In the context of public budget cuts and rural areas facing depopulation and aging, local governments increasingly encourage citizen engagement in addressing local livability issues. This paper examines the non-engagement of mid-aged and elderly residents (45+ years old) in civic initiatives that intend to improve the livability of their community. We focus on residents of depopulating rural areas in the North Netherlands. We compare their engagement with the behavior of residents in other, not depopulating, rural areas, and urban areas. Using logistic statistical analyses, we found that the majority of the aging residents did not engage in civic livability initiatives during the past two years, and one-third of this group had no intention to do so in the future. In all areas, the main reasons for non-engagement were that residents had other priorities, felt not capable of engaging, or felt that the responsibility for local livability belonged to the local government. Furthermore, it appeared that non-engagement was predominantly explained by the unwillingness to engage, rather than by specific motivations or lacking abilities.

In this paper, we apply a civic perspective and social innovation theory to examine how residents of a Dutch village experiencing rural depopulation and austerity reforms evaluate a civic initiative aimed at improving liveability, and what explains their evaluation. Using multivariate statistical analysis, we found that most residents were positive about the initiative and its contribution to local liveability. We also discovered that a substantial group knew very little about the initiative and that low-income groups, in particular, lacked the interest to identify and become engaged with it. Voluntary engagement, however, did not necessarily result in a positive evaluation. Above all, tangible outputs explained citizens’ appreciation. A perceived increase in collaboration within the village and novel forms of collaboration with the local government also proved important, but only when they were accompanied by realised tangible outputs.

The development of ‘age-friendly cities’ has become a major area of work in the field of ageing and the built environment. This movement is driven by the observation that cities are home to an ever-increasing ageing population. Over the past decade, a multitude of age-friendly initiatives have been developed with the aim of making physical and social environments more favourable for older people's well-being, health and ability to live in the community. This article explores ten key questions associated with the age-friendly cities and communities' movement, with a particular focus on the built environment. It provides an overview of the history of the age-friendly cities' movement and the underlying models, the aspects of the built environment that are relevant for age-friendly cities, the ways age-friendliness can be evaluated, and the interactions between age-friendly cities initiatives and other strategic agendas such as smart cities. The paper concludes by discussing future perspectives and possible directions for further development of the age-friendly movement. © 2021 The Authors. Cities worldwide are growing at unprecedented rates, compromising their surrounding landscapes, and consuming many scarce resources. As a consequence, this will increase the compactness of cities and will also decrease the availability of urban green space. In recent years, many Dutch municipalities have cut back on municipal green space and itsmaintenance. To offer a liveable environment in 30 to 50 years, cities must face challenges head-on and strive to create green urban areas that build on liveable and coherent sustainable circular subsystems.

Urban Agriculture (UA) is rapidly evolving and changing and often entails more than the production of food. EFUA’s Working Package 3 therefore aims to identify the types and benefits of UA in the European context. This report is an update of the typology as described in the COST Action UAE. As existing typologies are often based on subjective observation rather than on empirical data and are also one-dimensional, this study is based on a systematic literature review about characteristics and existing typologies of UA, interviews with sixteen experts in the field representing eleven European countries and a questionnaire about specific UA initiatives amongst 112 respondents.

Energy efficiency has gained a lot of prominence in recent debates on urban sustainability and housing policy due to its potential consequences for climate change. At the local, national and also international level, there are numerous initiatives to promote energy savings and the use of renewable energy to reduce the environmental burden. There is a lot of literature on energy saving and other forms of energy efficiency in housing. However, how to bring this forward in the management of individual housing organisations is not often internationally explored. An international research project has been carried out to find the answers on management questions of housing organisations regarding energy efficiency. Eleven countries have been included in this study: Germany, the United Kingdom (more specifically: England), France, Sweden, Denmark, the Netherlands, Switzerland, Slovenia, the Czech Republic, Austria and Canada. The state of the art of energy efficiency in the housing management of non-profit housing organisations and the embedding of energy efficiency to improve the quality and performance of housing in management practices have been investigated, with a focus on how policy ambitions about energy efficiency are brought forward in investment decisions at the estate level. The aim of this study is to determine the contribution of student interventions to urban greening processes. In two Dutch cities action research was conducted, including reflexive interviews a year after the first intervention, to assess factors causing change in the socio-ecological system. Results show that students and network actors were mutually learning, causing the empowerment of actors in that network by adding contextualized knowledge, enlarging the social network, expanding the amount of interactions in the socio-ecological system and speeding up the process. Students brought unique qualities to the process: time, access to stakeholders who tend to distrust the municipality and a certain open-mindedness. Their mere presence made a difference and started a process of change. However, university staff needed to keep the focus on long-term effects and empowerment, because students did not oversee that. After a year, many new green elements had been developed or were in the planning phase. In Enschede, the municipality districtmanagers were part of the learning network, which made it easier to cause changes in the main ecological network. In Haarlem however, no change took place in the main ecological network managed by the municipality, because no political empowerment of the civil society group had developed yet.

The purpose is to give an overview of the extent, range and nature of existing definitions of the concept ‘ageing in place’. Providing such an overview may be helpful, for policy makers, researchers, communities and service providers, to make sense of the versatility and uses of the concept, and allow the improvement and increase the success of efforts to contribute to the quality of life of older people. The overview was created using Arksey and O’Malley’s scoping review methodology. Out of 3,692 retrieved articles, 34 met the inclusion criteria. These studies concentrate on the following five key themes concerning ‘ageing in place’: ‘ageing in place’ in relation to place, to social networks, to support, to technology and to personal characteristics. Each of these key themes consists of other aspects, like physical place and attachment to place for the keyword place. This study concludes that the concept ‘ageing in place’ is broad and can be viewed from different (i.e. five) key themes. A more thorough understanding of ‘ageing in place’ provides knowledge about the existing key themes and aspects. These findings might provide practical support for professionals and governments when they develop their policies about ‘ageing in place’ integrally and to develop fit policies.

This paper presents four Destination Stewardship scenarios based on different levels of engagement from the public and private sector. The scenarios serve to support destination stakeholders in assessing their current context and the pathway towards greater stewardship. A Destination Stewardship Governance Diagnostic framework is built on the scenarios to support its stakeholders in considering how to move along that pathway, identifying the key aspects of governance that are either facilitating or frustrating a destination stewardship approach, and the required actions and resources to achieve an improved scenario. Moreover, the scenarios and diagnostic framework support stakeholders to come together to debate and scrutinise how tourism is managed in a way that meets the needs of the destination, casting new light on the barriers and opportunities for greater destination stewardship.

New Dutch agrifood business models are emerging in response to economic, social and ecological pressures: new players arrive, new logistical pathways come to the fore and innovative consumer and farmer relationships – food coöperatives – are forged. How do new business models relate to reconfiguring the Dutch agrifood system? Our research combines future exploration (backcasting) and analysis of new business models. We developed three agrifood transition scenarios with various groups of stakeholders. For each scenario, we then analysed a specific, representative business model to explore the different roles of business models in agrifood transition. Business models in the “Added value in and with the countryside” already exist and occupy a niche in the market. However, a breakthrough of these business models require large-scale institutional and behavioural change. Business models in the “New products, specific markets” exist but are rare. They usually concern high-value specialist products that could result in widespread market change, but might require little institutional change. The “Sustainable production methods” most resembles the current system. Some associated business models become successful, but they have difficulty distinguishing themselves from conventional produce, which raises questions about whether business models are able to drive a transition in this direction. Thus, our results lend credence to the hypothesis that different transition pathways offer specific potential for and requirements of new business models.
