Vele stemmen, een ander geluid

De positie van Polen in Den Haag is niet onder een noemer te vatten. De groep varieert in leeftijd, in sekse, in migratiegeschiedenis, in opleidingsniveau: in allerlei kenmerken die relevant zijn voor ervaringen bij migratie. De groep valt daarmee ook niet eenvoudig te vergelijken met eerdere migrantengroepen: alleen al de juridische status en de context van de Europese Unie maakt dat de migratie in een nieuwe context plaatsvindt. In het eerste hoofdstuk, de achtergrondschets, wordt ingegaan op de groepskenmerken. Deze bundel bevat verhalen over migratie-ervaringen. Het is geen poging om een totaal beeld van Polen in Den Haag te schetsen, het is bedoeld om een indruk te geven van verschillende aspecten waarmee deze groep migranten te maken krijgt. Na de achtergrondschets is de bundel gesplitst in twee delen: in deel I wordt verslag gedaan van interviews met Poolse migranten die al langere tijd in Nederland wonen en werken. In deel II zijn verslagen van de afstudeeronderzoeken opgenomen. Het tweede deel begint met het stuk van Natasja Faust en Jennifer Winter over de beelden die in geschreven media over de afgelopen jaren naar voren zijn gekomen. Daarna beschrijft Yvonne van Soest een indruk van de ervaringen van verschillende zorg- en welzijnsinstanties met Polen in Den Haag. Het onderzoek van Roy Nagessar sluit hierop aan, maar kijkt naar de verhalen van vier vrouwen uit Polen die hij bij verschillende organisaties is tegengekomen. Deze twee stukken spelen zich voornamelijk in de wijk Segbroek af. Dat is niet toevallig: het is een wijk waar veel Polen wonen en waar veel voorzieningen zijn voor Polen. Het wordt gevolgd door een beschrijving van problemen waar het MCH Westeinde tegenaan loopt bij de nazorg van onverzekerde Midden- en Oost-Europeanen (MOE-landers). Deel II wordt afgesloten met twee stukken over leerlingen in Den Haag. Het eerste is een stuk gebaseerd op het onderzoek van drie studenten bij het Nova-college over de houding en participatie van Poolse leerlingen in het schakeltraject. Dit wordt gevolgd door een onderzoek van Özlem Akbaş en Aygül Uluç Kizilboğa naar Poolse leerlingen binnen het voortgezet onderwijs. In de discussie worden de conclusies uit de hoofdstukken nogmaals in kaart gebracht en besproken. Alle namen die in de teksten voorkomen zijn fictief om de identiteit van de respondenten zoveel mogelijk te verhullen.

Migration and Integration in Germany, North Rhine-Westphalia and in the Netherlands, South Limburg

Whilst until the late 1980s most migration issues developed in a parallel manner but with national specifics, important differences showed up during the 1990s and at the beginning of this decade. Since the middle of the 1990s, there has been an obvious change in policy towards migrants and foreigners in the Netherlands, and those changes have been more or less “exported” to our neighbouring countries and even to the level of the EU. Integration into society with the maintenance of the immigrant’s own culture has been replaced by integration into the Dutch society after passing an integration examination. The focus of this article is to investigate those changes and to compare the implementation of those policies in the Netherlands/Limburg and Germany/NRW, where the official understanding of not being an immigration country was dominant until the end of the 1990s, and where integration has only recently become an important political issue. Both countries are now facing similar challenges for better integration into the society, especially into the educational system. Firstly, the autors describe migration definitions, types, the numbers of migrants and the backgrounds of migrant policies in Germany and the Netherlands up until the middle of the 1990s. Secondly they discuss the integration policies thereafter: the pathway to a new policy and the Action Plan Integration in Germany, and the central ideas of the Civic Integration of Newcomers Act (WIN) in the Netherlands. Integration policy in the Netherlands is highly centralised with little differentiation on the local governmental level when compared to South Limburg. Thirdly, the autors investigate the cross-border cooperation between professional organisations and educational institutions in the Euregio Meuse-Rhine, and the involvement of social work institutions and social workers in their process of integration into the local society and the exchange of each others’ experiences (the ECSW and RECES projects).

Leisure and locality: the role of leisure in creating a sense of locality among Polish labour migrants to the Netherlands

‘Dutch don’t dance’ – leisure experiences and sense of belonging among Polish migrants in the Netherlands

The influx of migrants in Western Europe raises questions about the potential of leisure spaces and activities to support processes of social inclusion and to allow migrants to develop a sense of belonging. Discussions are ongoing about how this potential is realised or not. In this paper, I propose that the perspective of leisure activities as ritual may help to untangle how leisure spaces and practices build solidarity and a sense of belonging. The paper draws on interviews with Polish migrants to the Netherlands about leisure activities they undertake. Specifically, the paper will examine dance clubs as spaces and going out as activity in which migrants enter into contact with locals. It will show how these spaces and activities ultimately fail as potential sites for developing a sense of belonging.

Fluidity of bounderies

In this booklet, the focus is on the stories of three Polish men in The Hague. The researcher, Karijn Nijhoff, has followed these men extensively and has recorded their migration stories in detail. We can read about their arrival, their experiences, their travels. We see a process of temporary and continuous, varied labor market participation. We can see a reality of different shades of gray. Integration, as defined by policy makers, can be a whole different process than the official descriptions prescribe.
