For many EU citizens, working across the border is the only way to make a living in the EU. The battle for cheap labour has now become a well-oiled machine, in which almost all Western European countries participate. Nevertheless, the employment situation of EU Mobile Citizens, workers of low-skilled and -paid jobs, is often substandard. Challenges are housing, health care and working conditions. In addition, due to the lack of registration in municipalities, it is impossible to have an overview of the numbers and to offer effective help. This is a problem in small to medium-sized cities, where many workers live to work in agriculture, transport, construction, meat industry and logistics. For this study, 32 interviews were conducted in eleven small to medium-sized towns (SMSTs) in Sweden, Germany, the Netherlands, Ireland, Poland, and Spain. The study uses three different perspectives: EU representatives of participating regions, municipalities, and employers. The outcomes show that most SMSTs deal with a shortage of housing, and a lack of grip on the registration process of EU citizens. Although there are some success stories, most SMSTs are not in touch with each other to share these. The paper concludes with proposals for further action-research and collaborations to impact local policies.

In a study commissioned by the Association of Dutch Municipalities (VNG), the applied research group European Impact has compiled the results from interviews executed by approximately 240 European Studies students at The Hague University of Applied Sciences. The purpose of this report is to compare and contrast the situation of intra-EU labor migrants (hereafter referred to as EU mobile citizens) in regard to registration, housing, and information flows in 12 different municipalities across the EU. Based on semi-structured interviews with municipal workers and individuals from employment agencies/companies from the selected municipalities, the picture that emerges is one of divergence. There are significant variations regarding the registration procedure and information flows for EU mobile citizens across the selected municipalities. For registration, differences include where the registration takes place, the amount of collaboration between municipalities and employment agencies/companies on registering EU mobile citizens, and the importance of addresses in the registration process. Regarding information flows across the selected municipalities, there are significant variations in the amount and type of information available to EU mobile citizens, the number of languages information is available in,as well as how the information is organized (i.e. in a centralized or decentralized way). Furthermore, while all the member states in which the selected municipalities are located provide information regarding registration on the Single Digital Gateway, not all provide information about renting housing. As for housing, the results revealed that most of the selected municipalities face issues with housing and that EU mobile citizens typically find housing either via their employers or personal network. Based on the results, a list of potential best practices and policy areas that could be improved was compiled. Furthermore, in order to have a stronger overview of policy developments in the field of EU mobile citizens among different municipalities, the VNG could consider hosting a Community of Practice with different municipalities across the EU as well as monitoring Interreg Europe projects focused on improving the situation of EU mobile citizens.

The literature on responsive regulation argues that citizens should be involved in regulatory practices to avoid capture between regulator and regulatee. It also argues that including citizens can add an important perspective to regulatory practices. However, we know little about how citizens' perspectives are brought into regulatory practices. This paper draws on existing qualitative research to compare and analyze four cases of experimental participatory regulation in Dutch health care, focusing on the theoretical assumptions that citizen involvement (a) prevents capture, and (b) stimulates the inclusion of new perspectives. Our results show that involving citizens in regulation can increase transparency and trust in regulatory practices and familiarizes regulators with other perspectives. It is, however, up to the regulator to work on deriving benefits from that involvement—not only the practical work of organizing participatory regulation, but also the conceptual work of reflecting on their own assumptions and standards. We do find evidence for weak forms of capture and argue for the need to extend capture to involve multiple actors. We reflect on these results for theory development and regulatory practice.

Increasingly, discussions on sustainability, in particular in relation to energy transition, are finding their way to the regional and local political arena. Although for analysing transition pathways on these sub-national scales, conceptual frameworks such as the multi-level perspective may be helpful, some issues remain relatively unaddressed: the relevance of citizens and their social networks and the precise interactions between place, the local context, and external conditions. This paper aims to better understand energy transition processes on the local and regional scale by analysing the case of the Dutch island of Ameland. Since 2006, Ameland has been on a sustainability pathway towards self-sufficiency, in particular in terms of reducing CO2 emissions. In this case study, we conducted in-depth empirical analysis, using a mixed-methods approach, including document analysis and ethnographic techniques. In a five-stage development process, a combination of place-related niche development, regime developments, and the involvement of citizens have created a protective space for several socio-technological innovations to emerge. The unique combination of specific local conditions, in particular political and cultural, and external influences, national policy, and ‘enlightened’ companies have shaped ideal conditions for Ameland to become an inspiring example of innovation in regional transition processes.

This dissertation focuses on the question how money mules are recruited and which mechanisms play a role. Money mules are people who receive money from victims of online fraud. They are an indispensable link in the commission of financial-economic cybercrimes, such as phishing and bank helpdesk fraud, because they break the financial trail from victims to core members. The crucial role of money mules in the crime script and the possible consequences for young money mules themselves make them a valuable target group for scientific research. Almost no empirical research has been conducted into money mules and the involvement mechanisms of cybercrime. However, this knowledge is necessary for the development and application of prevention measures: interventions aimed at money mules disrupt the execution of various forms of online fraud, which can reduce victimization of cybercrime among citizens and businesses. In total, the dissertation consists of six empirical chapters, in which different research methods were used. This includes questionnaires and expert interviews, but also more unique and innovative methods such as online field experiments and analysis of police investigations into cybercriminal networks. The dissertation shows that money mules - still - form a crucial link in the world of financial-economic cybercrime. It is clear that this phenomenon manifests itself in different ways over time: online bank accounts, international bank accounts and crypto wallets are currently popular among cybercriminal networks because they offer even more anonymity than bank accounts at large traditional banks. This also means that money mules are also recruited for their identification cards instead of their bank card, which offenders use to open up accounts for themselves. It can be concluded that the social environment of money mules forms a criminal opportunity structure. Money mules are approached via-via and actively addressed; online on social media such as Instagram and Telegram but also offline on the street, at school or at the metro station. Social relationships therefore offer cybercriminal networks access to co-offenders, including money mules, and can explain why young people become involved in the world of cybercrime. Financial motivations play a role here, because money mules often look up to the luxurious lifestyle of criminals and give up bank account details in exchange for compensation. Risk perceptions regarding the likelihood of being caught and the consequences of money muling are low and money mules justify the criminal behavior. In addition to financial considerations, some recruiters also exert pressure or even threaten with violence. This reflects the heterogeneous nature of the target group and makes it clear that various involvement mechanisms play a role.

