At the end of the 1940s and the early 1950s, the question whether or not to rearm West Germany was a fiercely and hotly debated topic in Europe. The Americans suggested doing this by integrating the Federal Republic in NATO. However, many Europeans feared the resurgence of German militarism. Nowhere was this more true than in France. Therefore, the French Foreign Minister René Pleven launched the so-called Pleven Plan, designed to allow West German units to be established, but only in small units. That way, Europe could profit from West Germany’s manpower, without the country becoming a military threat. Discussions on the European Defence Community were tough, but in the end was signed by the six Founding Fathers. The Dutch did so reluctantly, especially because the Americans were left out, favouring security arrangements in NATO and rearming and incorporating West Germany in the Western alliance. To the Netherlands, it was essential to incorporate the British and especially the Americans in the Western defense; the Dutch always favoured an Atlantic alliance, opposing too much supranationality in the European integration project. The Federal Republic of Germany on the other hand, saw it as an opportunity to regain sovereignty. Many, many comparisons have been drawn in recent years between the current rise of (right-wing) populism and the financial crisis of 2008 that shook and continues to shake Europe to its core, and the tumultuous and horrifying events of the 1930s, which in the end resulted in the Second World War. A number of recent studies which (partially) focus on this decade carry ominous titles like To Hell and Back, The Age of Catastrophe and The Triumph of the Dark. Referred to by some historians as the second Thirty Years’ War, the period from the First World War to the end of the Second still continues to draw much academic and indeed public attention. In many cases, Germany deservedly plays a central role in the analysis, either in the form of the Kaiserreich or the ill-fated Weimar Republic and, of course, Nazi Germany. The five books under review here discuss European history between 1914 and 1950 in general, and that of Germany in particular, in this period. After the unconditional surrender of the Third Reich in May 1945, Germany no longer existed as a sovereign, independent nation. It was occupied by the four Allied powers: France, Great Britain, the United States and the Soviet Union. When it came to the postwar European recovery, the biggest obstacle was that the economy in Germany, the dominant continental economic power before the Second World War, was at an almost complete standstill. This not only had severe consequences for Germany itself, but also had strong economic repercussions for surrounding countries, especially the Netherlands. As Germany had been the former’s most important trading partner since the middle of the nineteenth century, it was clear that the Netherlands would be unable to recover economically without a healthy Germany. However, Allied policy, especially that of the British and the Americans, made this impossible for years. This article therefore focuses on the early postwar Dutch-German trade relations and the consequences of Allied policy. While much has been written about the occupation of Germany, far less attention has been paid to the results of this policy on neighbouring countries. This book is about markets for intermediate skills. It is also about the coordination within and between the (vocational) education system and the (sub-baccalaureate) labor market, and the institutions that govern them. Our goal was to improve our understanding of how particular governance regimes influence the operation of vocational education and training (VET) markets. We conducted an international comparison of three different governance regimes of VET markets in Germany, the Netherlands and the American state of Wisconsin. The central question underlying the national analyses and comparisons is: How do markets for intermediate skills operate in Germany, the Netherlands, and the American state of Wisconsin?

Europe is on the path, though rocky, to political and cultural unity. After World War II, relatively large numbers of immigrants moved to Europe and brought with them outside cultural customs and religions. The issue of multiculturalism in society has been on the political agenda for decades, but attitudes have changed drastically since 11th September 2001. Attitudes in relation to migrants, particularly those with a Muslim background, have become more wary and critical. Islam has become associated with violence and terrorism and fears have grown that migration exacerbates this threat to society. These societal developments pose a threat to intercultural education. This article explores the societal situation in the Netherlands and Germany using empirical data and elaborates how youth in the Netherlands and Germany evaluate their relationship with migrant, especially through the dimension of religious tolerance and acceptance.

This booklet holds a collection of drawings, maps, schemes, collages, artistic impressions etc. which were made by students during an intense design moment in the project (re)CYCLE Limburg, which took place in December 2016. Students of Built Environment, Facility Management, Social Work and Health & Care cooperated in making designs and developing strategies for urban renewal in Kerkrade West (Province of Limburg, the Netherlands). The study focused on the importance of qualitative and shared public spaces. The local community (inhabitants, shopkeepers, entrepreneurs, municipality, housing corporation) was actively engaged by sharing knowledge and information, ideas and opinions. These reflections are part of the Limburg Action Lab (part of the Smart Urban Redesign Research Centre). It engages in research by design on innovative and tactical interventions in public space, that might enhance the identity, sustainability and socio-spatial structure of neighbourhoods.

