README.first is a bilingual collection of mini-essays, published in the run up to the Plokta filmfestival. We’ve asked writers, researchers, theorists, artists, programmers, and others to pick an online video that functions as a stepping stone for their thought and practice and to comment shortly on why they find the video so significant, funny, or outright disturbing. The resulting reflections speak about Silicon Valley obsessions, our mediated social lives, the impact of technology on centuries old games, and more.Plokta showcases film as a frame of socio-technological themes and discussions. With these essays we want to broaden the scope to one of the most significant developments in visual culture of the past decades: the rise of online video. At the Institute of Network Cultures (INC), online video has been a research topic already since 2007, in a continuous project named Video Vortex. Together, Plokta and INC, hope to stimulate reflections before, during and after the festival on what the moving image has to say to us.

Krimp is groei

De HvA zou moeten inzetten op krimp van studentenaantallen, maar andere gebieden dan een groei moeten streven, vindt August Hans den Boef. De auteur beschrijft hoe hij in de jaren 70 de hogeschool heeft zien veranderen, de gebouwen verhuisden naar de periferie van de stad. Studenten werden klanten. Door groei in kwaliteit en aantal studenten moesten de hogescholen aan kwaliteit inboeten. De auteur beschrijft vervolgens waar de hogeschool zich wel op zou moeten richten.

Europe and Germany's Age of Catastrophe, 1914-1950

Many, many comparisons have been drawn in recent years between the current rise of (right-wing) populism and the financial crisis of 2008 that shook and continues to shake Europe to its core, and the tumultuous and horrifying events of the 1930s, which in the end resulted in the Second World War. A number of recent studies which (partially) focus on this decade carry ominous titles like To Hell and Back, The Age of Catastrophe and The Triumph of the Dark. Referred to by some historians as the second Thirty Years’ War, the period from the First World War to the end of the Second still continues to draw much academic and indeed public attention. In many cases, Germany deservedly plays a central role in the analysis, either in the form of the Kaiserreich or the ill-fated Weimar Republic and, of course, Nazi Germany. The five books under review here discuss European history between 1914 and 1950 in general, and that of Germany in particular, in this period. How to deal with the German menace? West German rearmament, proposals for a common European army, and the Dutch and West German response, 1949-1945

At the end of the 1940s and the early 1950s, the question whether or not to rearm West Germany was a fiercely and hotly debated topic in Europe. The Americans suggested doing this by integrating the Federal Republic in NATO. However, many Europeans feared the resurgence of German militarism. Nowhere was this more true than in France. Therefore, the French Foreign Minister René Pleven launched the so-called Pleven Plan, designed to allow West German units to be established, but only in small units. That way, Europe could profit from West Germany’s manpower, without the country becoming a military threat. Discussions on the European Defence Community were tough, but in the end was signed by the six Founding Fathers. The Dutch did so reluctantly, especially because the Americans were left out, favouring security arrangements in NATO and rearming and incorporating West Germany in the Western alliance. To the Netherlands, it was essential to incorporate the British and especially the Americans in the Western defense; the Dutch always favoured an Atlantic alliance, opposing too much supranationality in the European integration project. The Federal Republic of Germany on the other hand, saw it as an opportunity to regain sovereignty. „Der Druck auf die alliierten und deutschen Autoritäten, den Transfer von Kapitalerträgen aus Deutschland zu erlauben, darf den Versuchen, die Exporte nach Deutschland zu erhöhen, definitiv nicht untergeordnet werden“, schrieb der niederländische Ökonom P. J. van den Burg in der ökonomischen Wochenzeitschrift Economisch-Statistische Berichten Anfang 1949.1 Seine Beobachtung war nur zu verständlich: In der niederländischen Politik gegenüber Deutschland bestand eine deutliche Ambivalenz zwischen Versuchen, Vorkriegsvermögen zurückzuerhalten, und den Versuchen, niederländisch-deutsche Handels- und Wirtschaftsbeziehungen wiederherzustellen. In den Niederlanden war dieser Dualismus besonders akut, weil Deutschland, seit dem späten 19.Jahrhundert die dominante Wirtschaftsmacht Kontinentaleuropas, seit etwa 1850 der wichtigste Handelspartner der Niederlande gewesen war.2 Zudem hatten niederländische Unternehmen, Banken und Privatpersonen in der ersten Dekade nach dem Ersten Weltkrieg in Deutschland im Allgemeinen und im Ruhrgebiet im Besonderen große Investitionen getätigt. Jedoch verloren niederländische Eigentümer und Firmen 1931, als die Konvertibilität der Reichsmark aufgegeben wurde, die Kontrolle über ihre Besitzungen und Investitionen im Dritten Reich. Europese verkiezingen, heel belangrijk

