Digitalization has profoundly permeated our lives. In Europe; The Netherlands, together with Finland, Sweden, and Denmark, are digitisation leaders. This intense use of technology asks for specialized IT professionals to manage it. Focusing on The Netherlands, there is a scarcity of IT professionals on the labour market. In order to gain more insight into the diverse perspectives employers have on the challenges and solutions around recruitment and retention of IT professionals, an exploratory-explanatory qualitative research design was operationalised and 36 semi-structured in-depth interviews were conducted with one or more representatives of SMEs and larger organisations. The outcomes showed that both, SMEs and large companies have vacancies and an increasing demand for support with digitisation and that the market demand mainly requires senior staff which are difficult to recruit and retain. Large companies mainly focus on IT knowledge while SMEs focus on ‘cultural fitness'. Both types of organisations practise “aggressive” forms of recruitment and they would prefer and focus on “more organic” forms of recruitment. The in-house recruitment is present mostly in large organisations and training and knowledge development is an important tool for recruiting and retaining staff in organisations. The recruitment focuses on more income, influence and involvement, by improving the primary and secondary employment conditions where well-being and maintaining a healthy work-life balance are of utmost importance.

This study contributes to the employability skills debate by investigating how students’ self-perceived 21st century skills relate to the self-perceived fit between their higher education curriculum and their future labor market for a sustainable entry to this labor market. Survey data from 4670 fourth-year students over a period of four years were analyzed. Furthermore, out of this group, 83 students were monitored longitudinally over their full educational student careers. Results showed a positive relationship between students’ self-perceived 21st century skills and their self-perceived “education-future labor market fit”. Among more recent cohorts, a significant improvement in their self-perceived 21st century skills was found. Overall, this study indicated that in order to deliver “employable” graduates, students need to be thoroughly trained in 21st century skills, and their development should be retained and expanded. This is one of the few studies that uses a vast amount of both cross-sectional and longitudinal data on skills and labor market perspectives among new graduates.

In 2013 the Centre of Applied Labour Market Research (Kenniscentrum Arbeid, KCA) has developed a method for data collection to get an insight in employer’s future demand for staff. The method is developed to contribute to solve an action problem in the Eemsdelta region. Despite indications of a threat of shortage of technicians in that region, none of the regional actors undertakes action. They miss detailed information about the employers’ future demand for staff. To be able to take tailor-made measures, the actors must have a proper idea of the labour market problems which can be traced back to company level. For each job opening must be clear to which profession it is related and to which educational specialism and educational level. These information appears to be not available. For employers it is, understandable, difficult to estimate their future demand for staff, because a lot of uncertain factors influence that need. Especially SME’s who often don’t have a HR-officer are missing the knowledge and time or money to invest in making a future picture of their need for staff. And data from existing labour market information sources can’t be translated well at regional or local level, never mind at company level. Without detailed information about the future employer’s demand for staff, possible problems stay latent. There is no sense of urgency for the employers to take action and the regional policy makers are missing information to develop specific educational and labour market policy. To get the needed detailed information, it has to be obtained from the employers themselves, at company level. During a research pilot in 2013 KCA has designed a method for data collection and practiced it with nine companies in the Eemsdelta region. The results indicate that the method works. In a relatively labour-extensive way the needed information can be obtained. At company level it gives the employer insight in his actual and future staff requirements and makes him aware of possible problems. As regards to the policy makers, the pilot was too small for a complete regional picture, but it demonstrates that the anonymised data of the individual companies can be merged to one umbrella data-file. From that file analyses can be made to find trends and possible problems at the labour market, both at regional and sectoral level and to obtain input for developing effective policy. The successful results of the pilot offers good reasons for a follow-up study with much more companies and to develop the method into a complete labour market monitor, by broadening the method with data about the labour supply and data of new employers.

"Despite many efforts, people with a refugee background still have great difficulties to find a job on the Dutch labour market. This has adverse consequences for the economic independence of people with a refugee background, their social connections, personal development, health and general well-being, but also for employers as well as society in general. There are many sectors in the Dutch labour market with large, structural labor shortages, while at the same time much talent remains untapped. Meanwhile, more and more social enterprises in the Netherlands are stepping into this void, with the explicit goal to facilitate access to the labour market for people with a vulnerable position, including people with a refugee background. Consequently, these so-called work integration social enterprises (WISEs) are — by far — the dominant type of social enterprises in the Netherlands. Although the diversity between WISEs in terms of economic sectors, specific target groups and business models is large, the way in which they organize their key activities can serve as an example for regular employers, who still tend to think in problems rather than opportunities when it comes to employing people with a refugee background. At the same time, the impact of these social enterprises still remains relatively limited in comparison to the scale of the societal challenge. The aim of this study therefore is twofold: 1) to obtain a better understanding of the role of WISEs with regard to the sustainable labor participation of refugees, and 2) to assess the ways in which WISEs can scale their societal impact with respect to labour participation of refugees. These conference proceedings focus in particular on (new) forms of collaboration between WISEs and regular employers that aim to become more inclusive employers."

