The article describes what a restorative city is by looking at research, experiences in different countries and by describing the developments in Restorative City Wrocław. A restorative city is a city that recognises its urban environment as a network of relations in which – in the case of conflict – citizens, institutions and organisations choose a restorative approach to finding a solution in the first place. This necessitates proactive responses to conflict resolution, which go beyond criminal justice and crime prevention strategies that are still predominantly of a reactive nature. The concept of the restorative justice city builds a ‘criminology of trust’, for which crime is not a risk to be managed and controlled but a harm to be addressed by penal policies based on respect, solidarity, inclusion and active participation The restorative city concept, as also seen in Wrocław, is gaining momentum and while it is becoming an appealing policy transfer in an increasingly globalized world.

Met dit rapport zijn aanknopingspunten in kaart gebracht voor het bevorderen van samenwerking tussen formele en informele steunstructuren in de wijk. De aanknopingspunten vormen een aanzet tot het duurzaam ondersteunen en uitbouwen van wijk- en herstelgerichte ggz.

De coronacrisis heeft grote en zichtbare gevolgen voor de Nederlandse samenleving: het is stiller geworden op straat, er zijn veel mensen (ernstig) ziek, we houden afstand van elkaar en de meeste mensen zitten thuis waar ze al dan niet werken of onderwezen worden. Maar wat speelt zich af buiten het zicht van die zichtbare gevolgen? Hoeveel mensen lijden armoede, vermijden medische zorg en zijn bang voor hun toekomst? Hoe gaat het met de sociale relaties in de buurt? Vertrouwen mensen de overheid en andere instanties? En hoe is het antwoord op dit soort vragen verschillend voor verschillende bevolkingsgroepen: mensen met hoge of lage inkomens, laag- of hoogopgeleid, jong of oud? In dit rapport wordt de maatschappelijke impact van COVID-19 op de stad Den Haag beschreven waarbij we ons richten op deze minder zichtbare gevolgen. Het zijn berichten uit een stille stad waar toch veel aan de hand is.
