Adaptive survey design has attracted great interest in recent years, but the number of case studies describing actual implementation is still thin. Reasons for this may be the gap between survey methodology and data collection, practical complications in differentiating effort across sample units and lack of flexibility of survey case management systems. Currently, adaptive survey design is a standard option in redesigns of person and household surveys at Statistics Netherlands and it has been implemented for the Dutch Health survey in 2018. In this article, the implementation of static adaptive survey designs is described and motivated with a focus on practical feasibility.

Challenges that surveys are facing are increasing data collection costs and declining budgets. During the past years, many surveys at Statistics Netherlands were redesigned to reduce costs and to increase or maintain response rates. From 2018 onwards, adaptive survey design has been applied in several social surveys to produce more accurate statistics within the same budget. In previous years, research has been done into the effect on quality and costs of reducing the use of interviewers in mixed-mode surveys starting with internet observation, followed by telephone or face-to-face observation of internet nonrespondents. Reducing follow-ups can be done in different ways. By using stratified selection of people eligible for follow-up, nonresponse bias may be reduced. The main decisions to be made are how to divide the population into strata and how to compute the allocation probabilities for face-to-face and telephone observation in the different strata. Currently, adaptive survey design is an option in redesigns of social surveys at Statistics Netherlands. In 2018 it has been implemented in the Health Survey and the Public Opinion Survey, in 2019 in the Life Style Monitor and the Leisure Omnibus, in 2021 in the Labour Force Survey, and in 2022 it is planned for the Social Coherence Survey. This paper elaborates on the development of the adaptive survey design for the Labour Force Survey. Attention is paid to the survey design, in particular the sampling design, the data collection constraints, the choice of the strata for the adaptive design, the calculation of follow-up fractions by mode of observation and stratum, the practical implementation of the adaptive design, and the six-month parallel design with corresponding response results.

In the literature about web survey methodology, significant eorts have been made to understand the role of time-invariant factors (e.g. gender, education and marital status) in (non-)response mechanisms. Time-invariant factors alone, however, cannot account for most variations in (non-)responses, especially fluctuations of response rates over time. This observation inspires us to investigate the counterpart of time-invariant factors, namely time-varying factors and the potential role they play in web survey (non-)response. Specifically, we study the effects of time, weather and societal trends (derived from Google Trends data) on the daily (non-)response patterns of the 2016 and 2017 Dutch Health Surveys. Using discrete-time survival analysis, we find, among others, that weekends, holidays, pleasant weather, disease outbreaks and terrorism salience are associated with fewer responses. Furthermore, we show that using these variables alone achieves satisfactory prediction accuracy of both daily and cumulative response rates when the trained model is applied to future unseen data. This approach has the further benefit of requiring only non-personal contextual information and thus involving no privacy issues. We discuss the implications of the study for survey research and data collection.

At a time when the population is ageing and most people choose to live in their own home for as long as possible, it is important to consider various aspects of supportive and comfortable environments for housing. This study, conducted in South Australia, aims to provide information about the links between the type of housing in which older people live, the weather and occupants’ heating and cooling behaviours as well as their health and well-being. The study used a Computer-Assisted Telephone Interviewing (CATI) system to survey 250 people aged 65 years and over who lived in their own home. The respondents were recruited from three regions representing the three climate zones in South Australia: semi-arid, warm temperate and temperate. The results show that while the majority of respondents reported being in good health, many lived in dwellings with minimal shading and no wall insulation and appeared to rely on the use of heaters and coolers to achieve thermally comfortable conditions. Concerns over the cost of heating and cooling were shared among the majority of respondents and particularly among people with low incomes. Findings from this study highlight the importance of providing information to older people, carers, designers and policy makers about the interrelationships between weather, housing design, heating and cooling behaviours, thermal comfort, energy use and health and well-being, in order to support older people to age in place independently and healthily. https://doi.org/10.1016/j.buildenv.2019.03.023 LinkedIn: https://www.linkedin.com/in/jvhoof1980/

Like many countries, the COVID-19 pandemic has forced Statistics Netherlands to make changes in its fieldwork strategy. Since mid-March 2020, there have been limited opportunities to conduct face-to-face interviews. Therefore, from September 2020, CAPI sampled people are offered the opportunity to respond by telephone. For this purpose, face-to-face interviewers are instructed to persuade the potential respondent at the doorway. When people refuse a face-to-face interview, interviewers ask for a telephone number and try to make an appointment to conduct the interview by telephone. The aim of our study was to investigate the effects of conducting the interview by telephone instead of face-to-face on important survey outcome variables. We were particularly interested in whether differences are due to selection effects or caused by mode-specific measurement errors. Because we did not have the time or capacity to set up a controlled experiment, we performed regression analyses to decompensate the differences between selection effects and mode-specific measurement errors. We used data of the Labour Force Survey (LFS) and the Housing Survey (WoON). Our analysis showed that there were differences in important target variables, for both LFS and WoON. These differences were, however, mainly caused by selection effects – which can be taken into account for during weighting – and were less likely to be caused by mode specific measurement errors. Although there are important limitations and caveats, these findings are supportive to further implement this field strategy.

