The participating universities and their associated partners under the Committed project have formulated the following recommendations to help the European legislators create a coherent system in educating and preparing the HEIs for proper handling of compliance risks and issues in research and education activities. To lay down the fundamentals of a uniform, European export compliance andrisk management system for higher education and scientific research, the project members scrutinized the currently existing and effective European regulations, the European Commission’s recommendation in this subject and the respective national rules, and also U.S. legislation in the field of deemed export.

In January 2017, relations between Greece and Turkey were under severe strain when warships from both sides engaged in a brief standoff near a pair of uninhabited Greek ‘islets’ in the Aegean, whose sovereignty is disputed by Turkey. Theoretically informed by the literature of foreign policy analysis, we examine how the Greek diplomats, military officers and political analysts interpreted Turkey’s behaviour at that particular time. The article considers the following research question: which factors, from a Greek point of view, explain Turkey’s foreign policy in the Aegean in January 2017? Our theoretical expectation is that, in the aftermath of the coup attempt in Turkey, Greek diplomats, military officers and political analysts would ascribe domestic calculations into Turkey’s activities. We employed Q- methodology to uncover socially shared perspectives on this topic. Based on our findings, we uncovered two viewpoints: (1) Turkey’s diachronic strategy in the Aegean and (2) the strongman style. According to the former and most widely shared viewpoint, a consistent ‘rationalist’ strategy to change the status quo in the Aegean explains Turkey’s behaviour. According to the second one, the belief system of Turkey’s leadership legitimises the use of force in the conduct of foreign policy.

This paper addresses the extraterritorial dimension of transnational corporations, focusing on the corporate accountability-deficit that characterizes the current International legal framework. The analysis looks at parent companies’ civil liability for environmental harm caused abroad. By introducing a selected number of foreign direct liability cases brought before European national courts, the paper investigates whether the binding environmental and human rights reporting obligations contained in Directive 2014/95/EU contribute to the determination of a parent company’s duty of care towards its overseas subsidiaries, and consequently establish their potential liability.

After the unconditional surrender of the Third Reich in May 1945, Germany no longer existed as a sovereign, independent nation. It was occupied by the four Allied powers: France, Great Britain, the United States and the Soviet Union. When it came to the postwar European recovery, the biggest obstacle was that the economy in Germany, the dominant continental economic power before the Second World War, was at an almost complete standstill. This not only had severe consequences for Germany itself, but also had strong economic repercussions for surrounding countries, especially the Netherlands. As Germany had been the former’s most important trading partner since the middle of the nineteenth century, it was clear that the Netherlands would be unable to recover economically without a healthy Germany. However, Allied policy, especially that of the British and the Americans, made this impossible for years. This article therefore focuses on the early postwar Dutch-German trade relations and the consequences of Allied policy. While much has been written about the occupation of Germany, far less attention has been paid to the results of this policy on neighbouring countries. During an interview at Georgetown University’s School of Foreign Service one student questioned Prime Minister Rutte about an official apology for slavery. The Dutch Prime Minister assured that each island-nation to whom the Kingdom apologized “has full power to decide to leave the Kingdom. They are not colonized. They are independent.” Rutte described the current role of The Netherlands as that of a “gateway” to bring their products to Europe. The emphasis on trade relationship smacks of neo-colonial interests. Rutte’s portrayal of The Netherlands acting as the “in” to the European market for the former colonies is far from the recovery that one would expect for the descendants of the enslaved. In fact, the Slavery Past Dialogue made a number of recommendations to the Dutch Kingdom, including “active prevention of discrimination and institutional racism throughout society” and “the establishment of a Kingdom Fund […] for structural and sustainable financing of recovery measures.” The Dutch Prime Minister’s comments belie a singular focus on trade with the Caribbean nations rather than a holistic approach, looking at non-pecuniary interests involving the well-being of the descendants and the societies in which they live today. The “republicanization” serves as a backdrop to the years-long journey during which the Dutch government (and the Dutch crown) seemingly dragged their feet, refusing to issue a formal apology for the trade of Africans by the Dutch West Indies corporation. That much-solicited apology was finally issued in December 2022, despite warnings that any gesture that excluded reparations would not be favorably received by the Dutch Caribbean nations.

It is well-documented that international enterprises are more productive. Only few studies have explored the effect of internationalization on productivity and innovation at the firm-level. Using propensity score matching we analyze the causal effects of internationalization on innovation in 10 transition economies. We distinguish between three types of internationalization: exporting, FDI, and international outsourcing. We find that internationalization causes higher levels of innovation. More specifically, we show that (i) exporting results in more R&D, higher sales from product innovation, and an increase in the number of international patents (ii) outward FDI increases R&D and international patents (iii) international outsourcing leads to higher sales from product innovation. The paper provides empirical support to the theoretical literature on heterogeneous firms in international trade that argues that middle income countries gain from trade liberalization through increases in firm productivity and innovative capabilities.

Multinational enterprises (MNEs) have become global players in the current globalized labour market and their economic activities are no longer territorially limited, but they extend in different countries, thereby leading to the development of global supply chains. Against this background, companies’ operations are increasingly conducted by foreign subsidiaries and they are being outsourced to business partners worldwide. In both cases, lower working conditions and production costs in foreign countries are one of the driving factors leading to this business choice.

from the article: Abstract Based on a review of recent literature, this paper addresses the question of how urban planners can steer urban environmental quality, given the fact that it is multidimensional in character, is assessed largely in subjective terms and varies across time. The paper explores three questions that are at the core of planning and designing cities: ‘quality of what?’, ‘quality for whom?’ and ‘quality at what time?’ and illustrates the dilemmas that urban planners face in answering these questions. The three questions provide a novel framework that offers urban planners perspectives for action in finding their way out of the dilemmas identified. The Research Group International Cooperation investigates the acquisition of international competencies by internships or study abroad, the international competencies of lecturers, the needs and demands for international competencies of alumni and employers and which factors are important to attract international students to stay and work in the Netherlands. Sending students abroad is, by itself, not enough to develop international competencies, just as bringing students of different nationalities together in an international classroom is, by itself, not enough. The Research Group International Cooperation has therefore developed a training module to prepare students for the purposeful acquisition of international competencies (PREFLEX, Preparation for your Foreign Learning Experience). The Hague University of Applied Sciences wishes to be and to present itself as an international institute of higher education. That requires both a whole package of interventions to strengthen its international character and a clear message to Dutch and foreign partners and to prospective international and Dutch students. In order to bring policy, implementation, profiling and research together, The Hague University of Applied Sciences organized on 15 March 2013 an international conference for team leaders and directors, for internationalization and internship coordinators, for researchers and foreign partners and for international Dutch and foreign students. The aim was to sharpen the vision and the profile of The Hague University of Applied Sciences and to equip the participants with the ideas and the tools to engage all lecturers and students in international cooperation. After the introduction by Susana Menéndez and the keynote lecture by Lisa Childress, the workshops gave the participants an opportunity to go deeper into various aspects of internationalization and to engage actively in discussions with the workshop chairs, who introduced the topics. I hope that these proceedings will give all participants an insight in all workshops and also that non-participants can taste the fruits of this most inspiring and informative gathering.
