Population decline, welfare state reforms and austerity measures pressurise the liveability of rural areas in the Netherlands and call upon local governments and communities to adapt and renew their mode of governance. This paper reports on three Dutch experimental governance arrangements which are analysed through the lens of Evolutionary Governance Theory. The study focuses on how decision-making roles change while these arrangements unfold and how the three municipalities institutionalise these changes in the course of time. The study produces three main conclusions. First, the readiness and preparedness of local governments to shift decision-making roles with citizens proved to be of main influence on governance change. Second, local residents’ commitment importantly affected the progress of the experiments, while social cohesion and tangible outputs strongly influenced the extent and continuity of such commitment. Third, although the arrangements took place in the same period of time and abovementioned context, the level of institutionalisation of shifting roles between government and residents differed among the cases. Certain pathways of evolving decision-making roles seem to be more stable than others. It is in this area that the extent of both formal and informal institutionalisation seems to play an important role.

IntroRegional development and regional resilience, often described as the capacity of a region to for example bounce back in terms of employment after a crisis (see for example have often been described in economic terms, using economic indicators such as growth in GDP or demographic indicators such as net migration or employment.Some researchers argued that regional development should be understood broader, by including for example social indicators and living environment indicators . In addition, in recent years researchers have shown that policies directed towards regional development have broadened as well , but are also still evaluated within specific narratives or frameworks that often constitute the goals of the policy, for example the Keynesian framework favours increasing demand and favoursthe evaluation of policies aimed at exactly this .By using the broader framework from Pike in combination with sifting through numerous data sources from EUROSTAT and OECD, researchers in the PREMIUM_EU project developed a new framework that is measuring Regional Development using 15 economic, 13 social and 5 living environment indicators.This new innovative interpretation of Regional Development also opens up discussions on the efficiency of developed implemented and evaluated public policies.MethodBy regarding regional development (and individual indicators) as an outcome of public policies on the local, regional, national and international level and by analysing regional development policies on different levels from 2010 and onwards we believe it is possible to understand the impact of these policies in a more evidenced based sense, regardless of the above mentioned different types of narratives or frameworks.We started our research with an analysis from the OECD on the different types of regional development policies and the relations between different levels of government within countries. Based on this and literature research, we developed a framework with relevant topics for regional development policies and different levels of government.Based on the work of Moritz Schütz presented during the ERSA 2024 conference, we developed and employed an webcrawler to automatically download and analyse policies and also manually tested the results of this exercise.Findings/resultsThe webmining exercise in combination with the new set of indicators will offer a much broader and more comprehensive view of the use and necessity of regional development policies. The findings will be discussed in dedicated policy labs with policymakers and researchers from the respective regions.Discussion/conclusionsBoth the new set of indicators and the analysis of the policies are not only innovative, but will also be viewed as speculative. Although we believe that a direct causal relationship between policies and the regional development will be hard to uncover, we do believe that this research will move the field of policy analysis forward, because it is more focused on evidence-based indicators and is based on larger sets of policies.

The principal aim of this study is to explore the relations between work domains and the work-related learning of workers. The article is intended to provide insight into the learning experiences of Dutch police officers during the course of their daily work. Interviews regarding actual learning events and subsequent changes in knowledge, skills or attitudes were conducted with police officers from different parts of the country and in different stages of their careers. Interpretative analyses grounded in the notion of intentionality and developmental relatedness revealed how and in what kinds of work domains police officers appear to learn. HOMALS analysis showed work-related learning activities to vary with different kinds of work domains. The implications for training and development involve the role of colleagues in different hierarchical positions for learning and they also concern the utility of the conceptualisation of work-related learning presented here.

