recent historical research shows that the more citizens actively and persistently interfere with public issues, the more likely a society will be resilient. And yet, at the same time, a growing number of scholars argue that due to the unprecedented impact of ICT, the public sphere is at stake. How to understand both trends? How do the anti-‘public sphere’ developments relate to the growing number of citizens’ initiatives using ICT? And if these citizen initiatives can indeed be understood as manifestations of public spheres, how can ICT foster or hinder the development of these public spheres? These questions will be explored by analyzing a Dutch citizen initiative called ‘Buuv’ (an online ‘market’ place for and by local residents) from a ‘public sphere’ perspective. The author will turn to The human condition (1958) of Hannah Arendt in order to elaborate a ‘public sphere’ perspective. An Arendtian perspective (as any perspective) highlights, however, some aspects and underexposes other aspects. Furthermore, chances are that Arendt’s thoughts are somewhat outdated, in the sense that we now live in a world where the online and the offline life intertwine — an experience that is referred to with the term ‘onlife’. Bearing these remarks in mind, the author will elaborate on the value of Arendt’s ideas to 1) the endeavor of understanding current trends in society—more urban bottom-up initiatives and anti-‘public sphere’ developments due to the broad uptake of ICT—and 2) the endeavor of revitalizing the public sphere in an onlife world. from the article: Abstract Based on a review of recent literature, this paper addresses the question of how urban planners can steer urban environmental quality, given the fact that it is multidimensional in character, is assessed largely in subjective terms and varies across time. The paper explores three questions that are at the core of planning and designing cities: ‘quality of what?’, ‘quality for whom?’ and ‘quality at what time?’ and illustrates the dilemmas that urban planners face in answering these questions. The three questions provide a novel framework that offers urban planners perspectives for action in finding their way out of the dilemmas identified. Abstract. In recent years circular economy has become more important for the development of many places including cities. Traditionally, urban development policies have mainly been aiming to improve the socio-economic wellbeing of neighbourhoods. However, technical and ecologic aspects have their effects too and need to go hand in hand. This paper is based on an urban area experiment in the Dutch city of Utrecht. In order to assess urban area developments, typically rather straight-forward quantitative indicators have been used. However, it has proved more complicated to assess multifaceted developments of the area studied in this paper. With the City Model Canvas a multi-layered model is being used to better assess the impact of the urban development being studied. Key findings include that the project studied resulted in more space for companies from the creative industry and the settlement of local ‘circular’ entrepreneurs and start-ups, although it remains unclear to what extent these benefit from each other’s presence. The increase in business activity resulted in more jobs, but it is again unclear whether this led to more social inclusion. From an environmental point of view the project activities resulted in less raw materials being used, although activities and public events bring nuisance to the surrounding neighbourhoods.

In the last decades, citizen initiatives have become more important for neighbourhood development. This applies as well to sustaining urban green and the (temporary) development of urban food gardening and small parks. Development through citizen initiatives is not a straight-forward task for planners as it means a new way of planning and legitimizing of planning decisions. Although citizen initiative and involvement in planning has gained much attention in planning practice in the last decades, planners still struggle with it. Citizen and entrepreneurial initiators of land-use projects for green and urban farming also have difficulty to understand the process of project approval or denial. Following the analysis of Schatz and Roberts (2016) of an ‘untenable governance ménage à trois’ of relational, participatory and neoliberal planning, it seems that in bottom-up planning three types of planning come together: technocratic, deliberative, and neoliberal. This makes the current struggles of planners and initiators involved in bottom-up spatial planning no surprise. In this paper we explore, based on a literature review, ingredients for a tool that could help professional planners (civil servants) and initiators to better understand each other and the planning process and improve the substantive discussion on land-use initiatives and in this way the accountability, credibility and thus, legitimacy of decision. To come to our list of ingredients, we take inspiration from the work of Mouffe and others who have stressed the conflicting views and interests involved in any policy issue. Taking her ‘agonistic approach’ to policy-making we aim to develop a tool that gives more room to substance in policy making: the different motivations, ambitions and political views of people in planning processes. Following scholars that take the work of Mouffe one step further, we look at concepts of boundary work and boundary objects (Metze, 2010), policy arrangements (Buizer, 2009) and a trading zone approach (Saporito, 2016) to come to a better understanding of, and a practical solution to, how to work with conflicting views in practice on planning process as well as substance. Second, we turn to social psychology and conflict resolution (Illes et al. 2014, Nash et al. 2010) to better understand the conflicts at stake around land-use decisions and to identify productive and counterproductive strategies to work with these conflicts. Third, we take inspiration in business literature to better understand how we can depict conflicting views for land-use and how we can come to a workable and integral concept of how to use a specific plot of land.
