Scientific research from within and beyond academia continues to provide the justification and the knowledge for policy developments directed toward migration and integration governance. A proliferation of scholarship aims to study, pilot, and investigate the ‘best practices’ for facilitating integration, which is then taken up in advice to policy makers. Many authors have written about this science-policy nexus (Boswell 2009; Penninx, Garcés-Mascareñas, and Scholten 2005; Scholten et al. 2015; Verbeek, Entzinger, and Scholten 2015) These works have also engaged in critical reflection, problematizing this nexus and demonstrating how funding structures draw researchers not only into addressing short-term policy goals, but also into reproducing some of the essentialist worldviews that come with methodological nationalism (Wimmer and Glick Schiller 2002) and the ‘national order of things’ (Malkki 1995). Yet, the colonial legacies and dis/continuities of these logics in integrationism have not received much attention so far.The paper takes a critical lens on the implications of the science-policy complicity in reproducing colonial logics of ‘cultural distance’, based on perspectives and empirical research from different national (Netherlands and Switzerland) and supra-national (EU) contexts. We analyse texts which shape the civic integration programme in the Netherlands, the genealogy of the integration requirement to respect the values of the constitution in Switzerland, and the EU framework on migrant integration. This combined analysis brings forth the role scientists and knowledge producers play in (re)producing the colonial logics within integrationism, and their contributions to the regime of truth within which integration discourse operates. Throughout this article, we draw on examples from these different contexts to display that integration and its migranticized (Dahinden 2016) subjects are constructed through practices deemed as scientific or objective expertise, building on important work by Schinkel (2018) on integration research as “neocolonial knowledge production” and Favell’s (2022) critical reflections on integration indicator frameworks. As we demonstrate, the “idea of integration as an issue of cultural distance is rendered imaginable in and through colonial legacies and scientific practices from which policy draws legitimacy. We show how cultural distance is produced in the scientification of migrants’ assimilability in a ‘Western work ethic’, in measurement of migrants’ adherence to liberal values, and through constructions of integration drawing on social imaginaries of national and European identity. Importantly, we argue that by presenting this cultural distance as a product of objective, scientific processes of empirical observation, the notion of cultural distance is normalised and depoliticized, which ultimately legitimizes integrationism as a mode of governance.The present study builds on important contributions (by Schinkel 2017; Favell 2022; Korteweg 2017; Bonjour and Duyvendak 2017, and others) in attempting to destabilize the normalization of integrationism as the widely accepted mode of governance of ‘immigrant’ or ‘ethnic’ populations and their inherent and problematic ‘distance’. The content and structure of this summer school in post-colonial Amsterdam would allow us to continue our critical reflexive discussions to better understand the colonial logics at play and how they operate in multiple contexts and at multiple levels of governance, in and beyond integration

The idea of European unity, in any case the official entity as it is communicated by the European Commission, is intrinsically linked to the end of the Second World War: the Stunde Null or 'Hour Zero' on the 8th of May 1945. Industry was in shambles, many cities had been destroyed, and the European societies had to find a way to make peace with the guilt and shame associated with the Holocaust. The pioneers of European integration in the 1950s all agreed on one thing: Never again. No more war. It is a powerful and persuasive image. Clean and clear. Very simple, too - almost as simple as the 'American Dream'. From that point on, the concept of European integration was framed almost naturally in terms of an unwavering contrast between the past and the present. The European {pre-WWII) past was chauvinism, petty disputes, and war, while the European {post-WWII) present was multicultural, cosmopolitan, peaceful, and prosperous. Simple solutions can be deceiving, however, and this was no exception. The choir of critical politicians, policy-makers and opinion leaders is swelling. These voices, the critics and sceptics, are found on the left and the right, in the East and the West, and are unfettered by post-war taboos: Is Europe actually all that multicultural, peaceful and prosperous? This paper is about the political imbalance in the EU when it comes to attracting European agencies. Over the years, mainly due to the Brexit negotiations and for cost-efficiency reasons, many EU agencies moved from the UK to elsewhere, finding a new sea for headquarters functions or other departments. Whenever such a move is announced, EU countries and their candidate host cities jump into the breach to make a beneficial offer. The way these processes take place is a vector of the politicization of European integration. Nevertheless, these new locations of the EU agencies have won the bidding contest, is a process that usually takes place under the radar. The decision-making of these kinds of processes rests with the member states of the agency. Instead of choosing the most strategic place and ensuring an equal distribution among EU countries, which is the deal, often the highest bidder or the state contributing the most wins the agency. Interestingly, these processes have hardly been studied in the light of the increased politicization. This paper is an attempt to fill this research gap, by focusing on three cases and the processes of decision-making. The cases are the Collège européen de police (European Police College, CEPOL) which moved from the UK to Budapest in 2014, the European Medicine Agency (EMA) moving from London to Amsterdam in 2019, and the European Centre for Medium-Range Weather Forecasts (ECMWF) which moved its EU-funded program to Bonn and Helsinki mid-2021. The research strategy is as follows: the cases and the lobbying processes are described, then the main political actors are described, and the outcomes are described. The main research question is: How do these processes of political decision-making work out in practice? By answering this question, this study contributes to the discussion on globalized decision-making across the EU and the politicized imbalance which is the result of this.

This research aims to contribute to a better understanding of strategic collaborations between work-integration social enterprises (WISEs) and for-profit enterprises (FPEs) with the joint objective to improve labour market opportunities for vulnerable groups. We find that most collaborations strive towards integration or transformation in order to make more social impact.