The evolving landscape of science communication highlights a shift from traditional dissemination to participatory engagement. This study explores Dutch citizens’ perspectives on science communication, focusing on science capital, public engagement, and communication goals. Using a mixed-methods approach, it combines survey data (n = 376) with focus group (n = 66) insights. Findings show increasing public interest in participating in science, though barriers like knowledge gaps persist. Trust-building, engaging adolescents, and integrating science into society were identified as key goals. These insights support the development of the Netherlands’ National Centre of Expertise on Science and Society and provide guidance for inclusive, effective science communication practices.

Doelstellingen De mate van betrokkenheid van jonge gebruikers bij wervingsadvertenties voor geldezels op Instagram onderzoeken. Methoden Drie advertenties die de belangrijkste mechanismen voor betrokkenheid bij cybercriminaliteit weerspiegelen en gericht waren op Nederlandse gebruikersclusters werden op twee Instagram-plaatsingen geplaatst. Door middel van dit quasi-experimentele 3 × 2 factorial design konden we het bereik en de weergaven van de advertenties, de doorklikratio's, het geslacht van de deelnemers en de temporele verdelingen van de gebruikersbetrokkenheid analyseren. Resultaten De analyse toont aan dat tot 3% van de jonge gebruikers zich bezighield met de advertenties, vooral met advertenties die een luxe levensstijl promoten en neutralisatietechnieken gebruiken. Mannen waren vaker betrokken en 's nachts werd er meer geklikt. Conclusies Sommige jonge Instagram-gebruikers lijken geneigd om geld te verdienen via hun bankpas en lopen het risico om online betrokken te raken bij cybercriminaliteit. ENGLISH Objectives Examine the level of engagement of young users with money mule recruitment ads on Instagram. Methods Three ads reflecting key cybercrime involvement mechanisms and targeting Dutch user clusters were run on two Instagram placements. By means of this quasi-experimental 3 × 2 factorial design, we were able to analyze the reach and views of the ads, click-through rates, gender of the participants, and temporal distributions of user engagement. Results Mimicking actual recruitment environments, analysis shows that up to 3% of young users engaged with the ads, especially those promoting a luxury lifestyle and using neutralization techniques. Men were more likely to engage, and click-through rates were higher at night. Conclusions Some young Instagram users seem prone to making money through their bank cards and risk becoming involved in cybercrime online. We encourage future research to explore further the use of social media in criminological studies. Background and objective Public involvement in palliative care is challenging and difficult, because people in need of palliative care are often not capable of speaking up for themselves. Patient representatives advocate for their common interests. The aim of our study was to examine in depth the current practice of public involvement in palliative care. Setting and sample The study was conducted in the province of Limburg in the Netherlands, with six palliative care networks. Study participants were 16 patient representatives and 12 professionals. Method This study had a descriptive design using qualitative methods: 18 in-depth interviews and three focus groups were conducted. The critical incident technique was used. The data were analysed using an analytical framework based on Arnstein’s involvement classification and the process of decision making. Impact categories as well as facilitators and barriers were analysed using content analysis. Findings and conclusion The perceived impact of public involvement in palliative care in terms of citizen control and partnership is greatest with regard to quality of care, information development and dissemination, and in terms of policymaking with regard to the preparation and implementation phases of decision making. The main difference in perceived impact between patient representatives and professionals relates to the tension between operational and strategic involvement. Patient representatives experienced more impact regarding short-term solutions to practical problems, while professionals perceived great benefits in long-term, strategic processes. Improving public involvement in palliative care requires positive attitudes, open communication, sufficient resources and long-term support, to build a solid basis for pursuing meaningful involvement in the entire decision-making process.

Participatory energy planning at the local level engages citizens, builds legitimacy and trust, and increases successful implementation of renewable energies. In the context of heat planning, technology choices highly vary depending on the local context and social conditions and including social input therefore benefits the planning process. This research adds to the current literature, which lacks concrete examples and verified approaches that clarify what the guiding principles of participatory energy planning are and how the opportunities and challenges can be dealt with. This paper elaborates on these opportunities and challenges and proposes a process design, using multiple tools (a survey, an Information-choice Questionnaire, and workshops) to collect the social input that is necessary to make technology choices in a participatory manner. The process design is applied and tested in a case study of a Dutch neighbourhood and lessons learned are drafted as a basis for further research.

Civil society as a social sphere is constantly subjected to change. Using the Dutch context, this article addresses the question whether religiously inspired engagement is a binder or a breakpoint in modern societies. The author examines how religiously inspired people in the Netherlands involve themselves in non-governmental organizations (NGOs) and voluntary activities. Religious involvement and social engagement in different European countries are compared and discussed. In addition, the author explores the models of civil society and applies these to both the Christian and Islamic civil society in the Netherlands. Using four religious ‘identity organizations’ as case studies, this article discusses the interaction of Christian and Islamic civil society related to secularized Dutch society. The character and intentions of religiously inspired organizations and the relationship between religious and secular involvement are examined. This study also focuses on the attitude of policymakers towards religiously inspired engagement and government policy on ‘identity organizations’ in the Netherlands.
