The Netherlands are one of the frontrunners in stimulating electric mobility in Europe when it comes to the charging infrastructure density and electric vehicle adoption. Municipalities play an instrumental role in the rollout of public charging infrastructure while they have little insight in the relevant key performance indicators of the charging infrastructure as a means to support effective decision making. This paper aims to contribute to providing a more thorough understanding of relevant key performance indicators for public charging infrastructure. An approach is presented that explores result and performance indicators to support policy makers optimizing the roll out of and improvement of the business case for charging infrastructure.

From the article: "After 1993, the concept of strategic alignment is evaluated from the connection between IT and business to much broader definitions in which the connection between all business functions, horizontally and vertically, and later also with projects and stakeholders is mentioned. To achieve stategic alignment there must be a coordination between the strategy of organizations and those who contribute to the implementation of the strategy and the actual performance of an organization. This process is called Human Oriented Performance Management (HOPM). The HOPM model consists of four dimensions: strategy translation, information and visualization, dialogue and action orientation, and continues improvement and organizational learning. To measure the effect of strategic alignment a range of financial performance indicators are used. Based on a literature review this paper explores which financial performance indicators could be used to measure the effect of HOPM. The literature was selected over a period from 1996 – 2015. The research is not only focused on the top of the strategy map, but also on the cause-effect relationships in the strategy map. The underlying performance indicators in the strategy map can show on which figures the dialogue in the HOPM model about strategy implementation must be based. This dialogue is the input to action in which strategic alignment comes about. From the article: With increasing investments in business rules management (BRM), organizations are searching for ways to value and benchmark their processes to elicitate, design, accept, deploy and execute business rules. To realize valuation and benchmarking of previously mentioned processes, organizations must be aware that performance measurement is essential, and of equal importance, which performance indicators to apply to the performance measurement processes. However, scientific research on BRM, in general, is limited and research that focuses on BRM in combination with performance indicators is nascent. The purpose of this paper is to define performance indicators for previously mentioned BRM processes. We conducted a three round focus group and three round Delphi Study which led to the identification of 14 performance indicators. Presented results provide a grounded basis from which further, empirical, research on performance indicators for BRM can be explored.

More than 25!years after Moore’s first introduction of the public value concept in 995, the concept is now widely used, but its operationalization is still considered difficult. This paper presents the empirical results of a study analyzing the application of the public value concept in Higher Education Institutions, thereby focusing on how to account for public value. The paper shows how Dutch universities of applied sciences operationalize the concept ‘public value’, and how they report on the outcome achievements. The official strategy plans and annual reports for FY2016 through FY2018 of the ten largest institutions were used. While we find that all the institutions selected aim to deliver public value, they still use performance indicators that have a more narrow orientation, and are primarily focused on processes, outputs, and service delivery quality. However, we also observe that they use narratives to show the public value they created. In this way this paper contributes to the literature on public value accounting.

Aims: In-hospital prescribing errors may result in patient harm, such as prolonged hospitalisation and hospital (re)admission, and may be an emotional burden for the prescribers and healthcare professionals involved. Despite efforts, in-hospital prescribing errors and related harm still occur, necessitating an innovative approach. We therefore propose a novel approach, in-hospital pharmacotherapeutic stewardship (IPS). The aim of this study was to reach consensus on a set of quality indicators (QIs) as a basis for IPS. Methods: A three-round modified Delphi procedure was performed. Potential QIs were retrieved from two systematic searches of the literature, in accordance with the Preferred Reporting Items for Systematic Reviews and Meta-Analysis (PRISMA) statement. In two written questionnaires and a focus meeting (held between the written questionnaire rounds), potential QIs were appraised by an international, multidisciplinary expert panel composed of members of the European Association for Clinical Pharmacology and Therapeutics (EACPT). Results: The expert panel rated 59 QIs and four general statements, of which 35 QIs were accepted with consensus rates ranging between 79% and 97%. These QIs describe the activities of an IPS programme, the team delivering IPS, the patients eligible for the programme and the outcome measures that should be used to evaluate the care delivered. Conclusions: A framework of 35 QIs for an IPS programme was systematically developed. These QIs can guide hospitals in setting up a pharmacotherapeutic stewardship programme to reduce in-hospital prescribing errors and improve in-hospital medication safety.

Current symptom detection methods for energy diagnosis in heating, ventilation and air conditioning (HVAC) systems are not standardised and not consistent with HVAC process and instrumentation diagrams (P&IDs) as used by engineers to design and operate these systems, leading to a very limited application of energy performance diagnosis systems in practice. This paper proposes detection methods to overcome these issues, based on the 4S3F (four types of symptom and three types of faults) framework. A set of generic symptoms divided into three categories (balance, energy performance and operational state symptoms) is discussed and related performance indicators are developed, using efficiencies, seasonal performance factors, capacities, and control and design-based operational indicators. The symptom detection method was applied successfully to the HVAC system of the building of The Hague University of Applied Sciences. Cooperatives are special because the members not only own the cooperative, but also patronize it. CEO’s decision has an impact on the overall members’ interests. Understanding how CEOs differ from members regarding their evaluations on cooperative performance and what causes the differences, is valuable for CEOs to best serve the members. This paper evaluates the difference between CEO and member evaluation regarding their cooperatives, and further examines the role of governance in predicting the evaluations and differences in evaluations, based on a set of first-hand data containing Chinese agricultural cooperatives (240 CEOs and 543 members). Cooperative performance is measured by three indicators: member profitability, social influence in the local community, and overall performance.
