This report is the result of a research interest stemming from the case presented by the City of Budapest on the misalignment between EU funding opportunities and the interdependence of the national government. The main research question was “Which channels exist for a local or regional government to access EU funding directly, without the need for interference of the national government?”. Recent political developments in Hungary have led to an increasing amount of budgetary challenges for the City of Budapest. Besides domestic factors, the European Commission’s decision to suggest to withhold cohesion and RRF funds to Hungary raises the question of what different avenues of direct EU funding instruments might be at the city’s disposal. Therefore, the aim of this research is to provide recommendations on what avenues the City of Budapest might want to invest in in terms of advocacy activities on the EU level. We first conducted a desk research, mapping the current landscape of EU funding instruments under the direct management of the EU (the overview can be found in the appendix). Secondly, ten interviews were conducted in October and November 2022 with several multi-level stakeholders from the European Parliament, the European Commission, the umbrella organisation of cities in the European Union ‘Eurocities’, a Hungarian journalist and a regional representation in Central-Eastern Europe. Based on these conversations, we identified five main findings with corresponding recommendations for action.
In this handbook we would like to inform (future) social and public professionals about the results of our extensive comparative research on welfare state reforms in Finland, Germany, Greece, Hungary, Italy, Poland, Spain, Sweden, The Netherlands and UK. The research reveals how reforms take place in local practice and gives insights on the implications of social policies on people’s lives. Social policies are defined as social investment in human lives. We evaluated the implementation of social investment policies in practice and studied 20 innovative cases, 2 in each of the above-mentioned countries. Starting from these professional practices, we would like to give (future) professionals more insights in the realities of system change and the new perspectives that come out of it.
Een veelbelovend model voor de professionele ontwikkeling van docenten/opleiders, gebaseerd op diepgaande samenwerking tussen docenten/opleiders en gericht op het verbeteren van het leren van studenten, is Lesson Study. Lesson Study wordt echter nauwelijks in het mbo toegepast. Met het Europese LS4VET-project gaan we de Lesson Study methode aanpassen en geschikt maken voor het mbo.Doel Het doel is om een diepgaande en duurzame impact te bereiken - dat wil zeggen, verbetering van de kwaliteit van het onderwijs – bij mbo’s die de methode toepassen. Aanpak Projectleden zijn onder meer hoger onderwijsinstellingen met vooraanstaande onderzoekers en lerarenopleiders die ervaring hebben met Lesson Study. Elke hogeschoolinstelling werkt samen met partner MBO- instelling die op zoek is naar effectieve manieren om de samenwerking tussen hun docenten en het beroepsonderwijs te verbeteren. Relevantie Het korte termijn resultaat van het project is een methode en een handboek van een effectief docentprofessionaliseringsmodel, Lesson Study, dat specifiek is gericht op het mbo. De resultaten zullen publiekelijk toegangkelijk zijn. Het lange termijn resultaat is dat het LS4VET-project docenten/opleiders van mbo’s wil ondersteunen bij het vormen van professionele leergemeenschappen door ze de Lesson Study-methode en een bijpassende toolkit aan te bieden. The PANTOUR consortium builds on previous knowledge and tools produced by the Blueprint for Sectoral Skills project/NTG Alliance and will develop new tools and methodology to address strategic and sustainable approaches and cooperation between vocational education, training, higher education, enterprises of the tourism sector, looking to boost innovation in Europe (in tourism, leisure and hospitality).Societal IssueThe aim of this project is to map and bridge the existing skills gaps in Green, Social and Digital skills of workforce in tourism, leisure and hospitality.Benefit to societyMaking lifelong learning and mobility a reality, developing innovative learning solutions and promoting inclusiveness and access to education. Promoting active citizenship, building equal opportunities and addressing gender equality, diversity and inclusiveness in targeted actions.The consortium aims especially at designing innovative and cooperative solutions to address skills needs in the tourism ecosystem, with the development of outputs such as: the Sectoral Skills Intelligence Monitor, the Tourism Skills Lab, Resource Books for Trainers, the implementation of the National Skills Groups, a Skills Strategy Plan for 2026-2036, among others. With the exploitation of its outputs, PANTOUR seeks to benefit job seekers, unemployed and employed workers from the industry, employers, SMEs and micro entrepreneurs, dedicating a special attention in reskilling and upskilling the workforce on future skills needs in digital, green and social skills.The number of people benefiting from this proposal will be over 10 million that work across the tourism and leisure sector in Europe.The consortium is a multi-disciplinary partnership which comprises 13 European partners: Industry Partners and Tourism Sector Representatives, Universities and Transnational partners. TOURBAN objective is to spearhead a transnational and cross-sectoral movement towards tourism sustainability in urban areas across Europe, leveraging SME capacities and skills to uptake best practices and develop innovative solutions that make them both more sustainable and competitive. It will do so by tackling current urban tourism challenges in an era of increasing tourism visitor pressure, acting in European cities such as Amsterdam, Barcelona, Copenhagen, Dubrovnik, Kiel, Budapest and Tallinn. To achieve the objective, TOURBAN will share knowledge on sustainability strategies and the advantages of adopting sustainable solutions and practices, including EU/internationally recognised certificates and labels (e.g. EU Eco Label, EMAS) and circular economy models. These will be based on case studies and stories from SMEs and other frontrunners in sustainability.The project will share this practical knowledge through highly interactive training workshops and peer-to-peer sessions. Another core element of the project is cross-sector knowledge exchange and collaboration. In addition, more intensive support services will be delivered so that the tourism SMEs can effectively adopt sustainability strategies and seek additional financing. In this, financial support will be provided on the basis of a selection process under a competitive Call for Proposals launched by the Sustainable Urban Tourism Acceleration Programme. In this action, TOURBAN will engage around 70 SMEs from 7 different countries (NL, ES, DK, HR, DE, HU and EE) in a 12-month programme.
