Energy poverty is a growing concern in the Netherlands due to the rising gas and electricity prices. There are three main contributors to energy poverty: low income, high fuel costs and energy inefficient homes. Energy poverty effects can have significant consequences, influencing both physical and mental health, increasing the chances of becoming trapped in a cycle of poverty and social isolation. Usually, policy making approaches to combat energy poverty mainly focus on financial support on a household scale or on prices regulating efforts. However, this study argues that actions on a community level could also contribute to alleviating the impacts that energy poverty has on citizens’ lives. For example, community centers in low-income neighborhoods could potentially play a catalyst role in alleviating the effects of energy poverty by exemplifying energy saving techniques, catering to the needs of residents, increasing social cohesion and inspiring collective action. This research explores strategic design interventions through a whole system’s lens; social, energy and nature, that can be applied to the new VanHouten community center in the Oosterpark district of Groningen, the Netherlands. This is a historic, former school building, under a restoration and reuse process, owned by the municipality. Literature reviews, participatory events and interviews have been used to explore the possibilities to mitigate energy poverty, within a research by design process. Beyond the local case, the findings lay the groundwork for more systematic studies on how to alleviate the impact of energy poverty on a community level.

Energy efficiency has gained a lot of prominence in recent debates on urban sustainability and housing policy due to its potential consequences for climate change. At the local, national and also international level, there are numerous initiatives to promote energy savings and the use of renewable energy to reduce the environmental burden. There is a lot of literature on energy saving and other forms of energy efficiency in housing. However, how to bring this forward in the management of individual housing organisations is not often internationally explored. An international research project has been carried out to find the answers on management questions of housing organisations regarding energy efficiency. Eleven countries have been included in this study: Germany, the United Kingdom (more specifically: England), France, Sweden, Denmark, the Netherlands, Switzerland, Slovenia, the Czech Republic, Austria and Canada. The state of the art of energy efficiency in the housing management of non-profit housing organisations and the embedding of energy efficiency to improve the quality and performance of housing in management practices have been investigated, with a focus on how policy ambitions about energy efficiency are brought forward in investment decisions at the estate level. We live in a time of radical changes in Europe. The climate crisis, the war in Ukraine, energy crisis, the pandemic, increasedprice levels and interest rates, digitalization, robotization, reduced birth rates, an aging population, migration, a decliningdemocracy index and increasing friction level between continents and powerful states makes us uncertain about tomorrow.Deglobalization, shorter production lines, changed export models, bloc formations and sovereignty might be results of someof the large challenges we see today. We see tendencies towards increasing poverty and a declining middle class. It isperhaps more important than ever in recent times to show optimism on behalf of young people and future generations.European cooperation and the link between the right skills for the right future seems to be more actual and important thanever. A report from McKinsey Global Institute (2017) about future work life, competence development and digitalization,shows that approximately 50 % of todays jobs can disappear in the nearest future caused digitalization, robotization and AI.MGI’s in-dept report have covered more than 20 countries and 30 industries (mckinsey.com). We have also a commonEuropean challenge reagarding too many youth outside the working life. The NEET index (Not in Employment, Education orTraining) was 14 % totally for the EU countries, 9.6 % for Germany, 6.3 % for Netherlands and also 6.3 % for Norway in2021 (ssb.no).This is a challenge we have to solve as we need to increase the work participation as welfare costs willincrease as a consequence of more immigration and several older people.
