Why are some regions and cities so good at attracting talented people, creating high-level knowledge, and producing exciting new ideas and innovations? What are the ingredients of success? Can innovative cities be created and stimulated, or do they just flourish by mere chance? This book analyses the development and management of innovation systems in cities, in order to provide a better understanding of what makes such systems perform. The book opens by developing a conceptual model that combines insights from urban economics with economic geography, urban governance and place marketing. This highlights the relevance of path dependence, different types of proximity (and the role of clusters, networks and platforms), institutional conditions, place attractiveness and place identity in the evolution of local innovation systems. The authors then draw on this conceptual framework to structure empirical case studies in three cities with a relatively high innovation performance: Eindhoven (the Netherlands), Stockholm (Sweden) and Suzhou (China). Through these case studies they provide a detailed analysis of how successful innovation systems evolve and what makes them tick.

Introduction: There are good reasons to study urban innovation from a systemic perspective. A key finding in innovation research is that organizations rarely innovate in isolation, but in interaction with clients, competitors, suppliers, and other organizations. A system perspective is useful in understanding and analyzing these interactions. Cities and urban regions are increasingly recognized as key milieus in which these interactions occur. The urban innovation system approach conceptualizes the city or urban region as a context in which innovations emerge from complex interactions between urban actors—firms, citizens, governments, knowledge institutes— in a particular institutional setting. The systemic view of innovation departs from traditional linear models that depict innovation as a staged process that starts with (basic) scientific research and ends with commercialization by companies. Innovation processes are much more complex and diverse, influenced by multiple actors that interact in networks with feedback loops, and involving many types of knowledge beyond scientific knowledge. Urban innovation systems are nested in innovation systems on other spatial levels—regional, national, international. Studies on urban innovation systems seek to explain how innovations emerge in an urban context, why urban regions differ in their innovative performance, and also address questions on the governance and management of such systems. Studies in this field draw from a variety of disciplines including economic geography, urban and regional economics, political sciences, innovation studies, social sciences, and urban planning.

For their technological sustainability innovations to become successful, entrepreneurs can strategically shape the technological field in which they are involved. The technological innovation systems (TISs) literature has generated valuable insights into the processes which need to be stimulated for the successful development and implementation of innovative sustainability technologies. To explore the applicability of the TIS framework from the perspective of entrepreneurs, we conducted a case study in the Dutch smart grids sector. We found that the TIS framework generally matches the perspectives of entrepreneurs. For its use by entrepreneurs, we suggest a slight adaptation of this framework. The process ‘Market formation’ needs to be divided into processes that are driven by the government and processes that are driven by entrepreneurs. There should be a greater emphasis on collaborative marketing, on changing user behaviour and preferences and on the development of fair and feasible business models.

Global society is confronted with various challenges: climate change should be mitigated, and society should adapt to the impacts of climate change, resources will become scarcer and hence resources should be used more efficiently and recovered after use, the growing world population and its growing wealth create unprecedented emissions of pollutants, threatening public health, wildlife and biodiversity. This paper provides an overview of the challenges and risks for sewage systems, next to some opportunities and chances that these developments pose. Some of the challenges are emerging from climate change and resource scarcity, others come from the challenges emerging from stricter regulation of emissions. It also presents risks and threats from within the system, next to external influences which may affect the surroundings of the sewage systems. The title of this dissertation is Armchair travelling the innovation journey. ‘Armchair travelling’ is an expression for travelling to another place, in the comfort of one’s own place. ‘The innovation journey’ is the metaphor Van de Ven and colleagues (1999) have used for travelling the uncharted river of innovation, the highly unpredictable and uncontrollable process of innovation. This research study began with a brief remark from an innovation project leader who sighed after a long and rough journey: ‘had I known this ahead of time…’. From wondering ‘what could he have known ahead of time?’ the immediate question arose: how do such innovation journeys develop? How do other innovation project leaders lead the innovation journey? And could I find examples of studies about these experiences from an innovation project leader’s perspective that could have helped the sighing innovation project leader to have known at least some of the challenges ahead of time? This dissertation is the result of that quest, as we do know relatively little how this process of the innovation project leader unfolds over time. The aim of this study is to increase our understanding of how innovation project leaders lead their innovation journeys over time, and to capture those experiences that could be a source for others to learn from and to be better prepared. This research project takes a process approach. Such an approach is different from a variance study. Process thinking takes into account how and why things – people, organizations, strategies, environments – change, act and evolve over time, expressed by Andrew Pettigrew (1992, p.10) as catching “reality in flight”.

While the concept of Responsible Innovation is increasingly common among researchers and policy makers, it is still unknown what it means in a business context. This study aims to identify which aspects of Responsible Innovation are conceptually similar and dissimilar from social- and sustainable innovation. Our conceptual analysis is based on literature reviews of responsible-, social-, and sustainable innovation. The insights obtained are used for conceptualising Responsible Innovation in a business context. The main conclusion is that Responsible Innovation differs from social- and sustainable innovation as it: (1) also considers possible detrimental implications of innovation, (2) includes a mechanism for responding to uncertainties associated with innovation and (3) achieves a democratic governance of the innovation. However, achieving the latter will not be realistic in a business context. The results of this study are relevant for researchers, managers and policy makers who are interested in responsible innovation in the business context.

Innovations are required in urban infrastructures due to the pressing needs for mitigating climate change and prevent resource depletion. In order to address the slow pace of innovation in urban systems, this paper analyses factors involved in attempts to introduce novel sanitary systems. Today new requirements are important: sanitary systems should have an optimal energy/climate performance, with recovery of resources, and with fewer emissions. Anaerobic digestion has been suggested as an alternative to current aerobic waste water treatment processes. This paper presents an overview of attempts to introduce novel anaerobic sanitation systems for domestic sanitation. The paper identifies main factors that contributed to a premature termination of such attempts. Especially smaller scale anaerobic sanitation systems will probably not be able to compete economically with traditional sewage treatment. However, anaerobic treatment has various advantages for mitigating climate change, removing persistent chemicals, and for the transition to a circular economy. While literature and practice acknowledge the potential of service innovation as well as digitally enabled innovation processes, the diverse innovation process literature lacks a process model which combines these two aspects. This systematic literature review aims at filling this gap by analysing innovation process theories and approaches with a specific focus on service and digital innovation. 25 conceptualisations of innovation processes were distilled and analysed in detail to present a ‘digital innovation process for services’ model which includes steps on three levels. Consequently, this literature review expands the current state-of-research and acts as the groundwork for further innovation research projects.
