In this research we examine the relationship between IT capability and digital transformation as well as the influence of digital leadership. A theoretical framework was developed to explain the effect of digital leadership. Subsequently this was tested using a survey of 127 respondents from firms across Western Europe. Consistent with our proposed model, this study finds that both IT capability and e-leadership positively influence digital transformation. However, there is mediating effect of e-leadership on the relation between IT capabilities and digital transformation.

Although governments are investing heavily in big data analytics, reports show mixed results in terms of performance. Whilst big data analytics capability provided a valuable lens in business and seems useful for the public sector, there is little knowledge of its relationship with governmental performance. This study aims to explain how big data analytics capability led to governmental performance. Using a survey research methodology, an integrated conceptual model is proposed highlighting a comprehensive set of big data analytics resources influencing governmental performance. The conceptual model was developed based on prior literature. Using a PLS-SEM approach, the results strongly support the posited hypotheses. Big data analytics capability has a strong impact on governmental efficiency, effectiveness, and fairness. The findings of this paper confirmed the imperative role of big data analytics capability in governmental performance in the public sector, which earlier studies found in the private sector. This study also validated measures of governmental performance.

Aligning business and IT strategy is a prominent area of concern. Organizations that successfully align their business strategy and their IT strategy, outperform their non-aligned peers (Chan et al., 1997). This chapter explores the relationship between business strategy, IT strategy and alignment capability. We found that each business strategy can be supported by all IT strategies, but that certain combinations provide a better fit than others. Regarding business strategy and alignment capability we found no conclusive relationship. Regarding the relationship between IT strategy and alignment capability however a clear relationship appeared. We explored this relationship further in a dual case study of two organizations having distinctly different IT strategies. One organization sees IT as an enabler for the business processes with mainly an internal impact, whereas the other organization IT sees as a driver for business innovation that can create competitive advantage in the market place. Based upon an assessment of their alignment capabilities we found that the company with the innovative IT strategy scored a distinctly higher alignment capability than the company with the essential IT strategy. Although this conclusion may not be surprising, it provides further evidence for the statement that a more progressive IT strategy pairs with a better alignment of business and IT.

The complexity of Information Technology (IT) is increasing; so are customer expectations. Consequently it is not easy for especially small and medium enterprises (SMEs) to keep track of all IT-developments, let alone leverage them in business operations with the aim to satisfy increasingly demanding customers. This also holds for the health care sector. This research is focussed on first line health care, and deals with the following research question; ‘which IT capabilities do SMEs within the first line health care sector need to have at their disposal in order to reach Business/IT-Alignment (BITA) maturity?’ Using the best practices ITIL, ASL and BiSL (cf. Bon, et al. 2007), IT capabilities are formulated. Based on the theory of Luftman (2000) business/IT-alignment and maturity is measured. Quantitative research of 123 first line health care SMEs in the Netherlands, confirms a moderate to strong correlation between the IT capability constructs ‘Organisation’, ‘Processes’, ‘Knowledge’ and ‘People’ on the one hand, and BITA maturity on the other. The results indicate that SMEs within the first line health care sector should invest in IT capabilities related to the enterprise's ‘Organisation’ and ‘Processes’ to strive for increased business and IT maturity.

Implementation of the United Nations Convention on the rights of persons with disabilities (UN CRPD) requires countries to harmonise their legislative frameworks with it. This paper investigates the national legislative frameworks of four Asian countries to see the extent to which they provide support services in accordance with Article 19 of the UN CRPD. The UN CRPD requires persons with disabilities to have access to and choice and control over support services. To analyse the policy alignment with the UN CRPD, an analytical framework based on the Capability Approach (CA) was developed. The results show that most countries address support services, including assistive devices, only from the perspective of a social security measure for persons with disabilities living in poverty, failing to uphold the rights of those not meeting those eligibility criteria. However, while support services are inseparably linked to social security, they also are a right for persons with disabilities. Therefore, a paradigm shift is required in the approach of support services and the distributive systems of countries, from one that addresses persons with disabilities as those requiring care considered a burden, to one that considers them rights holders with equal opportunities, for which, support services are a pre-requisite.

Despite the promises of learning analytics and the existence of several learning analytics implementation frameworks, the large-scale adoption of learning analytics within higher educational institutions remains low. Extant frameworks either focus on a specific element of learning analytics implementation, for example, policy or privacy, or lack operationalization of the organizational capabilities necessary for successful deployment. Therefore, this literature review addresses the research question “What capabilities for the successful adoption of learning analytics can be identified in existing literature on big data analytics, business analytics, and learning analytics?” Our research is grounded in resource-based view theory and we extend the scope beyond the field of learning analytics and include capability frameworks for the more mature research fields of big data analytics and business analytics. This paper’s contribution is twofold: 1) it provides a literature review on known capabilities for big data analytics, business analytics, and learning analytics and 2) it introduces a capability model to support the implementation and uptake of learning analytics. During our study, we identified and analyzed 15 key studies. By synthesizing the results, we found 34 organizational capabilities important to the adoption of analytical activities within an institution and provide 461 ways to operationalize these capabilities. Five categories of capabilities can be distinguished – Data, Management, People, Technology, and Privacy & Ethics. Capabilities presently absent from existing learning analytics frameworks concern sourcing and integration, market, knowledge, training, automation, and connectivity. Based on the results of the review, we present the Learning Analytics Capability Model: a model that provides senior management and policymakers with concrete operationalizations to build the necessary capabilities for successful learning analytics adoption.

Aligning IT and business needs is still one of the most important concerns for senior management. The message of Business and IT Alignment (BIA) is logical and undisputed, but implementation is apparently difficult. Luftman and Kempaiah [11] conclude that business and IT alignment needs a tool that can provide an assessment of an organization’s level of alignment and a roadmap on how to improve alignment. A broadly used framework for assessing business and IT alignment maturity is Luftman’s Strategic Alignment Maturity (SAM) model [10]. The paper presents a survey study into the perceived contribution of the different variables and sub-variables of the SAM model. A public sector that adequately makes use of information technology can provide improved government services that not only stimulates business development it also intensifies citizen participation and economic growth. However, the effectiveness of IT and its governance at both national as well as on municipality level leaves much to be desired. It is often stated that this is due to a lack of digital skills needed to manage the IT function and alignment with business. Therefore, the aim of this study is to determine the effect that digital leadership competences and IT capabilities have on digital transformation readiness within Dutch municipalities. Based on an analyses of survey data from 178 respondents we recommend municipalities to implement a range of activities that all are related to realize the ability to constantly apply strategic thinking and organizational leadership to exploit the capability of Information Technology to improve the business.
