Self-organisation in environmental service delivery is increasingly being promoted as an alternative to centralised service delivery. This article argues that self-organised environmental service delivery must be understood in the context of legal rules, especially environmental legislation. The article’s aim is twofold: first, to understand the changing relationship between the government and citizens in self-organised service delivery, and second, to explore how self-organised environmental service delivery complies with environmental quality requirements stipulated in legislation. The empirical study focuses on wastewater management in Oosterwold, the largest Dutch urban development that experimented with self-organisation. The results show that while individual wastewater management was prioritised and implemented at scale, the applicable legal rules were not adequately considered and integrated. Consequently, the experiment led to a deterioration of water quality. The article concludes that the success or failure of self-organisation in delivering environmental services such as wastewater management critically hinges on ensuring compliance with environmental legislation.
from the article: Abstract Based on a review of recent literature, this paper addresses the question of how urban planners can steer urban environmental quality, given the fact that it is multidimensional in character, is assessed largely in subjective terms and varies across time. The paper explores three questions that are at the core of planning and designing cities: ‘quality of what?’, ‘quality for whom?’ and ‘quality at what time?’ and illustrates the dilemmas that urban planners face in answering these questions. The three questions provide a novel framework that offers urban planners perspectives for action in finding their way out of the dilemmas identified. The energy efficiency and sustainability of an anaerobic green gas production pathway was evaluated, taking into account five biomass feedstocks, optimization of the green gas production pathway, replacement of current waste management pathways by mitigation, and transport of the feedstocks. Sustainability is expressed by three main factors: efficiency in (Process) Energy Returned On Invested (P)EROI, carbon footprint in Global Warming Potential GWP(100), and environmental impact in EcoPoints. The green gas production pathway operates on a mass fraction of 50% feedstock with 50% manure. The sustainability of the analyzed feedstocks differs substantially, favoring biomass waste flows over, the specially cultivated energy crop, maize. The use of optimization, in the shape of internal energy production, green gas powered trucks, and mitigation can significantly improve the sustainability for all feedstocks, but favors waste materials. Results indicate a possible improvement from an average (P)EROI for all feedstocks of 2.3 up to an average of 7.0 GJ/GJ. The carbon footprint can potentially be reduced from an average of 40 down to 18 kgCO2eq/GJ. The environmental impact can potentially be reduced from an average of 5.6 down to 1.8 Pt/GJ. Internal energy production proved to be the most effective optimization. However, the use of optimization aforementioned will result in les green gas injected into the gas grid as it is partially consumed internally. Overall, the feedstock straw was the most energy efficient, where the feedstock harvest remains proved to be the most environmentally sustainable. Furthermore, transport distances of all feedstocks should not exceed 150 km or emissions and environmental impacts will surpass those of natural gas, used as a reference. Using green gas as a fuel can increase the acceptable transportation range to over 300 km. Within the context aforementioned and from an energy efficiency and sustainable point of view, the anaerobic digestion process should be utilized for processing locally available waste feedstocks with the added advantage of producing energy, which should first be used internally for powering the green gas production process.
The project is a field study for several diverse hotel chains, including individual properties operated under the Marriott brand, Postillion Hotels. Each brand has unique values, missions, and visions. Therefore, this integration will lead to the development of company-specific sustainability strategies and processes. The study will use the model of levers of control to provide such tailor-made solutions and determine if a generic approach can be developed to match a corporate sustainability strategy with a corporate strategy and develop a supporting management control system for operationalizing the sustainability strategy. Research question: How can a hotel brand formulate and implement a sustainability strategy with a supporting management control system that not only complies with the new CSRD (Corporate Sustainability Reporting Directive) legislation but also emphasizes the creation of substantial value in financial and ESG (Environmental, Social, and Governance) aspects, based on double materiality, in line with the organization's corporate values and beliefs? Objective The aim is to develop a validated method, including tools, that hotels can use to create a sustainability strategy in line with the CSRD guidelines. This strategy should create value for the organization, the environment, and society, while aligning with the hotel's values and beliefs. Merely being compliant with the CSRD is not enough for hotels. Instead, they should view the implementation of the CSRD as an opportunity to stand out in terms of sustainability. By creating value in areas such as environment, safety, and governance, or through the six capitals (financial, manufactured, intellectual, human, social and relationship, and natural) that align with the UN-SDGs, and explicitly taking both an inside-out and an outside in perspective (double materiality), hotels can significantly enhance their sustainability reputation.
In the Netherlands, the Agri-Food and Water Top Sectors aim at climate neutral food systems that close loops in the food value chains from farm to fork, based on efficiency of natural resource management, optimum use of food, a reduced use of natural resources and less environmental pressure, and optimum use of residue streams. It is also in their ambitions to promote and market Dutch circular solutions in foreign countries, such as emergent economies. The transition to a circular economy in the food chain in emergent economies requires a radical transformation, in which an integrated approach is required. In this regard, Indonesia strives for green development representing an advantageous market opportunity for Dutch SME’s offering circular innovations on the food value chain. The consortium in this project would like to explore the opportunities for applying integrated approaches contributing to the transition to a circular economy in the food chain of emerging countries, in this case Indonesia, that could open market opportunities in the agri-food sector. The integrated approach includes innovations on effective use of natural resources (e.g., soil and water), innovations on ‘reshaping’ local organization and governance, and innovations on food/streams value chains.
The purpose of this project was to create a roadmap with selected mechanisms to assist destination management organisations to optimize the benefits generated by tourism for their destination communities and ensure that it is shared equitably. By providing tools to identify and address inequality in terms of access to the benefits and value tourism generates, it is envisaged that a more equitable tourism model can be implemented leading to the fair distribution of benefits in destination communities, potentially increasing the value for previously excluded or underserved groups. To produce the roadmap, the study team will explore the range of challenges that hinder the equitable distribution of tourism-induced benefits in destinations as well as the enabling factors that influence the extent to which this is achieved. The central question the research team has set out to answer is the following: What does an equitable tourism model look like for destination communities?Societal issueHowever, while those directly involved in tourism will gain the most, the burden of hosting visitors is widely felt by local communities. This imbalance has, unsurprisingly, sparked civil mobilisations and protests in destinations around the world. It’s clear that placemaking and benefit-sharing must be part of the future of destination management to maintain public support. This project addressed issues around equity (environmental, economic, spatial, cultural and tourism experience). In line with the intentions set out in the CELTH Agenda Conscious Destinations.Benefit to societyBased on 25 case studies around 40 mechanisms were identified that can grow or better distribute the value from tourism, so that more people in destination communities benefit. These mechanisms are real-world practices already in use. DMOs and NTOs can consider introducing the mechanisms that best fit their destination context, pulling levers such as: taxes and revenue sharing, business incubation and training, licencing and zoning, community enterprises and volunteering, and product development..This report also outlines a pathway to an Equity-Driven Management (EDM) approach, which is grounded in participatory decision-making principles and aims to create a more equitable tourism system by strengthening the hand of destination governance and retaining control of local resources.Collaborative partnersNBTC, the Travel Foundation, Destination Think, CELTH, ETFI, HZ.