In the Ems-Dollart-region in the North of the Netherlands and North-West Germany, startups are contributing to the region’s economy. In principal, well-developed startup and entrepreneurship ecosystems are an important factor for prosperity. Such ecosystems consist of companies, regional policy institutions, universities and other private or public organisations. In a functioning entrepreneurship ecosystem, these players optimally interact with each other. In January 2019, the project “Startup Perspectives” (Bakker et al., 2019) explored the opportunities and possibilities that a cross-border startup scene would bring to the Ems-Dollart-region. Based on this research, the Startup Ems-Dollart-region project emerged. Within the Interreg V A scheme, the project is funded by Interreg/EDR and runs from June 1st 2019-June 30th 2022. The aim of the Startup Ems-Dollart-region project is to facilitate a cross-border startup ecosystem between the three provinces of Drenthe, Friesland and Groningen on the Dutch side and the WeserEms region in Germany. This will entail the formation of a (digital) network for the startup scene, tailored mentoring programs for young entrepreneurs and the development of entrepreneurship education programs with a cross-border focus. Overall, a sustainable and long-lasting entrepreneurship ecosystem shall facilitate cross-border activities among young entrepreneurs and startups.To gain an understanding of the current entrepreneurship environment in all the regions, a mapping of the relevant stakeholders took place at the beginning of the project. This report will summarize the key findings of this mapping exercise.

For many EU citizens, working across the border is the only way to make a living in the EU. The battle for cheap labour has now become a well-oiled machine, in which almost all Western European countries participate. Nevertheless, the employment situation of EU Mobile Citizens, workers of low-skilled and -paid jobs, is often substandard. Challenges are housing, health care and working conditions. In addition, due to the lack of registration in municipalities, it is impossible to have an overview of the numbers and to offer effective help. This is a problem in small to medium-sized cities, where many workers live to work in agriculture, transport, construction, meat industry and logistics. For this study, 32 interviews were conducted in eleven small to medium-sized towns (SMSTs) in Sweden, Germany, the Netherlands, Ireland, Poland, and Spain. The study uses three different perspectives: EU representatives of participating regions, municipalities, and employers. The outcomes show that most SMSTs deal with a shortage of housing, and a lack of grip on the registration process of EU citizens. Although there are some success stories, most SMSTs are not in touch with each other to share these. The paper concludes with proposals for further action-research and collaborations to impact local policies.

In this article, Isaac argues that since 1948, Israel's control of water resources has been the result of military actions that forced between 700,000 and 800,000 Palestinians into exile and claimed the most fertile part of the disputed territory for the state. It thereby paved the way for subsequent military occupation. Isaac maintains that the Israeli occupation has violated the Palestinian right to the equitable and reasonable utilization of shared water resources. In his view, from the end of the 1967 war, Israel initiated its occupation of the territories of Palestine and quickly imposed military order with a view to achieving full control over land and water resources. To Isaac, these military orders served to dissolve the pre-1967 legal systems and which consisted of Ottoman, British, Jordanian (West Bank) and Egyptian (Gaza Strip) laws. This critical review article concentrates on the concept of justice tourism as a response to these assumed Israeli violations of Palestinian rights to equitable and reasonable utilization of shared water resources. The article sheds light on why and how justice tourism conceivably contributes to the Palestine host communities' transformation and hence to the development of higher level self-consciousness about their rights as "a sovereign nation".

While sustainability of transport projects is of increasing importance, the concept of sustainability can be understood in many different ways by the stakeholders that are involved in or affected by mobility projects. In this paper, we compare the outcomes of the assessment of sustainability of projects through a multi-criteria analysis (MCA) and the appraisal of stakeholder preferences through the multi-actor multi-criteria analysis (MAMCA). Evaluating projects with both tools and comparing the outcomes can provide insight into the stakeholder support of sustainable solutions and the sustainability of alternatives preferred by stakeholders. The sustainability of projects is assessed through 16 criteria grouped under the three pillars of sustainability. They were selected by in-depth review of 16 case studies of mobility projects, 18 transport evaluation schemes and the ranking of potential criteria by 214 stakeholders in North-West Europe. These criteria were weighted by 93 representatives of decision makers in the mobility domain. Stakeholder preferences were appraised through the criteria identified for each stakeholder group. We illustrate the framework by evaluating alternative solutions to improve cycling connections between the towns of Tilburg and Waalwijk in the Netherlands. The results of the comparison show that stakeholder preferences are biased towards one or two of the sustainability pillars (economy, environment, society) in three ways: through the selection of the criteria by the stakeholders, the weights of each criterion by each stakeholder group and differences in the final ranking of alternatives between the stakeholder groups and the MCA.
