Digital surveillance technologies using artificial intelligence (AI) tools such as computer vision and facial recognition are becoming cheaper and easier to integrate into governance practices worldwide. Morocco serves as an example of how such technologies are becoming key tools of governance in authoritarian contexts. Based on qualitative fieldwork including semi-structured interviews, observation, and extensive desk reviews, this chapter focusses on the role played by AI-enhanced technology in urban surveillance and the control of migration between the Moroccan–Spanish borders. Two cross-cutting issues emerge: first, while international donors provide funding for urban and border surveillance projects, their role in enforcing transparency mechanisms in their implementation remains limited; second, Morocco’s existing legal framework hinders any kind of public oversight. Video surveillance is treated as the sole prerogative of the security apparatus, and so far public actors have avoided to engage directly with the topic. The lack of institutional oversight and public debate on the matter raise serious concerns on the extent to which the deployment of such technologies affects citizens’ rights. AI-enhanced surveillance is thus an intrinsically transnational challenge in which private interests of economic gain and public interests of national security collide with citizens’ human rights across the Global North/Global South divide.

In Western Europe, cities that host International Organizations (IOs) have to deal with more and more competition. The last decade many IOs settled in Eastern European and Asian countries. Distributing IOs over several cities in Europe for reasons of political balance and give-and-take among governments play a role in these decisions. However, public policy networks are more and more operational in these negotiations. Apart from the political and administrative actors, others – as private actors and external lobbyists – play a role as well. This often leads to increased complexity and ineffective decisions. This paper examines four cases in which political gameplay influenced the location decision-making of IOs in The Hague and Geneva. First, I will introduce the subject, research method and the four cases. Second, I will discuss how public policy networks are increasingly complicating factors to the settling processes of IOs. Third, a reconstruction of the settlement processes of four IOs will illustrate this.

In veel Afrikaanse landen zien we een inperking van de maatschappelijke ruimte (‘civic space’). Deze ruimte is cruciaal om in democratische staten transparantie, vrijheid van meningsuiting en verantwoording van bestuur te realiseren. In een steeds sterke digitaliserende maatschappij wordt toegang tot digitale middelen een mensenrecht. Daar waar regeringen proberen hun burgers en organisaties dat recht tot digitale informatievoorziening en –uitwisselingen te ontnemen komen de Sustainable Development Goals in het gedrang. Doel African Digital Rights Network (ADRN) wil inzicht verkrijgen in de stakeholders ne technologieën die betrokken zijn net het openen of onderdrukken van de online maatschappelijke ruimte (‘civic space’). Het netwerk beoogt bij te dragen aam empowerment van burgers om hun digitale mensenrechten uit te oefenen. Resultaten ADRN heeft een vergelijkende studie van 10 Afrikaanse landen uitgevoerd naar het gebruik van digitale technologieën voor het openen of onderdrukken van de online maatschappelijke ruimte (‘civic space’). Client: Blue Plan regional activity centre (UNEP/MAP), subcontracted through TEC Conseille, Marseille As part of a regional workshop organized by the Blue Plan in July 2008, one of the conclusions of the Group "Tourism and Climate Change” was the need for saving energy in tourism transportation and particularly of air transport, as air transport is responsible for the largest share of greenhouse gas emissions caused by tourism. In the period 1998-2005, the share of international arrivals by air in the Mediterranean area rose from 23% to 40%, respectively, or in numbers, from 47 to 122 million tourists. Some countries, particularly islands, almost entirely depend on air transport for their international tourism. For example in 2005 air transport is used by 87%, 78%, 73%, 64% and 51% of international tourists arriving in, respectively, Israel, Egypt, Spain, Tunisia and Morocco. According to Plan Bleu forecasts on international arrivals, assuming that the share of air transport remains the same, the number of tourists travelling by plane will reach over 158 million by 2025. Given the role of aviation in the emissions of greenhouse gases (GHG), such a development is clearly not sustainable in the light of the necessary reduction of emissions to avoid dangerous climate change. The overall aim of the study is to inform policy makers and entrepreneurs in both destination and in origin countries, on possible options to reduce emissions of greenhouse gases from air travel, while at the same time not impairing the economic development of tourism. To do this, CSTT has developed a tourism scenario model for all countries with Mediterranean coasts describing inbound and outbound international tourism and domestic tourism by all available transport modes and giving both contributions to GDP and total GHG emissions. This model responses to global mitigation policies (increasing the cost of carbon emissions) as well as national policies (taxes, subsidies and changes in transport quality per transport mode). Using the model both global and national policies can be assessed as well as the risks of global mitigation policies for specific countries.