This paper addresses one important mechanism through which the EU tries to improve the operation of its labour markets: the opening up of national borders for free worker movement within the EU. Free worker movement is a fundamental EU right; but EU enlargement begged the question of how and when to allow complete free movement to workers from those new Member States. The EU agreed upon a transitional period of up to 7 years after accession of eight new Middle and Eastern European States (EU-8) on May 1st, 2004. Duringthis transitional period Member States may apply certain restrictions on the free movement of workers from, to and between these new Member States. By 2012, all such restrictions will have been abolished. A similar procedure applies regarding the accession of two additional new Member States on January 1st, 2007. Only three of the fifteen incumbent EU Member States at the time (EU-15) chose to immediately allow free movement from workers from the EU-8. The other twelve maintained their work permit systems, albeit with some modifications. Since, some (e.g. Germany) have already decided to keep such barriers in place until 2012. The Netherlands has kept a work permit system in place up to May 1st, 2007. At that time it abolished that system and effectively extended free worker movement to include workers from the EU-8. This makes the Dutch case, at this point in time, an interesting case for which to analyse the process and effects of increased free labour movement into a national labourmarket. This paper discusses the evolution of (temporary) work migration from EU-8 countries into the Netherlands. It first addresses the flexicurity nature of EU policies towards labour market integration and towards the inclusion of new EU countries in that process. It subsequentely reviews the three socio-legal regimes that can currently apply to work performed for Dutch firms Netherlands by workers from the EU-8 (which, now, is that same as that applies for workers from the EU-15): wage employment; employment through temporary employment agencies; and self-employment. It then discusses the development of the volume of work performed by citizens from the EU-8 in the Netherlands, and socio-economic effects for both the migrant workers and Dutch society and economy. It concludes with a discussion of challenges (or the lack thereof) that this increased free movement of foreign labour caused and causes for Dutch institutions.

This article presents a social analysis and a spatial outline of this quarter. On the basis of two cross-sections it is possible to study the social and spatial effects of industrialisation on this neighbourhood. Petrus Regout founded glassworks and a pottery there in the 1830’s. The demographic pressure increased, the population rejuvenated, became more homogeneous (in occupations), was reduced to poverty (at least in housing) and was immobilized. The preindustrial labour market changes into an industrial one. The perspectives of employment at the Sphinx led to a crowding of people in increasingly miserable housing conditions. Further research into life-courses in context is needed to get answers to questions concerning generational (dis)continuity in culture of poverty

The free market underpins our economy and our way of thinking around enterprise and value, but it is also a major factor in the sustainability problems that we now live with. Climate change, child labour and oil spills are just a few of the many problems associated with our economic activity and, although many companies have made an effort to produce more sustainably, the pace of change is much too slow. This engaging and accessible textbook teaches students the relationship between the economy and sustainability, assessing the hand of the free market on company behaviour and, ultimately, providing a framework for transition to a sustainable economy. Using case studies and optional assessment questions, this textbook explains to students what a market is at the macro level and then translates the effects of the market to industries and subsequently to the strategic choices of companies at the micro level. It adopts a model of 8 guiding principlesthat underpin the current free market economy and 8 guiding principles for the sustainable market economy. Switching these deeply held principles will be essential to any serious transition to a sustainable economy.

This paper analyses co-creation in urban living labs through a multi-level network perspective on system innovation. We draw on the case House of Skills, a large, multi-stakeholder living lab aimed at developing a ‘skills-based’ approach towards labour market innovation within the Amsterdam Metropolitan Region. Ouranalysis helps understand stakeholder dynamics towards system innovation, drawing on an innovative living lab example and taking into consideration the multi-layered structures that comprise the collaboration. Our conceptual framework provides an important theoretical contribution to innovation studies and offers a practical repertoire that can help practitioners improve co-creation of shared value in living labs, towards orchestrating flexible structures that strengthen the impact of their initiatives.

Often, simplified cultural explanations of a nation‟s economy are common sense and taken for granted. Amidst the debate about the propensity of European countries to compete with other prosperous knowledge economies, some consultants in The Netherlands postulate that the Dutch will never be able to match the requirements of the new economy because of their „polder-model‟, a term used for the Dutch model of gaining consensus in which employers, syndicates and the government meet with each other to make agreements about labour. This postulation was made against the general opinion of some years ago, when this same polder-model was perceived as the main cause of the economic success of the Dutch in the 1990s: “Consensus lies at the heart of the Dutch success where unemployment has been cut to half (2% in 2000) of what it was in 1997. The government, with support of employers and unions, has cut public spending as a share of GDP from 60 to 50%. It is the combination of a quiet and flexible labour market with a solid monetary and fiscal policy and introducing more dynamic markets which is the core of the polder model.”
