This article investigates the aesthetic advice posted by temporary employment agencies on their websites. These agencies organise a substantial part of the Dutch labour market and they are known to apply exclusionary practices in their strategies of recruitment and selection in order to meet employers’ preferences. This article sheds light on (1) the content of the advice; (2) how it legitimises the importance of aesthetics for finding work; and (3) in what ways the advice serves the purposes of the agencies. An in-depth content analysis illustrates how the advice has the potential to reproduce exclusions, thus helping employment agencies adhere to employers’ exclusionary requests. Creating online content that generates traffic to the websites in this case causes a circular logic in which the importance of aesthetics is self-reinforcing. The study illustrates that the seemingly neutral and empty advice posted on websites may enforce exclusions in the temporary work labour market.

The key role of Restructing Agencies in achieving high private investments and creating employment. Effective revitalization leads to economically vital and future proof industrial parks. This short paper tells how revitalization can be effectively performed. Preliminary results are presented of a four year study of the Restructuring Agency of Overijssel, active in revitalization in the Province of Overijssel in the Netherlands. The study identifies, presents and reflects on the effectiveness of working methods used by the restructuring agency in seven revitalization projects of industrial parks. The value of continuously focusing on willingness to invest is identified as a key working method and success factor. Other working methods illustrate the importance and effectiveness of goal-oriented choices that aim at snowball effects, the use of dynamic opportunity maps, choosing own role based on complementarity, always developing business cases that contribute to value cases, and managing the important relationship between effective working methods and capability of individuals and organizations. Ongoing research aims at further underpinning provisional conclusions about the use and effectiveness of working methods, and the development of a toolbox for practitioners that will contain and integrate capability profiles, working methods, and the related change management approach.

In a study commissioned by the Association of Dutch Municipalities (VNG), the applied research group European Impact has compiled the results from interviews executed by approximately 240 European Studies students at The Hague University of Applied Sciences. The purpose of this report is to compare and contrast the situation of intra-EU labor migrants (hereafter referred to as EU mobile citizens) in regard to registration, housing, and information flows in 12 different municipalities across the EU. Based on semi-structured interviews with municipal workers and individuals from employment agencies/companies from the selected municipalities, the picture that emerges is one of divergence. There are significant variations regarding the registration procedure and information flows for EU mobile citizens across the selected municipalities. For registration, differences include where the registration takes place, the amount of collaboration between municipalities and employment agencies/companies on registering EU mobile citizens, and the importance of addresses in the registration process. Regarding information flows across the selected municipalities, there are significant variations in the amount and type of information available to EU mobile citizens, the number of languages information is available in,as well as how the information is organized (i.e. in a centralized or decentralized way). Furthermore, while all the member states in which the selected municipalities are located provide information regarding registration on the Single Digital Gateway, not all provide information about renting housing. As for housing, the results revealed that most of the selected municipalities face issues with housing and that EU mobile citizens typically find housing either via their employers or personal network. Based on the results, a list of potential best practices and policy areas that could be improved was compiled. Furthermore, in order to have a stronger overview of policy developments in the field of EU mobile citizens among different municipalities, the VNG could consider hosting a Community of Practice with different municipalities across the EU as well as monitoring Interreg Europe projects focused on improving the situation of EU mobile citizens.

In an increasingly complex and rapidly changing world, traditional disciplinary approaches to the framing and resolution of social and economic problems deliver ever diminishing returns.Discussions abound, therefore, about how best to educate and prepare graduates for the fresh challenges of the 21st century.Knowledge Alliances between Higher Education Institutions (HEIs) and enterprises which aim to foster innovation, entrepreneurship, creativity, employability, knowledge exchange and/or multidisciplinary teaching and learning are therefore becoming increasingly necessary and relevant. The challenge is to determine what we should teach in the future and how it should be taught. The changing nature of contemporary society highlights that social issues are often highly complex and multifaceted.The aim of this Action is to demonstrate, through the adoption of Multi-Disciplinary Innovation (MDI) methods, how we can respond to social problems with a design-led approach which has a problem-oriented ethos, supporting positive social change and the development of international public policy discourse. It will be achieved through the establishment of a Pan-European Public Sector Innovation (ePSI) lab. This project aims to contribute to the transition from proprietary smart city software to the design & employment of ‘public software’ that can be deployed by cities in their operational and policy processes, in order to better safeguard public values. With the advance of smart city technologies, software deployed by municipalities can no longer be understood as just a productivity tool. The mechanics and algorithms operative in the software and the data it collects have become key elements in the execution of urban policy and have started to become a resource for decision making processes. That means that transparency and data-ownership are becoming important public values in software deployment. Most proprietary software systems that cities are currently using in their operations do not fulfill these requirements. Therefore a transition is needed to the deployment of what we call public software. To bring this transition about, for municipal governments it is important to learn more about the process in which public software can be procured, deployed and shared between cities. For creative industries players such as developers and creative agencies, it is important to gain further knowledge about what role they can play in this process and learn more about possible business models to sustain the production and upkeep of public software. This project addresses these knowledge gaps through three workshops in which the most important issues for this transition will be identified, leading to a Guide for the Deployment of Public Software as well as a research agenda and an international network of stakeholders.
