The implementation of software products is a time-consuming activity and requires specific expertise to be completed successfully. This is especially the case in research fields where there is no or little tool support available, such as Business Rules Management (BRM) and Business Rules Management Solutions (BRMS). Tool support is essential to successfully guide the organizational implementation of a BRMS. Motivated by the diversity of organizational structures and their BRMS implementation contexts, we design a situational-aware framework for the organizational implementation of BRMS. The framework is based on the theory of situational artefact construction. Using situational artefact construction, we study 13 BRMS implementation cases distributed over the financial and public sectors in the Netherlands. Based on the results of the cases analysed we present a framework with three main artefacts that are a stepping-stone towards further research on situational implementation methodology in the BRM field. In recent years, the number of publications on innovation in the construction industry has increased. Many of these documents address qualitative issues, e.g. policies for innovation and present case studies. A more quantitative approach is taken in this paper, which is the continuation of a previous study. It focuses on main types and sources of innovation in the construction industry, and includes an analysis of 55 years of publications in two leading Dutch professional journals. The results show a recent increase in innovation, with two-thirds of innovations coming out of supplying industries. Construction companies contribute mainly in process innovations. Innovation in construction remains to be technology- rather than market-driven. Regulations have a surprising impact, as over one-third of all counted new innovations are related to new regulations.

From the article: Abstract. This exploratory and conceptual article sets out to research what arguments and possibilities for experimentation in construction exists and if experimentation can contribute towards more innovative construction as a whole. Traditional, -western- construction is very conservative and regional, often following a traditional and linear design process, which focuses on front-loaded cost savings and repetitive efficiency, rather than securing market position through innovation. Thus becoming a hindrance for the development of the sector as a whole. Exploring the effects of using the, in other design-sectors commonly and successfully practiced, “four-phased iterative method” in architectural construction could be the start of transforming the conservative construction industry towards a more innovative construction industry. The goal of this research is to find whether the proposed strategy would indeed result in a higher learning curve and more innovation during the - architectural- process. Preliminary research indicates that there is argumentation for a more experimental approach to construction.

Abstract: Last few years the hindrance, accidents, pollution and other negative side effects of construction projects and namely construction transport have become an issue particularly in urban areas across Europe such as in London, and in the Netherlands as well, including the cities of Utrecht, Rotterdam and Amsterdam. Municipalities have issued new legislation and stricter conditions for vehicles to be able to access cities and city centres in particular and accessibility of older and polluting vehicles. Considerate clients, public as well private, have started developing tender policies to encourage contractors to reduce the environmental impact of construction projects. Contractors and third party logistics providers have started applying consolidation centres. These developments have shown considerable reductions of number of vehicles needed to deliver goods and to transport workers to site. In addition these developments have led to increased transport efficiency, labour productivity and cost reductions on site as well as down the supply chain. Besides these developments have led to increased innovations in the field of logistics planning software, use of ICT , and handling hardware and equipment. This paper gives an overview of current developments and applications in the field of construction logistics in the Netherlands, and in a few project cases in particular. Those cases are underway as part of an ongoing applied research project and studied by using an ethnographic participative action research approach. The case findings and project results show initial advantages how the projects, the firms involved and the environment can profit from the advancement of logistics management leading to reduced environmental impact and increased efficiencies of construction transport.

Operational procurement during project execution is no exception. In this paper we construct a maturity model, based on earlier work, consisting of six dimensions (goal, control, process, organization, information, technology) and five maturity stages (transactional-oriented, commercial-oriented, coordination, internal-optimized, external-optimized). The model can be used to determine the level of procurement maturity for each of the dimensions, and for the determination of a strategy for growth in the construction industry. With input from a major construction firm in the Netherlands, through simulating tooling, the model is evaluated for its contribution to growth in operational excellence. Background Clients facing decision-making for long-term care are in need of support and accessible information. Construction of preferences, including context and calculations, for clients in long-term care is challenging because of the variability in supply and demand. This study considers clients in four different sectors of long-term care: the nursing and care of the elderly, mental health care, care of people with disabilities, and social care. The aim is to understand the construction of preferences in real-life situations. Method Client choices were investigated by qualitative descriptive research. Data were collected from 16 in-depth interviews and 79 client records. Interviews were conducted with clients and relatives or informal caregivers from different care sectors. The original client records were explored, containing texts, letters, and comments of clients and caregivers. All data were analyzed using thematic analysis. Results Four cases showed how preferences were constructed during the decision-making process. Clients discussed a wide range of challenging aspects that have an impact on the construction of preferences, e.g. previous experiences, current treatment or family situation. This study describes two main characteristics of the construction of preferences: context and calculation. Conclusion Clients face diverse challenges during the decision-making process on long-term care and their construction of preferences is variable. A well-designed tool to support the elicitation of preferences seems beneficial.

In recent years, a step change has been seen in the rate of adoption of Industry 4.0 technologies by manufacturers and industrial organizations alike. This article discusses the current state of the art in the adoption of Industry 4.0 technologies within the construction industry. Increasing complexity in onsite construction projects coupled with the need for higher productivity is leading to increased interest in the potential use of Industry 4.0 technologies. This article discusses the relevance of the following key Industry 4.0 technologies to construction: data analytics and artificial intelligence, robotics and automation, building information management, sensors and wearables, digital twin, and industrial connectivity. Industrial connectivity is a key aspect as it ensures that all Industry 4.0 technologies are interconnected allowing the full benefits to be realized. This article also presents a research agenda for the adoption of Industry 4.0 technologies within the construction sector, a three-phase use of intelligent assets from the point of manufacture up to after build, and a four-staged R&D process for the implementation of smart wearables in a digital enhanced construction site.

Construction and Demolition Waste (CDW) is the main driver of resource consumption and waste generation in Europe. Although most European countries achieved 70% recovery rate of CDW, the majority is used for backfilling. Therefore, opportunities for Circular Economy (CE) practices in CDW management are underexploited. This research identifies the innovative practices, barriers, and enablers for developing tailored-made designs of Urban Resource Centre (URC) for managing CDWs in four European cities namely Riga, Tartu, Kavala, and Barcelona. Qualitative methods using multiple case studies were used to draw generalizations from cases. Data was collected from reports and interviews with different stakeholders, and a validation workshop for designing URC of each city. Current innovative practices include recycling and upcycling of CDWs; use of green points, exchange platforms, and waste management apps; repair cafés; selective demolition; and (pilot) initiatives on resource centers that function as material exchange point, recycling center, workstation for repair and creative ideas, and prototyping hub, among others. The identified barriers and enablers can be categorized as governmental, market, and individual factors. First, local governments (municipalities) play a key role for facilitating CDW management via both support such as provision of subsidies, green procurement, and mandatory waste sorting, and through strict regulatory requirements. Second, URCs must be locally rooted with inclusion of citizens, grass roots initiatives, and schools/universities to increase community acceptance, awareness, and education on CDW management. Third, partnerships with local stakeholders, such as repair cafes, waste management companies, and local NGOs, is needed to operate the URCs both in short- and long-terms. And fourth, the creation of niche markets such as linking localism (e.g. locally crafted CE stores) and supplying to businesses in need of CDWs, can support the operation of URCs. The identified barriers and enablers can help further improve the design of URCs for each city.
