Determinants for Sustained Use of an Activity Tracker

This study offers an overview of the natural development of the use of an activity tracker, as well as the relative importance of a range of determinants from literature. Decay is exponential but slower than may be expected from existing literature. Many factors have a small contribution to sustained use. The most important determinants are technical condition, age, user experience, and goal-related factors. This finding suggests that activity tracking is potentially beneficial for a broad range of target groups, but more attention should be paid to technical and user experience–related aspects of activity trackers.

Structure, positions and mechanisms

Social network analysis can be a powerful tool to better understand the social context of terrorist activities, and it may also offer potential leads for agencies to intervene. Our access to Dutch police information allows us to analyse the relational features of two networks that include actors who planned acts of terrorism and were active in the dissemination of a Salafi-Jihadi interpretation of Islam (n = 57; n = 26). Based on a mixed-method approach that combines qualitative and more formal statistical analysis (exponential random graph models), we analyse the structural characteristics of these networks, individual positions and the extent to which radical leaders, pre-existing family and friendship ties and radicalizing settings affect actors to form ties. We find that both networks resemble a core–periphery structure, with cores formed by a densely interconnected group of actors who frequently meet in radicalizing settings. Based on our findings, we discuss the potential effects of preventive and repressive measures developed within the Dutch counterterrorism framework.

The Relational Dimension of Radicalization: Context and Tie Formation in Dutch Salafi-Jihadi Networks

Despite the widely held notion that processes of radicalization tend to happen in relation to others, systematic evidence on the social context in which actors meet and form ties is scarce. This is problematic, as without a more thorough understanding of the relational dimension of radicalization, any strategy to intervene may turn out less effective than perhaps hoped for. Based on our access to detailed police information on eleven Dutch Salafi-Jihadi networks (2001–2014; 273 actors), this article presents a descriptive analysis of the social context in which actors meet and form ties. In most networks, we observe pre-existing family and friendship ties, actors to frequent Salafi mosques and radicalizing settings, and committed actors engaged in functional roles. We also find indications for these elements to facilitate actors to form ties. It is important to note however that we also observe exceptions, both in terms of prevalence and impact of the relational factors we study. In the article, we describe our detailed empirical findings and reflect on the (differential) social context is which actors participating in Dutch Salafi-Jihadi networks meet and form ties.

Steering in complex education systems

In the wake of neo-liberal informed global trends to set performance standards and intensify accountability, the Dutch government aimed for ‘raising standards for basic skills’. While the implementation of literacy standards was hardly noticed, the introduction of numeracy standards caused a major backlash in secondary schools, which ended in a failed introduction of a high stakes test. How can these major differences be explained? Inspired by Foucault’s governmentality concept a theoretical framework is developed to allow for detailed empirical research on steering processes in complex systems in which many actors are involved in educational decision-making. A mixed-methods multiple embedded case-study was conducted comprising nine school boards and fifteen secondary schools. Analyses unveil processes of responsibilisation, normalisation and emerging dividing practices. Literacy standards reinforced responsibilities of Dutch language teachers; for numeracy, school leadership created entirely new roles and responsibilities for teachers. Literacy standards were incorporated in an already used instrument which made implementation both subtle and inevitable. For numeracy, schools distinguished students by risk of not passing the new test affirming the disciplinary nature of schools in the process. While little changed to address teachers main concerns about students’ literacy skills, the failed introduction of the numeracy test usurped most resources.

Full text via link. Klager is minderjarig en wordt verdacht van betrokkenheid bij een moord op een politieman door dissidente Republikeinen in Noord-Ierland. Hij is tot driemaal toe gearresteerd om met de politie te spreken. Bij de derde keer vraagt zijn advocaat om te verzekeren dat de gesprekken tussen hem en de klager niet aan ‘covert surveillance’ zullen worden onderworpen, maar dit kon bevestigd noch ontkend worden. Volgens klager is het regime voor ‘covert surveillance’ in strijd met art. 8 EVRM. De eerste vraag die het Hof daarbij heeft te beantwoorden is of in dit geval de heel strenge eisen moeten worden gesteld die het gebruikelijk stelt bij interceptie van telefoongesprekken, of de iets lichtere die het normaliter stelt bij ‘gewone’ gevallen van surveillance. Het Hof geeft toe dat het in eerdere rechtspraak de strenge eisen inderdaad alleen bij telefoontaps heeft gesteld, maar stelt voorop dat het heeft aangenomen, bijvoorbeeld in Bykov, dat deze eisen ook moeten worden gesteld als een andere vorm van surveillance ‘virtually identical’ is aan telefoontappen (Bykov t. Rusland, EHRM 10 maart 2009 (GK), nr. 4378/02 «EHRC» 2009/69 m.nt. Ölçer). De doorslaggevende factor voor de toepasselijke test is de mate van inbreuk op het individuele recht op bescherming van het privéleven. In dit geval ging het om surveillance van juridische consultaties tussen advocaat en cliënt, waarbij geldt dat een bijzondere mate van bescherming nodig is in verband met de vertrouwelijkheid van deze relatie. Het surveilleren van deze consultatie vormt een ‘extremely high degree of intrusion’ in de art. 8-rechten, die nog verder gaat dan die in Bykov. Gelet daarop moeten dezelfde strenge eisen worden gesteld als in het geval van telefoontaps. Het Hof onderwerpt dan het bestaande ‘RIPA II’-regime aan deze toets, waarbij het de regels aanvaardbaar acht waar het gaat om de duur, de selectie van de relevante persoon en de maatregelen rondom voortzetting en beëindiging, maar waarbij het kritisch is waar het gaat om het onderzoeken, bewaren en gebruiken van de verkregen gegevens, en waar het gaat om het delen van deze gegevens met derde partijen. Deze kritiek is zodanig dat het Hof vaststelt dat art. 8 EVRM niet voldoende is gerespecteerd. De tweede vraag die het Hof is voorgelegd is of het redelijk was om de gesprekken te monitoren tussen klager als ‘vulnerable person’ en een ‘appropriate adult’. Het Hof neemt aan dat hierop het lichtere regime van toepassing is en concludeert dat in dit licht wel voldoende waarborgen zijn geboden en er geen schending is van art. 8 EVRM in dit opzicht.
