Municipalities play an important role in tackling city logistics related matters, having many instruments at hand. However, it is not self-evident that all municipalities use these instruments to their full potential. A method to measure city logistics performance of municipalities can help in creating awareness and guidance, to ultimately lead to a more sustainable environment for inhabitants and businesses. Subsequently, this research is focused on a maturity model as a tool to assess the maturity level of a municipality for its performance related city logistics process management. Various criteria for measuring city logistics performance are studied and based on that the model is populated through three focus fields (Technical, Social and Corporate, and Policy), branching out into six areas of development: Information and communication technology, urban logistics planning, Stakeholder communication, Public Private Partnerships, Subsidisation and incentivisation, and Regulations. The CL3M model was tested for three municipalities, namely, municipality of Utrecht, Den Bosch and Groningen. Through these maturity assessments it became evident the model required specificity complementary to the existing assessment interview, and thus a SWOT analysis should be added as a conclusion during the maturity assessment.

With the approach of the zero emission zone implementation in 30-40 cities mandated by the Dutch Klimaatakkord, comes the need to determine whether the SMEs located within these zones are aware of the coming changes and if they are, how far they have come in their preparation. This paper delves into the development of the zero emission city logistics maturity model tool which is used to indicate the progress of these small to medium enterprises in light of reaching fully zero emission city logistics operations. The paper starts off with a review of existing maturity models which forms the baseline for the zero emission city logistics maturity model in rubric form. A QuickScan analysis is developed in order to facilitate data collection by students who then approach businesses and use the QuickScan results to benchmark the businesses progress against other businesses. This paper then concludes with the preliminary results from the initial QuickScans performed by HBO level students.

During recent years the world has seen rapid changes such as globalization, the Internet, and the rise of new economies. To survive these changes organizations need to be in control of their processes, and be able to continuously improve the process performance. Therefore many organizations are increasingly adopting Business Process Management (BPM). However, it is not clear if the implementation of BPM(S) is really adding value to an organization. Consequently, in this paper, we try to answer the following research question: 'Does adoption of Business Process Management lead to a higher process performance?' Based on quantitative research we show that there is dependence between the performance of processes within an organization and the BPM maturity of that organization. As a result we conclude that improvement in process performance can be attained by increasing the BPM maturity of an organization.

Abstract - This study investigates the Business Process Management (BPM) maturity and process performance of the Dutch Department of Defence (DDoD). Like any other organisation, defence departments use BPM to manage their daily business processes. Despite using BPM, the organisation has never undertaken the initiative to analyse its BPM Maturity level and process performance. This paper presents the first results of such a study and compares this to similar military organisations, non-profit organisations and other organisations in the private sector. The DDoD BPM Maturity index score of 2.66 is similar to that of peer organisations. The study provides some suggestions for research and practical implications for organisation.

PurposeThe aim of this study is to provide insights into how the purchasing function can increase the maturity of smart maintenance management (SMM) in construction clients by (1) assessing current SMM maturity and (2) developing an adapted service triad for purchasing's meaningful involvement in SMM.Design/methodology/approachA multiple case research design was used, and data were collected from four higher education institutes in the Netherlands through an assessment of their current SMM maturity. Coding and a cross-case analysis were used to qualitatively analyze the data to identify roles and value chain integration factors as intermediate steps in adapting the service triad to a service hexad.FindingsWithin construction client organizations, collaboration between maintenance management, project management and ICT services requires improvement. The proposed service hexad redefines the client's SMM roles with the aim of improving collaboration. The authors discuss how this enables a transition to higher levels of SMM maturity.Research limitations/implicationsThe findings were derived from a particular class of construction clients: higher education institutes that operate owner-occupied properties. Although the service hexad could be adapted, to owner-occupied multi-user properties, further research is necessary to assess its relevance for investor-owned properties.Practical implicationsImplementing the service hexad provides construction clients with a stronger position in supply networks. It clarifies the briefing process in construction management and emphasizes the data supply responsibilities of construction management professionals.Originality/valueThe study draws on the service triads and meaningful involvement concepts from the purchasing literature and applies them to SMM.

Operational procurement during project execution is no exception. In this paper we construct a maturity model, based on earlier work, consisting of six dimensions (goal, control, process, organization, information, technology) and five maturity stages (transactional-oriented, commercial-oriented, coordination, internal-optimized, external-optimized). The model can be used to determine the level of procurement maturity for each of the dimensions, and for the determination of a strategy for growth in the construction industry. When organizations start to digitize, this often means that processes will be changed. The management paradigm that is centered on the continues review and improvement of organizational processes is Business Process Management (BPM). To digitize processes, an organization should have the right competences to deal with both technological and process changes. However, currently, it is not known which competences are needed by leaders to guide an organization with digital process transformation initiatives. Hence, this paper consists of an explorative study based on interviews with five experts to find out if and how the competences related to digital leadership can guide such initiatives. The experts are employees within five different organizations. The interviews showed some interesting results. First of all, several competences of digital leadership were mentioned by various experts. Many of these competences corresponded with each other. In the interviews, the following competences of digital leadership were mentioned most often: Collaboration, Self-direction, Lifelong learning, and Flexibility. Secondly, there are many approaches to gain insight into processes within organizations. The use of models is necessary to create added value, to help coordinate information provision between the processes and the people who work for the organization. One such approach is the use of Business Process Management Maturity models, which provide insight into the process maturity level of an organization. According to the respondents, there is a relationship between BPM maturity and digital leadership.

While smart maintenance is gaining popularity in professional engineering and construction management practice, little is known about the dimensions of its maturity. It is assumed that the complex networked environment of maintenance and the rise of data-driven methodologies require a different perspective on maintenance. This paper identifies maturity dimensions for smart maintenance of constructed assets that can be measured. A research design based on two opposite cases is used and data from multiple sources is collected in four embedded case studies in corporate facility management organizations. Through coding data in several cross-case analyses, a maturity framework is designed that is validated through expert consultation. The proposed smart maintenance maturity framework includes technological dimensions (e.g., tracking and tracing) as well as behavioral dimensions (e.g., culture). It presents a new and encompassing theoretical perspective on client leadership in digital construction, integrating innovation in both construction and maintenance supply networks.