Art therapy is widely used and effective in the treatment of patients diagnosed with Personality Disorders (PDs). Current psychotherapeutic approaches may benefit from this additional therapy to improve their efficacy. But what is the patient perspective upon this therapy? This study explored perceived benefits of art therapy for patients with PDs to let the valuable perspective of patients be taken into account. Using a quantitative survey study over 3 months (N = 528), GLM repeated measures and overall hierarchical regression analyses showed that the majority of the patients reported quite a lot of benefit from art therapy (mean 3.70 on a 5-point Likert scale), primarily in emotional and social functioning. The improvements are concentrated in specific target goals of which the five highest scoring goals affected were: expression of emotions, improved (more stable/positive) self-image, making own choices/autonomy, recognition of, insight in, and changing of personal patterns of feelings, behaviors and thoughts and dealing with own limitations and/or vulnerability. Patients made it clear that they perceived these target areas as having been affected by art therapy and said so at both moments in time, with a higher score after 3 months. The extent of the perceived benefits is highly dependent for patients on factors such as a non-judgmental attitude on the part of the therapist, feeling that they are taken seriously, being given sufficient freedom of expression but at the same time being offered sufficient structure and an adequate basis. Age, gender, and diagnosis cluster did not predict the magnitude of perceived benefits. Art therapy provides equal advantages to a broad target group, and so this form of therapy can be broadly indicated. The experienced benefits and the increase over time was primarily associated with the degree to which patients perceive that they can give meaningful expression to feelings in their artwork. This provides an indication for the extent of the benefits a person can experience and can also serve as a clear guiding principle for interventions by the art therapist.

Accurate modeling of end-users’ decision-making behavior is crucial for validating demand response (DR) policies. However, existing models usually represent the decision-making behavior as an optimization problem, neglecting the impact of human psychology on decisions. In this paper, we propose a Belief-Desire-Intention (BDI) agent model to model end-users’ decision-making under DR. This model has the ability to perceive environmental information, generate different power scheduling plans, and make decisions that align with its own interests. Efforts to create age-friendly cities progressively intersect with goals for environmental sustainability. The older people’s beliefs, behaviours and financial aspects regarding environmental sustainability in their lives are an understudied topic and not well understood. Therefore, a representative survey was conducted using the psychometrically sound and comprehensive SustainABLE-16 Questionnaire. A total of 388 respondents, who were community-dwelling older people in The Hague, filled out the survey completely. Overall, the mean scores on the SustainABLE-16 for finance- and environment-driven pro-environmental behaviours, beliefs and the financial position among older people were positive for all districts of The Hague. Using the outcomes of the survey, a total of six unique typologies were identified through a two-step process combining hierarchical and k-means cluster analyses. These six typologies are 1 the staunch non-believers, 2 the finance-driven non-believers, 3 the everyday individuals, 4 belief-driven people with limited financial resources, 5 believing non-responders, 6 the affluent and engaging people. These six typologies each require different approaches from policymakers. Sustainabilityrelated policies should ideally focus on groups with high scores for pro-environmental behaviours but who have shortcomings in knowledge how to improve one’s everyday lifestyle and groups who lack the necessary financial means to live a more sustainable life.

This applied research is an attempt to analyse the effectiveness of milk marketing and facilitate developing a sustainable milk value chain for dairy farmer’s groups in Punakha district. Both quantitative and qualitative methods of survey, key informant interviews and focus group discussion were used as research strategies to obtain relevant information. The survey was conducted using both open and closed-ended structured questionnaire in seven subdistricts of Barp, Dzomi, Guma, Kabisa, Shelnga-Bjemi, Talog and Toedwang. A total of 60 respondents; 30 existing milk suppliers and 30 non-milk suppliers were drawn using a simple random sampling technique. One-to-one interviews were conducted following semi-structured questions with eight key informants in the chain. One focus group interview was conducted with the existing dairy farmer groups representatives to triangulate and discover in-depth information about the situation of the milk value chain in the district. The survey data was analysed using the Statistical Package for Social Sciences software version 20. A method of grounded theory design was used to analyse the qualitative data of interviews and focus group discussion. Value chain mapping was employed for assessing the operational situation of the current milk chain. The mean cost of milk production was estimated at Nu.27.53 per litre and the maximum expenses were incurred in animal feeds which were estimated to be 46.34% of the total cost of milk production. In this study, milk producers had the highest share of added value and profit which were estimated at 45.45% and 44.85% respectively. Limited information and coordination amongst stakeholders have contributed to slow progression in the formal milk market. The finding reveals that 90% of nondairy farmer groups respondents were interested in joining formal milk marketing. The average morning milk available for supply from this group would be 4.41 ± 3.07 litres daily by each household. The study also found that 50% of the respondents were interested in supplying evening milk with an average of 4.43 ± 2.25 litres per day per household. Based on the result of this study, it was concluded that there are possibilities of expanding the milk value chain in the district. However, there is a need to enhance consistent milk supply through a quality-based milk payment system, access to reasonable input supplies, and facilitate strong multi-stakeholder processes along the milk value chain.

As an active member of the Global Network for Age-Friendly Cities and Communities, The Hague has been monitoring the progress over the years. In 2022, a second cross-sectional survey based on the Age Friendly Cities and Communities Questionnaire (AFCCQ) was conducted among 396 community-dwelling older citizens in the municipality. During times of the pandemic, scores for Social Participation went notably down, and scores for Respect and Social Inclusion increased. For the first time, based on survey data, four personas were found through cluster analysis. These personas ranged from the precariat and people with personal health issues with lower scores, to the silent majority without the limitations of health problems, and the upper echelon who score positively in all domains. Age-friendly policies in The Hague should focus particularly on the first two clusters through dedicated action plans, which would help steer efforts towards those most in need for support. This would help The Hague to become an age-friendly city for all, and not only for those living in good health and with sufficient financial means.
