Most safety oriented organizations have established their accidents classification taking into account the magnitude of the combined adverse outcomes on humans, assets and the environment without considering the accidents‟ potential and the actual attempts of the involved persons to intervene with the accident progress. The specific research exploited a large sample of an aviation organization accident records for an11 years‟ time period and employed frequency and chi-square analyses to test a new accident classification scheme based on the distinction among the safety events with or without human intervention on the accident scene, indicating the management or not of their ultimate consequences. Furthermore, the research depicted the effectiveness of personnel strains to alleviate the accident potential outcomes and studied the contribution of time, local and complexity factors on the accident control attempt and the humans‟ positive or negative interference. The specific newly proposed accident classification successfully addressed the “controlled” or “uncontrolled” traits of the safety events studies, prior their severities consideration, and unveiled the effectiveness of personnel efforts to compensate for the adverse accident march. The portion between controlled and uncontrolled accidents in terms of the human intervention along with the effectiveness of the later may comprise a useful safety performance indicator that can be adopted by any industry sector and may be recommended through international and state safety related authorities.
Since an increasing amount of business decision/logic management solutions are utilized, organizations search for guidance to design such solutions. An important aspect of such a solution is the ability to guard the quality of the specified or modified business decisions and underlying business logic to ensure logical soundness. This particular capability is referred to as verification. As an increasing amount of organizations adopt the new Decision Management and Notation (DMN) standard, introduced in September 2015, it is essential that organizations are able to guard the logical soundness of their business decisions and business logic with the help of certain verification capabilities. However, the current knowledge base regarding verification as a capability is not yet researched in relation to the new DMN standard. In this paper, we re-address and - present our earlier work on the identification of 28 verification capabilities applied by the Dutch government [1]. Yet, we extended the previous research with more detailed descriptions of the related literature, findings, and results, which provide a grounded basis from which further, empirical, research on verification capabilities with regards to business decisions and business logic can be explored.
De versnippering van de internationale samenleving vermindert de kans op een overkoepelend model van global governance. Meer waarschijnlijk is het ontstaan van bepaalde processen van bestuur die zich ontwikkelen als reactie op specifieke mondiale vraagstukken. Dit artikel beschrijft het proces van implementatie van de US Foreign Corrupt Practices Act (FCPA) als een voorbeeld van een dergelijk bijzonder proces. Het FCPA 'model' wordt gekenmerkt door samenwerking en onderhandeling tussen de publieke en private sector. In dit model is het samenwerken voor het bieden van maatschappelijke veiligheid gebaseerd op wederzijds belang. De mogelijkheid van onderhandelde regelingen heeft een positief effect op het management van corruptie door bedrijven, dat zich verspreidt over de hele invloedsfeer van de onderneming. Tegelijkertijd biedt het de overheid toegang tot de informatie die nodig is om corruptie op te sporen, te onderzoeken en te vervolgen. Het in kaart brengen van dergelijke processen biedt nuttige inzichten over nieuwe benaderingen die nodig kunnen zijn om goed bestuur voor een veilige wereld te bereiken. ABSTRACT The fragmentation of international society reduces the likelihood of a single overarching model of global governance. More likely, is the emergence of particular processes of governance that develop in response to specific global issues. The paper describes the process of implementing the US Foreign Corrupt Practices Act (FCPA) as an example of one such particular process. The FCPA 'model' is characterized by co-operation and negotiation between the public and private sector. In this model, partnering for the provision of security is based on mutual self- interest. The possibility of negotiated settlements has a positive effect on the management of corruption by corporations with a ripple effect throughout the corporations' sphere of influence. At the same time, it provides governments with access to the information necessary to detect, investigate and prosecute corruption. Mapping such processes provides useful insights about new approaches that may be needed to attain good governance for a safe world.
