This report uses experience gained during the EU Interreg IVB project ITRACT and shares transnational learning on how to deploy IT-based solutions as part of Smart Specialisation Strategies, for example, while creating answers to societal challenges. ITRACT concentrates on rural areas, where the availability of an adequate digital infrastructure is often lacking and where people may lack the digital skills and literacy to adopt the smart solutions (known as Intelligent Transport Services; ITS) offered. The project addresses transport services as an enabler for smart specialisation.

This short communication contains a reflection on local entrepreneurial ecosystems and how to boost them, in the context of smart specialisation strategies of cities and regions. It is based on a literature study and inputs from ten member cities of the InFocus project (sponsored by the EU's URBACT programme), that exchange and develop knowledge about the development of smart specialisation strategies on the urban level. In September 2017, the network held a meeting in Turin, dedicated to the topic of promoting entrepreneurship ecosystems. The paper discusses several specific aspects of policies regarding entrepreneurship: the relation with smart specialisation approach, start-up promotion policies, fostering a culture of entrepreneurship, and the different development stages in entrepreneurship: Starting, scaling, and growing, with examples from cities in the InFocus network. Among other things, it concludes that a stronger alignment between the urban and regional policy levels is required to link the urban-focused start-up ecosystems to the regional industrial tissue.

This article analyses four of the most prominent city discourses and introduces the lens of urban vitalism as an overarching interdisciplinary concept of cities as places of transformation and change. We demonstrate the value of using urban vitalism as a lens to conceptualize and critically discuss different notions on smart, inclusive, resilient and sustainable just cities. Urban vitalism offers a process-based lens which enables us to understand cities as places of transformation and change, with people and other living beings at its core. The aim of the article is to explore how the lens of vitalism can help us understand and connect ongoing interdisciplinary academic debates about urban development and vice versa, and how these ongoing debates inform our understanding of urban vitalism.

Ze streven ernaar een smart city te worden. Dr. Mettina Veenstra, lector Media,Technology & Design bij Saxion, belicht in deze rede het fenomeen smart city kritisch vanuit het perspectief van de openbare ruimte. Hoe kunnen we met behulp van digitale technologie de openbare ruimte wat betreft aantrekkelijkheid, veiligheid en mobiliteit verbeteren? Naast de verbindende technologie en de toepassingen besteedt zij speciale aandacht aan vormen van samenwerking waarmee slimme steden tot stand kunnen komen.

This study takes a valuation perspective to study how and where products and innovations are gaining ‘economic significance’ in the contemporary economy. Building on a recent research stream in economic geography and urban and regional studies, it highlights that the economic value of many products is not formed within production systems alone, but relies on co-constructed connections between production and consumption systems, playing out across multiple geographies. It distinguishes between three types of economic valuation pathways – namely technical, experiential and identity-based – which although analytically distinct may actually build and reinforce one another. This approach is empirically illustrated with the case of the surf-related economy in the city of San Sebastian (Basque Country, Spain), which is used to make a broader point about the growing relevance of a valuation approach to understand competitive advantage and economic renewal in localized production systems.

Wicked problems ask for new, smart forms of governance beyond a singular focus on hierarchy, market or community. Based on the case studies presented in the individual articles of this special issue, this concluding article describes what smart governance could entail and discusses its strengths and weaknesses, both as a concept and a practical tool.

Dit document geeft een overzicht van de bevindingen over het Factory-as-a service concept. Gedurende het SMITZH project heeft het lectoraat Smart Sustainable Manufacturing gezocht naar antwoorden op een aantal vragen: Welke initiatieven bestaan er, waar ondernemers elkaar helpen via het beschikbaar stellen en delen van productiecapaciteit? Wat zijn de randvoorwaarden om zo’n initiatief te laten slagen? Wat kan bijdragen om belemmeringen voor de toekomst weg te nemen? De voordelen zijn zeker aanwezig, maar obstakels ook. Met name dat laatste kan de voortgang en innovatief denken over de inrichting van flexibele en ‘Smart Manufacturing’ in de weg zitten. Het verhogen van de flexibiliteit om de maakindustrie concurrerender en veerkrachtiger te maken is een van de doelstellingen van het Smart Industry Programma, SMITZH en het lectoraat.

The current western agrifood system is highly successful in providing for human needs. However, the dominant agricultural approach of up-scaling and specialisation is put under pressure by a number of developments in the global landscape. Global developments such as population growth, pollution, soil degradation and climate change, in which agriculture plays a crucial role, make the need for a transition towards a paradigm with a broader range of values evident. Niche initiatives often develop as a reaction to needs not fulfilled by the regime. Therefore, certain niches may have the potential of driving a necessary transition. This research aims to determine if permaculture, being a niche, has this potential. The main question for this research was formulated as follows: How can a production system based on permaculture principles contribute to the agrifood transition? To answer this question, relevant current trends and global developments were used as a basis for developing a future scenario. Empirical qualitative data on permaculture businesses in the Netherlands was gathered as well, of which the results were used for a determination of permaculture’s performance in this future scenario. This was done by comparing a standardised permaculture system with a conventional potato system. As a result of this comparison, the Unique Selling Points of permaculture were identified, which determine the future potential of permaculture.

This report consists of two parts and describes the highlights of the investigations carried out in the Province of Groningen as part of the Right Project to understand the Regional Innovation Ecosystem in the region. The first part is focusses on the socio-economic and R&D profile (Part 1A) and a SWOT analysis on salient aspects related to Regional Innovation Ecosystems (Part 1B). The second part (Part 2) focuses on the SME innovation capacity and needs, and presents the highlights of 6 interviews with SMEs in the region. The RIGHT project, an Interreg North Sea Program, will contribute to territorial growth in the North Sea Region by connecting smart specialisation strategies to human capital and the skills of the workforce by defining existing and potential regional growth sectors and sub-sectors.