European civic integration programmes claim to provide newcomers with necessary tools for successful participation. Simultaneously, these programmes have been criticised for being restrictive, market-driven and for working towards an implicit goal of limiting migration. Authors have questioned how these programmes discursively construct an offensive image of the Other and how colonial histories are reproduced in the constructions seen today. The Dutch civic integration programme is considered a leading example of a restrictive programme within Europe. Research has critically questioned the discourses within its policies, yet limited research has moved beyond policy to focus on discourse in texts in practice. This study presents a critical discourse analysis of texts used in the civic integration programme and demonstrates that they participate in multiple discursive constructions: the construction of the Dutch nation-state and its citizens as inherently modern, the construction of the Other as Unmodern and thus a threat, and the construction of the hierarchical relationship between the two. The civic integration programme has been left out of discussions on decolonisation to date, contributing to it remaining a core practice of othering. This study applies post-colonial theories to understand the impacts of current discourse, and forwards possibilities for consideration of decolonised alternatives.

Whilst until the late 1980s most migration issues developed in a parallel manner but with national specifics, important differences showed up during the 1990s and at the beginning of this decade. Since the middle of the 1990s, there has been an obvious change in policy towards migrants and foreigners in the Netherlands, and those changes have been more or less “exported” to our neighbouring countries and even to the level of the EU. Integration into society with the maintenance of the immigrant’s own culture has been replaced by integration into the Dutch society after passing an integration examination. The focus of this article is to investigate those changes and to compare the implementation of those policies in the Netherlands/Limburg and Germany/NRW, where the official understanding of not being an immigration country was dominant until the end of the 1990s, and where integration has only recently become an important political issue. Both countries are now facing similar challenges for better integration into the society, especially into the educational system. Firstly, the autors describe migration definitions, types, the numbers of migrants and the backgrounds of migrant policies in Germany and the Netherlands up until the middle of the 1990s. Secondly they discuss the integration policies thereafter: the pathway to a new policy and the Action Plan Integration in Germany, and the central ideas of the Civic Integration of Newcomers Act (WIN) in the Netherlands. Integration policy in the Netherlands is highly centralised with little differentiation on the local governmental level when compared to South Limburg. Thirdly, the autors investigate the cross-border cooperation between professional organisations and educational institutions in the Euregio Meuse-Rhine, and the involvement of social work institutions and social workers in their process of integration into the local society and the exchange of each others’ experiences (the ECSW and RECES projects).

The COVID-19 pandemic has forced higher education (HE) to shift to emergency remote teaching (ERT), subsequently influencing academic belonging and social integration, as well as challenging students' engagement with their studies. This study investigated influences on student engagement during ERT, based on student resilience. Serial mediation analyses were used to test the predictive effects between resilience, academic belonging, social integration, and engagement.

In January 2022 the new Dutch Civic Integration programme was launched together with promises of improvements it would bring in facilitating the ‘integration’ of newcomers to the Netherlands. This study presents a critical discourse analysis of texts intended for municipalities to take on their new coordinating role in this programme. The analysis aims to understand the discourse in the texts, which actors are mobilized by them, and the role these texts and these actors play in processes of governmental racialization. The analysis demonstrates shifting complex assemblages are brought into cascades of governance in which all actors are disciplined to accept the problem of integration as a problem of cultural difference and distance, and then furthermore disciplined to adopt new practices deemed necessary to identify and even ‘objectively’ measure the inherent traits contributing to this problematic. Lastly, the analysis displays that all actors are disciplined to accept the solution of ‘spontaneous compliance’; a series of practices and knowledges, which move the civic integration programme beyond an aim of responsibilization, into a programme of internalization, wherein newcomers are expected to own and address their problematic ‘nature’, making ‘modern’ values their own.

Dit artikel is een samenvatting van mijn proefschrift over Schumans Europa en zijn referentiekader dat de oorspronkelijke visie weergeeft van de grondlegger van de Europese eenwording, Robert Schuman. Het laat zien hoe zijn gedachten, persoonlijkheid, katholieke geloof en afkomst uit Elzas-Lotharingen samenkomen in zijn visie op Europese eenwording. Hij ziet de raison d'être van de Europese eenwording bij het Europees spiritueel en cultureel erfgoed. Effectieve solidariteit over de grenzen heen beschouwt hij een logisch gevolg daarvan. Schuman is van mening dat de integratie stapje voor stapje zal moeten plaatsvinden en generaties zal duren. De nationale belangen zullen in dit proces en in deze visie van eenwording zoveel mogelijk worden ontzien, tenzij deze ingaan tegen de gemeenschappelijk Europese belangen. Schumans zienswijze werpt een verfrissende blik op de huidige situatie van de EU en geeft inzicht in de oorzaak van de EU-problemen. Het levert daarmee een denkkader waarmee gewerkt kan worden aan de oplossing. ABSTRACT This article is an excerpt of a doctoral dissertion on Schuman's Europe and his frame of reference that represents the original vision of the founder of the European union, Robert Schuman. It displays that his thoughts, personality, catholic religion and origin from Elzas-Lotharingen come together in his vision on the European union. He sees the raison d'être of European integration to the European spiritual and cultural heritage. He considers effective solidarity beyond borders thereof as a logical consequence. Schuman believes that the integration will take place step by step and will take generations. The national interests will be spared as much as possible in the process, unless these go against the common European interests. Schuman's way of thinking casts a refreshing look on the current situation of the European Union and provides insight into the cause of the European problems. It provides a conceptual framework that can be used for a solution.
