At the end of the 1940s and the early 1950s, the question whether or not to rearm West Germany was a fiercely and hotly debated topic in Europe. The Americans suggested doing this by integrating the Federal Republic in NATO. However, many Europeans feared the resurgence of German militarism. Nowhere was this more true than in France. Therefore, the French Foreign Minister René Pleven launched the so-called Pleven Plan, designed to allow West German units to be established, but only in small units. That way, Europe could profit from West Germany’s manpower, without the country becoming a military threat. Discussions on the European Defence Community were tough, but in the end was signed by the six Founding Fathers. The Dutch did so reluctantly, especially because the Americans were left out, favouring security arrangements in NATO and rearming and incorporating West Germany in the Western alliance. To the Netherlands, it was essential to incorporate the British and especially the Americans in the Western defense; the Dutch always favoured an Atlantic alliance, opposing too much supranationality in the European integration project. The Federal Republic of Germany on the other hand, saw it as an opportunity to regain sovereignty. With the EU struggling to maintain itself, it is highly relevant to look into the drive for and original vision on European unification of its principal architect, Robert Schuman, then French Minister of Foreign Affairs. The Schuman Declaration (1950) gave birth to the EU and procured the longest period of peace among its member states since the Treaty of Verdun (843). This article shows how Schuman’s Catholic faith influenced his life and therefore his politics. His drive to be a faithful instrument of Providence, supported by his origins from Alsace-Lorraine, made him strive towards peace on the European continent. He envisaged a European political integration through economic cooperation at the service of man and his transcendence and rooted in the common European spiritual and cultural heritage. This implied reconciliation, effective solidarity, subsidiarity and supranationality for European common interests through an integration in small steps.

A tangible proof of the meaning and scope of human flourishing that can change not only organizations but also entire societies, is given by Robert Schuman, the French Minister of Foreign Affairs who launched the Schuman Declaration (1950) that gave birth to the EU. His leitmotiv was to be a faithful instrument in the hands of God in whichever circumstances. A strong personal relationship with God characterized his entire personal and professional life and implied the heroic practice of virtues. He strove for peace on the continent and therefore for reconciliation between France and Germany - countries that had been archenemies since the Treaty of Verdun (843). He previewed a peace project on coal and steel, former instruments of war. Schuman pursued a policy of reconciliation from the moment he became a member of the French Parliament (1919) and even during his captivity during the Second World War. His coherence of life was acknowledged by friend and foe and recognized also professionally. His profound Catholic faith brought human flourishing that changed not only French-German relationships, not only Europe, but the entire world. Schuman’s Europe would strive towards political unification through economic cooperation – as a means! – at the service of man and his transcendence so that man could flourish. These days man seems to be an instrument of the economy and politics instead of the other way round. A good moment to revive the person and thoughts of the Father of Europe.

The main hypothesis underlying this article is that although arbitrators are not formally part of national justice systems, they have dealt with questions of EU fundamental rights and the European rule of law standards for quite some time, at least formally since the landmark CJEU judgment in Eco Swiss in 1999. In fact, in all forms of arbitration, be it national or international, taking place in or across (Member) States daily and not necessarily concerning the application by arbitrators of EU law stricto sensu, arbitrators can be seen as guardians of many crucial procedural guarantees that increase parties’ access to justice and advance the European rule of law, or so we wish to argue. This article is an exploratory piece. That is, it combines the format of the state-of-the-art review with the format of conference proceedings through which we present the main activities of the DG Justice TRIIAL project concerning arbitration. Our main goal is three-fold: (1) to advance the discussion on the relationship between the European rule of law and arbitration, (2) to present the main findings stemming from research and training activities within the TRIIAL training workshops on arbitration, and (3) to formulate future research and practical questions on the topic at hand.

In January 2017, relations between Greece and Turkey were under severe strain when warships from both sides engaged in a brief standoff near a pair of uninhabited Greek ‘islets’ in the Aegean, whose sovereignty is disputed by Turkey. Theoretically informed by the literature of foreign policy analysis, we examine how the Greek diplomats, military officers and political analysts interpreted Turkey’s behaviour at that particular time. The article considers the following research question: which factors, from a Greek point of view, explain Turkey’s foreign policy in the Aegean in January 2017? Our theoretical expectation is that, in the aftermath of the coup attempt in Turkey, Greek diplomats, military officers and political analysts would ascribe domestic calculations into Turkey’s activities. We employed Q- methodology to uncover socially shared perspectives on this topic. Based on our findings, we uncovered two viewpoints: (1) Turkey’s diachronic strategy in the Aegean and (2) the strongman style. According to the former and most widely shared viewpoint, a consistent ‘rationalist’ strategy to change the status quo in the Aegean explains Turkey’s behaviour. According to the second one, the belief system of Turkey’s leadership legitimises the use of force in the conduct of foreign policy.

In 1999 werden de gratis kranten Metro en Spits in Nederland gelanceerd. Behalve die twee titels werden ook zes andere gratis dagbladen in Nederland gestart tussen 2000 en 2008. In 2007 bereikte de totale gratis oplage een hoogtepunt van bijna twee miljoen per dag. In dit artikel wordt de geschiedenis van de deze categorie kranten beschreven tegen de Europese achtergrond waar ook sprake is van een ‘levenscyclus’ met een snelle opkomst en een sterke sanering die tijdens de economische recessie inzette. Daarnaast wordt ingegaan op de voorlopers van deze mediasoort, op de lezers van gratis kranten en de gevolgen die gratis kranten op de totale krantenoplage in Nederland heeft gehad. Halfway the first decennium of the 21st century free newspapers in the Netherlands had a circulation of almost two million and were responsible for a third of the total newspaper circulation. Four national titles competed. They saw a quick rise and also a sudden decline after 2008. In 2015 only one national model remains. In this article we analyse this development against the European background as several countries in Europe show the same picture. Also the historical context of the global rise of free newspapers – going back to the late 19th century – and kickstarted in 1995 by Metro Sweden -is provided. As free newspapers rely only on advertising for income, a combination of economic recessions and fierce competition can be lethal. Free newspapers mainly compete among themselves which explained the sudden decline in the number of titles and circulation after 2008. Also the rise of digital media could be harmful for free newspapers as they provide a attractive alternative for young readers, the target group for free newspapers. There always has been a high overlap between the readership of free and paid newspapers, suggesting low substitution. Free newspapers seem to follow a pattern of a classic ‘life cycle’ model.

With Brexit looming, start-ups in the London ecosystem may ask themselves whether they are still in the right place for their business. Are they considering a move to the continent due to the ambiguous Brexit developments? This research analyzes the probability of international start-ups based in the London region relocating to another European entrepreneurial ecosystem. We use location decision theory and secondary data from the European Digital City Index to rank the most attractive eco-systems for the possible relocation of London-based start-ups. In addition, we interview London start-up founders asking how likely they are to leave and where they envision continuing their entrepreneurial endeavors. This study examines whether London will lose its top rank as the most attractive entrepreneurial ecosystem in Europe. We ask which of the competing ecosystems of Europe stands to gain from London’s possible loss. Our quantitative analyses show that Amsterdam is the most likely hub to benefit from any exodus. The qualitative analyses conveyed a mixture of concern and ambivalence as only three of the startups considered relocating their headquarters to another ecosystem. Six of the startups have either opened an office in another European ecosystem or are in the process of doing so. This allows them to watch and wait as they want to remain. The attractiveness of the London region, the social capital investments by team and partners, and the lack of finances to leave are the main reasons for not considering relocation of their headquarters currently.
