Abstract—A survey was conducted among 20 Dutch hospitals about radiation protection for interventional fluoroscopy. This was a follow-up of a previous study in 2007 that led to several recommendations for radiation protection for interventional fluoroscopy. The results indicate that most recommendations have been followed. However, radiation-induced complications from interventional procedures are still often not recorded in the appropriate register. Furthermore, even though professionals with appropriate training in radiation protection are usually involved in interventional procedures, this often is not the case when these procedures are carried out outside the radiology department. Although this involvement is not required by Dutch law, it is recommended to have radiation protection professionals present more often at interventional procedures. Further improvements in radiation protection for interventional fluoroscopy may come from a comparison of dose-reducing practices among hospitals, the introduction of diagnostic reference levels for interventional procedures, and a more thorough form of screening and follow-up of patients

Stefan Bengtsson's commentary about policy hegemony discusses the alternative discourses of socialism, nationalism, and globalism. However, Stefan does not adequately demonstrate how these discourses can overcome the Dominant Western Worldview (DWW), which is imbued with anthropocentrism. It will be argued here that most policy choices promoting sustainability, and education for it, are made within a predetermined system in which the already limiting notion of environmental protection is highly contingent on human welfare. What would really contest the dominant assumptions of Vietnamese policy and, more specifically, education for sustainable development (ESD) is an alternative discourse that challenges the DWW. The Ecocentric and Anthropocentric Attitudes toward the Sustainable Development (EAATSD) scale measures environmental concern in relation to sustainable development. This article will discuss how this scale was tested with three groups of Dutch higher education students. Findings demonstrate that anthropocentric and ecocentric values are independent of the students’ chosen course of study, suggesting that students attracted by the ‘sustainable development’ course title do not necessarily associate ‘sustainability’ with ecocentric aims. Through the commodification of nature, the framing of the environment as a ‘natural resource’ or ‘ecosystem service’ has become increasingly prominent in international environmental governance. The economic capture approach is promoted by international organizations such as the United Nations Environmental Program (UNEP) through Reducing Emissions from Deforestation and Forest Degradation (REDD), Payments for Ecosystem Services (PES) and The Economics of Ecosystems and Biodiversity (TEEB). This paper will inquire as to how forest protection is related to issues of social and ecological justice, exploring whether forest exploitation based on the top-down managerial model fosters an unequitable distribution of resources. Both top-down and community-based approaches to forest protection will be critically examined and a more inclusive ethical framework to forest protection will be offered. The findings of this examination indicate the need for a renewed focus on existing examples of good practice in addressing both social and ecological need, as well as the necessity to address the less comfortable problem of where compromise appears less possible. This chapter addresses environmental education as an important subject of anthropological inquiry and demonstrates how ethnographic research can contribute to our understanding of environmental learning both in formal and informal settings. Anthropology of environmental education is rich in ethnographies of indigenous knowledge of plants and animals, as well as emotional and religious engagement with nature passed on through generations. Aside from these ethnographies of informal environmental education, anthropological studies can offer a critical reflection on the formal practice of education, especially as it is linked to development in non-Western countries. Ethnographic and critical studies of environmental education will be discussed as one of the most challenging directions of environmental anthropology of the future. The Dutch conservation area Oostvaardersplassen was initiated as a rewilding project within the Netherlands’ protected area network. It came under the spotlight when management strategies and practices were criticized by scientists, conservation practitioners, and the public, from a number of perspectives – not all of which were compatible. This article reviews the origin, evolution, and application of the rewilding concept and examines the Oostvaardersplassen project as a case study. Our assessment demonstrates that the area was never an appropriate site for rewilding, beset by rudderless management, and led to a situation that was ecologically and ethically untenable. The case study is used to illustrate humanity’s evolving role in environmental protection where advances in the understanding of ecological complexity, animal behavior, and sentience, cannot be ignored when addressing environmental protection, problem solving, and management. Refugees and internally displaced people who flee their homes due to environmental threats and far-going degradation which destroys their living conditions are not well-protected under international law. Refugee law focusses on political refugees. Establishing principals similar to the Responsibility to Protect (R2P) regime, (which is limited to genocide, war crimes, crimes against humanity and ethnic cleansing), could offer a solution for the lack of protection of environmental refugees. The obligation to establish this system could be based on the same obligation that forms the basis of the establishment of the R2P regime itself: the international obligation to prevent large scale suffering. This obligation corresponds with changed notions regarding state sovereignty and with the moral and legal obligations emanating from various human rights treaties. In first instance, according to R2P, the primary responsibility to take protective measures lies with the state itself. Secondly, the international community has a responsibility to assist. Lastly, the international community has a responsibility to respond duly and in a decisive manner when a state is unable or unwilling to provide protection for its citizens. The international community is equipped with a broad range of instruments under R2P that can be employed to protect environmental refugees. These instruments allow for custom-made solutions, which are absent in most traditional legal instruments

