A public sector that adequately makes use of information technology can provide improved government services that not only stimulates business development it also intensifies citizen participation and economic growth. However, the effectiveness of IT and its governance at both national as well as on municipality level leaves much to be desired. It is often stated that this is due to a lack of digital skills needed to manage the IT function and alignment with business. Therefore, the aim of this study is to determine the effect that digital leadership competences and IT capabilities have on digital transformation readiness within Dutch municipalities. Based on an analyses of survey data from 178 respondents we recommend municipalities to implement a range of activities that all are related to realize the ability to constantly apply strategic thinking and organizational leadership to exploit the capability of Information Technology to improve the business.

ABSTRACT Purpose: This short paper describes the dashboard design process for online hate speech monitoring for multiple languages and platforms. Methodology/approach: A case study approach was adopted in which the authors followed a research & development project for a multilingual and multiplatform online dashboard monitoring online hate speech. The case under study is the project for the European Observatory of Online Hate (EOOH). Results: We outline the process taken for design and prototype development for which a design thinking approach was followed, including multiple potential user groups of the dashboard. The paper presents this process's outcome and the dashboard's initial use. The identified issues, such as obfuscation of the context or identity of user accounts of social media posts limiting the dashboard's usability while providing a trade-off in privacy protection, may contribute to the discourse on privacy and data protection in (big data) social media analysis for practitioners. Research limitations/implications: The results are from a single case study. Still, they may be relevant for other online hate speech detection and monitoring projects involving big data analysis and human annotation. Practical implications: The study emphasises the need to involve diverse user groups and a multidisciplinary team in developing a dashboard for online hate speech. The context in which potential online hate is disseminated and the network of accounts distributing or interacting with that hate speech seems relevant for analysis by a part of the user groups of the dashboard. More people voted in 2024 than any other year in human history, while often relying on the internet for political information. This combination resulted in critical challenges for democracy. To address these concerns, we designed an exhibition that applied interactive experiences to help visitors understand the impact of digitization on democracy. This late-breaking work addresses the research questions: 1) What do participants, exposed to playful interventions, think about these topics? and 2) How do people estimate their skills and knowledge about countering misinformation? We collected data in 5 countries through showcases held within weeks of relevant 2024 elections. During visits, participants completed a survey detailing their experiences and emotional responses. Participants expressed high levels of self-confidence regarding the detection of misinformation and spotting AI-generated content. This paper contributes to addressing digital literacy needs by fostering engaging interactions with AI and politically relevant issues surrounding campaigning and misinformation.

In this opinion piece, we establish some key priorities for evidence-based governance to address the increasing threat of heatwave events in Europe, particularly for human health. According to the European Environment Agency (EEA) [1], Europe is warming faster than the global average. The year 2020 was the warmest year in Europe since the instrumental records began, with the range of anomaly between 2.53˚C and 2.71˚C above the pre-industrial levels. Particularly high warming has been observed over eastern Europe, Scandinavia and the eastern part of the Iberian Peninsula. Climate change-related heatwaves are becoming a significant threat to human health and necessitate early action [2]. While financial resources and technological capacities are crucial to aid (local) governments in adapting to and proactively mitigating the threats posed by heatwaves, they are not enough [3]. Akin to flood responses, European countries must prepare for large-scale evacuations of vulnerable citizens (especially older adults living alone) from their homes. Here, we outline three priorities for Europe in the governance domain. These priorities encompass developing and rolling-out heat-health action plans, a stronger role for European Union institutions in regional heatwave governance, and creating a sense of urgency by developing innovative ways of communicating research findings to relevant policy makers and citizens.

Digitalization enables public organizations to personalize their services, tuning them to the specific situation, abilities, and preferences of the citizens. At the same time, digital services can be experienced as being less personal than face-to-face contact by citizens. The large existing volume of academic literature on personalization mainly represents the service provider perspective. In contrast, in this paper we investigate what makes citizens experience a service as personal. The result are eight dimensions that capture the full range of individual experiences and expectations that citizens expressed in focus groups. These dimensions can serve as a framework for public sector organizations to explore the expectations of citizens of their own services and identify the areas in which they can improve the personal experiences they offer.

The purpose of this literature study is to obtain information about educational approaches to teaching 11 to 12 years old children focusing on how to distinguish between real news and fake news. With this purpose we studied 16 academic papers about learning activities to make primary school children media-literate and able to recognise fake news. What we found is that having children create their own news messages seems to be the most effective approach. News messages that they create can be text messages as well as videos, audios, pictures and animations. Based on this conclusion, students from The Hague University of Applied Sciences Teacher Training Institute (PABO) have been asked to develop a set of learning materials that can be used for instruction in primary schools. The effectiveness of those materials is currently being tested at an elementary school in Rijswijk. The results of the literature and the field study will be shared in the Dutch centre of expertise for media literacy education, Mediawijzer.net.

Abstract The Government of the Netherlands wants to be energy neutral by 2050 (Rijksoverheid, sd). A transition towards non-fossil energy sources also affects transport, which is one of the industries significantly contributing to CO2 emission (Centraal Bureau Statistiek, 2019). Road authorities at municipalities and provinces want a shift from fossil fuel-consuming to zero-emission transport choices by their inhabitants. For this the Province of Utrecht has data available. However, they struggle how to deploy data to positively influence inhabitants' mobility behavior. A problem analysis scoped the research and a survey revealed the gap between the province's current data-item approach that is infrastructure oriented and the required approach that adopts traveler’s personas to successfully stimulate cycling. For this more precisely defined captured data is needed and the focus should shift from already motivated cyclists to non-cyclers.