Op donderdag 22 mei 2014 worden in Nederland de verkiezingen voor het Europees Parlement gehouden. De burger wordt in staat gesteld zijn/haar vertegenwoordiger in dit parlement rechtstreeks te kiezen. Er wordt tegenwoordig veel over Europa gediscussieerd. Dat is op zich een goede zaak. De discussie moet echter wel op een evenwichtige wijze plaatsvinden. Dat is niet altijd het geval. In het publieke debat wordt bijvoorbeeld het bestaan van de economische cisis vaak aan Europa verweten. Ook laten Europa-criticasters veel van zich horen. Daarentegen wordt weinig gehoord van de voorstanders van Europese samenwerking. In die zin is de betekenis van de verkiezingen aanzienlijk. Het is een testcase voor de geloofwaardigheid van het samenwerkingsproces in het algemeen en, belangrijker nog, voor de steun die Europa onder de bevolking geniet in het bijzonder. Mede vanwege de traditioneel lage opkomst voor de Europese verkiezingen (in Nederland in 2009 43,1%) is het goed een genuanceerd debat te stimuleren. Het is om die reden dat het lectoraat European Integration het plan heeft opgevat om naar aanleiding van de verkiezingen van 22 mei een publicatie het licht te doen zien waarin diverse aspecten rond de verkiezingen aan de orde komen, zoals: • Het al dan niet bestaan van een democratisch deficit in Europa; • De behoefte aan een Europese publieke ruimte; • De complexiteit van het besluitvormingsproces van de Europese Unie, in samenhang met de vraag hoe je dat uitlegt aan de burger • Aandacht voor de fundamentele waarden waarop het Europese integratieproces is gebaseerd; • De verantwoordelijkheid van de media bij de berichtgeving; • De betekenis van het Europees Burgerschap. Met deze publicatie hoopt het lectoraat bij te dragen aan een adequate voorlichting over het belang van de Europese verkiezingen. Het lectoraat is ook voornemens, parallel aan het gereedkomen van de publicatie een seminar op De Haagse Hogeschool te organiseren op donderdagmiddag 1 mei. “A Chinese Wall along our Eastern Border” – Allied Occupation Policy in Germany and its Consequences for Dutch-German Trade Relations, 1945-1949

After the unconditional surrender of the Third Reich in May 1945, Germany no longer existed as a sovereign, independent nation. It was occupied by the four Allied powers: France, Great Britain, the United States and the Soviet Union. When it came to the postwar European recovery, the biggest obstacle was that the economy in Germany, the dominant continental economic power before the Second World War, was at an almost complete standstill. This not only had severe consequences for Germany itself, but also had strong economic repercussions for surrounding countries, especially the Netherlands. As Germany had been the former’s most important trading partner since the middle of the nineteenth century, it was clear that the Netherlands would be unable to recover economically without a healthy Germany. However, Allied policy, especially that of the British and the Americans, made this impossible for years. This article therefore focuses on the early postwar Dutch-German trade relations and the consequences of Allied policy. While much has been written about the occupation of Germany, far less attention has been paid to the results of this policy on neighbouring countries. Dat begint met een goed begrip van hoe de wereld feitelijk in elkaar zit, wat de drijvende krachten zijn, hoe machtspolitiek van de grote mogendheden op andere landen inwerkt en aan welke eisen van volkenrecht en politieke ethiek goed beleid hoort te voldoen. Ook de werking van de mondiale economie en van internationale organisaties als de VN, de NAVO en de EU is erg belangrijk. Dit studieboek geeft een inleiding in de leer van de internationale betrekkingen. Deskundigen leggen helder uit hoe de huidige politieke wereld is ontstaan, wat er op de agenda van het buitenlands beleid staat, en in welke richting de mondiale problematiek zich ontwikkelt. Wat is het risico op nieuwe oorlogen? Zou de Europese Unie uiteen kunnen vallen? Waarom is er ontwikkelingssamenwerking? Hoe op te treden tegen agressie en schendingen van het volkenrecht en de rechten van de mens? Hoe kunnen kleine, maar welvarende en moderne landen als Nederland en België zich staande houden en voor een veilige toekomst helpen zorgen?