Er is wereldwijd een groeiende groep milieuvluchtelingen. Voor deze mensen, die vluchten als gevolg van bijvoorbeeld een tsunami, dijkdoorbraak, hoge concentraties vrijkomende giftige stoffen bij een industrieel ongeval, verwoestijning, uitputting van de bodem of langdurige regenval, bestaat nog geen adequaat internationaal beschermingsregime. Ons vorige artikel in Applied Research Today (april 2013) bracht in kaart welke soorten milieuvluchtelingen bestaan, en betoogde dat de bescherming van deze groep plaats kan vinden onder het VN-principe The Responsibility to Protect (R2P). R2P omvat onder andere een integrale aanpak die gericht is op het voorkomen, reageren en opbouwen, waarbij de verantwoordelijkheid is ondergebracht in drie pijlers: 1) een staat is zelf verantwoordelijk voor de bescherming van milieuvluchtelingen, 2) de internationale gemeenschap heeft een verantwoordelijkheid een staat hierbij te assisteren, en 3) de internationale gemeenschap heeft de verantwoordelijkheid om collectief snel en beslissend te reageren indien een staat zelf zijn milieuvluchtelingen niet kan of wil beschermen. Dit vervolgartikel formuleert hoe de integrale aanpak van The Responsibility to Protect kan worden geoperationaliseerd voor de bescherming van milieuvluchtelingen. ABSTRACT The number of environmental refugees is growing. An adequate international legal protection regime is lacking for people who, for example, flee as a result of a tsunami or levee breach; high concentrations of toxic substances from industrial accidents; desertification; soil depletion or prolonged rainfall. Our previous article in Applied Research Today (April 2013) described eight different groups of environmental refugees and argued that the protection of these groups can be ensured under the UN principle the Responsibility to Protect (R2P). R2P offers an integral approach that focuses on prevention, reaction and rebuilding. In first instance, the responsibility to take protective measures lies with the state itself. Secondly, the international community has a responsibility to assist. Lastly, when a state is not able or willing to protect its environmental refugees, the international community has the responsibility to respond in a swift and decisive manner. This follow-up article formulates how the Responsibility to Protect concept could be operationalised to protect environmental refugees.

The phenomena of urbanization and climate change interact with the growing number of older people living in cities. One of the effects of climate change is an increased riverine flooding hazard, and when floods occur this has a severe impact on human lives and comes with vast economic losses. Flood resilience management procedures should be supported by a combination of complex social and environmental vulnerability assessments. Therefore, new methodologies and tools should be developed for this purpose. One way to achieve such inclusive procedures is by incorporating a social vulnerability evaluation methodology for environmental and flood resilience assessment. These are illustrated for application in the Polish city of Wrocław. Socio-environmental vulnerability mapping, based on spatial analyses using the poverty risk index, data on the ageing population, as well as the distribution of the areas vulnerable to floods, was conducted with use of a location intelligence system combining Geographic Information System (GIS) and Business Intelligence (BI) tools. The new methodology allows for the identification of areas populated by social groups that are particularly vulnerable to the negative effects of flooding. This article will briefly discuss the implications of the recognition of ecological justice in relation to environmental education (EE) and education for sustainable development (ESD). It is argued that the present conception of environment taught through EE and ESD negates the subjectivity of non-human species and ignores the ethical imperatives of ecological justice. Evocating environmental ethics, major directions integrating ecological justice into EE and ESD are proposed.