Densely populated areas are major sources of air, soil and water pollution. Agriculture, manufacturing, consumer households and road traffic all have their share. This is particularly true for the country featured in this paper: the Netherlands. Continuous pollution of the air and soil manifests itself as acification, decalcification and eutrofication. Biodiversity becomes lower and lower in nature areas. Biological farms are also under threat. In case of mobility, local air pollution may have a huge health impact. Effective policy is called for, after high courts blocked construction projects, because of foreseen building- and transport-related NOx emissions. EU law makers are after Dutch governments, because these favoured economics and politics over environmental and liveability concerns. But, people in the Netherlands are strongly divided. The latest provincial elections were dominated by environmental concerns, next to many socio-economic issues. NOx and CO2 emissions by passenger cars are in focus. Technical means and increasing fuel economy norms strongly reduced NOx emissions to a still too high level. A larger number of cars neutralized a technological reduction of CO2 emissions. The question is: What would be the impact of a drastic mandatory reduction in CO2, NOx, and PM10 emissions on car ownership and use in the Netherlands? The authors used literature, scenario analysis and simulation modelling to answer this question. Electric mobility could remove these emissions. Its full impact will only be achieved if the grid-mix, which is still dominated by fossil fuels, becomes green(er), which is a gradual, long-term, process. EVs compete with other consumers of electricity, as many other activities, such as heating, are also electrifying. With the current grid-mix, it is inevitable that the number of km per vehicle per year is reduced to reach the scenario targets (−25% resp. −50% CO2 emissions by cars). This calls for an individual mobility budget per car user.

Almere is a green city where the greenery extends into the centre through a framework of nature, forests, parks and canals. With this green environment, Almere fulfils an important condition for a liveable city, where it is pleasant to live and work. An important goal for the municipality is to challenge its residents to develop a healthy lifestyle by using that green framework.But what really motivates Almeerders to go outside to exercise, enjoy the surroundings and meet each other? Are there sufficient green meeting or sports facilities nearby? Could the routes that connect the living and working environment with the larger parks or forests be better designed? And can those routes simultaneously contribute to climate adaptation?With the Green Escape Challenge, we invited students and young professionals to work on these assignments together.

Liveability along four streets in Hanoi, Vietnam is assessed. Hanoi is a rapidly growing metropolis characterised by high levels of personal motorized traffic. Two high traffic volume streets and two low traffic volume streets were studied using a mixed methods approach, combining the collection and analysis of quantitative and qualitative data on traffic volumes and liveability perceptions of its residents. The research methodology for this study revisits part of the well-known Liveable Streets study for San Francisco by Appleyard et al. (1981). A Principal Component Analysis (PCA) shows that residents on both low traffic volume streets experience less traffic hazard and stress, including noise and air pollution, than neighbouring high traffic volume streets. In line with Appleyard, the study shows that low traffic volume streets were rated more liveable than high traffic volume streets. In contrast to Appleyard, however, the study also shows that traffic volumes are not correlated with social interaction, feeling of privacy and sense of home, which is likely caused by the high levels of collectivism typical for Vietnam. Finally, the study indicates a strong residential neighbourhood type dissonance, where a mismatch exists between preferences for living in peaceful and quiet streets and the actual home location of residents.

The purpose is to give an overview of the extent, range and nature of existing definitions of the concept ‘ageing in place’. Providing such an overview may be helpful, for policy makers, researchers, communities and service providers, to make sense of the versatility and uses of the concept, and allow the improvement and increase the success of efforts to contribute to the quality of life of older people. The overview was created using Arksey and O’Malley’s scoping review methodology. Out of 3,692 retrieved articles, 34 met the inclusion criteria. These studies concentrate on the following five key themes concerning ‘ageing in place’: ‘ageing in place’ in relation to place, to social networks, to support, to technology and to personal characteristics. Each of these key themes consists of other aspects, like physical place and attachment to place for the keyword place. This study concludes that the concept ‘ageing in place’ is broad and can be viewed from different (i.e. five) key themes. A more thorough understanding of ‘ageing in place’ provides knowledge about the existing key themes and aspects. These findings might provide practical support for professionals and governments when they develop their policies about ‘ageing in place’ integrally and to develop fit policies.

In this paper, we apply a civic perspective and social innovation theory to examine how residents of a Dutch village experiencing rural depopulation and austerity reforms evaluate a civic initiative aimed at improving liveability, and what explains their evaluation. Using multivariate statistical analysis, we found that most residents were positive about the initiative and its contribution to local liveability. We also discovered that a substantial group knew very little about the initiative and that low-income groups, in particular, lacked the interest to identify and become engaged with it. Voluntary engagement, however, did not necessarily result in a positive evaluation. Above all, tangible outputs explained citizens’ appreciation. A perceived increase in collaboration within the village and novel forms of collaboration with the local government also proved important, but only when they were accompanied by realised tangible outputs.
