Spatial Information is an integral part of flood management practices which include risk management &emergency response processes. Although risk & emergency management activities have their own characteristics, forexample, related to the time scales, time pressure, activities & actors involved, it is still possible to identify at least onecommon challenge that constrains the ability of risk & emergency management to plan for & manage emergencieseffectively and efficiently i.e. the need for better information. Considering this aspect, this paper explores flood managementin Netherlands& India with an emphasis on spatial information requirements of each system. The paper examines theactivities, actors & information needs related to flood management. Changing perspectives on flood management inNetherlands are studied where additional attention is being paid to the organization and preparation of flood emergencymanagement. Role of different key actors involved in risk management is explored. Indian Flood management guidelines, byNational Disaster Management Authority, are analyzed in context of their history, institutional framework, achievements andgaps. Flood Forecasting System of Central Water Commission of India is also analyzed in context of spatial dimensions.Further, information overlap between risk & emergency management from the perspectives of spatial planners & emergencyresponders and role of GIS based modelling / simulation is analyzed. Finally, the need for an integrated spatial informationstructure is explained & discussed in detail. This examination of flood management practices in the Netherlands and Indiawith an emphasis on the required spatial information in these practices has revealed an increased recognition of the stronginterdependence between risk management and emergency response processes. This report maps different programs that supportrefugees on the road to entrepreneurship. The municipality of The Hague, along with the refugee and migrant support organization EnterStart (MigrantINC) asked for an evaluation of the program The Hague Test Garden (from now on called The Test Garden) where refugees can ask for help starting their own businesses. The evaluation is not just based on the experiences in The Test Garden; other programs have been included in the evaluation to come to a broader view of the road to entrepreneurship and the obstacles encountered. The increased inflow of refugees in Dutch society and on the Dutch labor market has generated different support programs for starting-up a business. Some of these programs already existed but shifted to accommodate the needs of this specific target group. Other programs were initiated to support refugees because of perceived barriers in Dutch society. Most programs are private initiatives, funded on a project basis. In the Netherlands, refugees that hold a residence permit are called ‘status holders’. Upon arrival, they received a temporary permit for at least five years. They need to follow a civic integration and language program and they are expected to be part of the (regular) education system or labor market as soon as possible. The Test Garden started in 2016, a time when multiple support systems for refugee-entrepreneurs began their programs. This report starts with a short overview ofrefugee flows to the Netherlands. The main part of the report consists of the comparison and evaluation of the different programs. The information was gathered through literature, websites, and in-depth interviews with program managers and others involved. Our current take-make-dispose economic model faces a vital challenge as it extracts resources from the natural environment at faster rates than that the natural environment can replenish. A circular economy where businesses lower their negative impact on the natural environment by transitioning towards recycling business models (RBMs), one of the four principles of circularity, is suggested as a promising solution. For a RBM to become viable, collaboration among several stakeholders and across several industries is required. In addition, the RBM should be scalable to make a positive impact. Hence, developing RBMs is complex as organizations need to consider multiple principles imposed by the recycling, collaborative, and scalability dimensions of these business models (BMs). In addition, these principles often remain general and not actionable to the practitioners. Therefore, in this study, we researched the practical guidelines for viable RBMs that are also collaborative and scalable. The empirical setting is the reuse of textile fibers to develop biocomposite products. We studied three cases using a research-through-design approach. We contribute to the literature on RBMs by showing the six minimum practical guidelines for recyclability, collaboration, and scalability. We draw implications for within sector collaborations and advance the thought that lease constructs challenge the scalability of RBM.
