This report is the result of a research interest stemming from the case presented by the City of Budapest on the misalignment between EU funding opportunities and the interdependence of the national government. The main research question was “Which channels exist for a local or regional government to access EU funding directly, without the need for interference of the national government?”. Recent political developments in Hungary have led to an increasing amount of budgetary challenges for the City of Budapest. Besides domestic factors, the European Commission’s decision to suggest to withhold cohesion and RRF funds to Hungary raises the question of what different avenues of direct EU funding instruments might be at the city’s disposal. Therefore, the aim of this research is to provide recommendations on what avenues the City of Budapest might want to invest in in terms of advocacy activities on the EU level. We first conducted a desk research, mapping the current landscape of EU funding instruments under the direct management of the EU (the overview can be found in the appendix). Secondly, ten interviews were conducted in October and November 2022 with several multi-level stakeholders from the European Parliament, the European Commission, the umbrella organisation of cities in the European Union ‘Eurocities’, a Hungarian journalist and a regional representation in Central-Eastern Europe. Based on these conversations, we identified five main findings with corresponding recommendations for action.

Op basis van de inzichten van 37 interviews met 39 betrokken partijen (van het Ministerie van BZK, Nederlandse steden, Europese steden, koepelorganisaties, Europese instellingen en andere ministeries binnen de Rijksoverheid) en deskresearch zijn de volgende conclusies en aanbevelingen geformuleerd.

Er is het een en ander af te dingen op het gewicht van de autonome en stedennetwerken, gezien de reikwijdte en slagkracht van stedelijke netwerken en lokale overheden op het wereldtoneel nog beperkt zijn. In het navolgende zijn aan de hand van het voorbeeld van de "Europese Urban Agenda for the EU" drie punten uitgelicht waaruit naar voren komt dat steden nog (te) weinig in de melk te brokkelen hebben op het wereldtoneel. Samenwerkingsverbanden hebben alleen slagkracht als er goed informeel wordt onderhandeld en gemeenten op Europees en internationaal niveau belangrijke projecten geagendeerd krijgen – en daar vervolgens ook de financiële middelen voor zijn. Ook de studie naar de 100 Climate-Neutral and Smart Cities laat zien dat juist innoverend samenwerken op klimaatneutraliteit alleen kan als er een betere institutionele structuur is (lees: formele invloed), het financiële management op lokaal niveau op orde is (meer financiële expertise en budgetplanning) en meer externe support en technische expertise aanwezig zijn. Er is kortom nog een wereld te winnen.

Bundeling van vijf essays, geschreven door hbo-studenten Social Work. Zij volgden in studiejaar 2023/2024 een half jaar de minor Inclusiviteit in de stad aan de Haagse Hogeschool. In die minor zoomen we in op hedendaagse uitsluitingsmechanismen die bepaalde groepen in onze samenleving extra hard treffen. Het centrale thema van de essays is inclusiviteit. In elk essay is te zien hoe belangrijk dit onderwerp is voor de nieuwe generatie. De auteurs gaan in op de verschillende dimensies van inclusiviteit, variërend van uitsluiting door armoede, door culturele verschillen maar ook door het kiezen van het beroep sekswerk. Uitsluiting heeft een diep effect op het welzijn van mensen, op toegankelijkheid tot instituties en op sociale rechtvaardigheid.
