Summary Project objectives This study fits into a larger research project on logistics collaboration and outsourcing decisions. The final objective of this larger project is to analyze the logistics collaboration decision in more detail to identify thresholds in these decisions. To reach the overall objectives, the first step is to get a clearer picture on the chemical and logistics service providers industry, sectors of our study, and on logistics collaboration in these sectors. The results of this first phase are presented in this report. Project Approach The study consists of two parts: literature review and five case studies within the chemical industry. The literature covers three topics: logistics collaboration, logistics outsourcing and purchasing of logistics services. The five case studies are used to refine the theoretical findings of the literature review. Conclusions Main observations during the case studies can be summarized as follows: Most analyzed collaborative relationships between shippers and logistics service providers in the chemical industry are still focused on operational execution of logistics activities with a short term horizon. Supply management design and control are often retained by the shippers. Despite the time and cost intensive character of a logistics service buying process, shippers tendering on a very regular basis. The decision to start a new tender project should more often be based on an integral approach that includes all tender related costs. A lower frequency of tendering could create more stability in supply chains. Beside, it will give both, shippers and LSPs, the possibility to improve the quality of the remaining projects. Price is still a dominating decision criterion in selecting a LSP. This is not an issue as long as the comparison of costs is based on an integral approach, and when shippers balance the cost criterion within their total set of criteria for sourcing logistics services. At the shippers' side there is an increased awareness of the need of more solid collaboration with logistics service providers. Nevertheless, in many cases this increased awareness does not actually result in the required actions to establish more intensive collaboration. Over the last years the logistics service providers industry was characterized by low profit margins, strong fragmentation and price competition. Nowadays, the market for LSPs is changing, because of an increasing demand for logistics services. To benefit from this situation a more pro-active role of the service providers is required in building stronger relationships with their customers. They should pay more attention on mid and long term possibilities in a collaborative relation, in stead of only be focused on running the daily operation.

Western-European consumers have become not only more demanding on product availability in retail outlets but also on other food attributes such as quality, integrity, and safety. When (re)designing food supply-chain networks, from a logistics point of view, one has to consider these demands next to traditional efficiency and responsiveness requirements. The concept ‘quality controlled logistics’ (QCL) hypothesizes that if product quality in each step of the supply chain can be predicted in advance, goods flows can be controlled in a pro-active manner and better chain designs can be established resulting in higher product availability, constant quality, and less product losses. The paper discusses opportunities of using real-time product quality information for improvement of the design and management of ‘AgriFood Supply Chain Networks’, and presents a preliminary diagnostic instrument for assessment of ‘critical quality’ and ‘logistics control’ points in the supply chain network. Results of a tomato-chain case illustrate the added value of the QCL concept for identifying improvement opportunities in the supply chain as to increase both product availability and quality. Future research aims for the further development of the diagnostic instrument and the quantification of costs and benefits of QCL scenarios.

In cities such as London and Amsterdam municipalities have issued new legislation and stricter conditions for vehicles to be able to access cities and city centres in particular. Considerate clients, public as well private, have started developing tender policies to encourage contractors to reduce the environmental impact of construction projects. This paper reports on an ongoing research project applying and assessing developments in the field of construction logistics in the Netherlands. The cases include contractors and third party logistics providers applying consolidation centres and dedicated software solutions to increase transportation efficiency. The case show various results of JIT logistics management applied to urban construction projects leading to higher transportation efficiencies, and reduced environmental impact and increased production efficiency on site. The data collections included to-site en on-site observations, measurement and interviews. The research has shown considerable reductions of vehicles to deliver goods and to transport workers to site. In addition the research has shown increased production flow and less waste such as inventory, waiting and unnecessary motion on site."

This paper examines how the transition management approach for sustainability transitions can be applied to the case of how Rotterdam established a zero-emission zone (ZEZ) for city logistics, aiming to stimulate the adoption of electric freight vehicles, enhance logistics efficiency and improve liveability. The study highlights the challenges and strategies involved in transitioning to a sustainable city logistics system. Through a case study methodology, the paper explores the development and implementation of Rotterdam's ZEZ, emphasising the importance of stakeholder collaboration, strategic planning, and continuous monitoring. The findings provide valuable insights into the practical application of transition management theory in city logistics, offering best practices for other cities aiming to achieve similar sustainability goals.

The consumer electronics (CE) industry has high turnovers and a growing demand, such as on the home entertainment segment. At the same time, it generates e-waste of the order of a dozen million tons, about one quarter of the world's total. With the purpose of improving the environmental performance of businesses, the Waste Electrical and Electronic Equipment (WEEE) Directive was put in place in Europe. Given the high competitive environment of this industry, WEEE could be a clue for competitive edge. To create an environmental and economic win-win situation, however, companies have to master reverse logistics (RL). This is particularly challenging in fast clockspeed environments, as it is the case for the CE industry. In this paper, we develop a theoretically and empirically grounded diagnostic tool for assessing a CE company's RL practices and identifying potential for RL improvement, from a business perspective. To theoretically ground the tool, we combine specific CE literature with general theory on reverse logistics management and performance improvement. To empirically ground the tool, we collect field data by combining quantitative (a multiactor survey) with qualitative (interviews and company visits) methods. We demonstrate how our tool can be used to create awareness at senior management about the reverse logistics maturity state.

Process Mining can roughly be defined as a data-driven approach to process management. The basic idea of process mining is to automatically distill and to visualize business processes using event logs from company IT-systems (e.g. ERP, WMS, CRM etc.) to identify specific areas for improvement at an operational level. An event log can be described as a database entry that signifies a specific action in a software application at a specific time. Simple examples of these actions are customer order entries, scanning an item in a warehouse, and registration of a patient for a hospital check-up.Process mining has gained popularity in the logistics domain in recent years because of three main reasons. Firstly, the logistics IT-systems' large and exponentially growing amounts of event data are being stored and provide detailed information on the history of logistics processes. Secondly, to outperform competitors, most organizations are searching for (new) ways to improve their logistics processes such as reducing costs and lead time. Thirdly, since the 1970s, the power of computers has grown at an astonishing rate. As such, the use of advance algorithms for business purposes, which requires a certain amount of computational power, have become more accessible.Before diving into Process Mining, this course will first discuss some basic concepts, theories, and methods regarding the visualization and improvement of business processes.

Most existing models in supply chain management literature proving the potential of a vertical logistics collaboration decision see individual decision makers as fully rational agents. Nevertheless, literature review makes clear individuals are usually reluctant to change and in consequence they do not always respond to relative differences in a rational manner. The conducted Stated Preference experiment confirms this statement and shows that shippers leave beneficial collaboration opportunities unexploited because they have a certain level of resistance to intensify collaboration with their LSP. This inertia level is measured in terms of costs.

Municipalities play an important role in tackling city logistics related matters, having many instruments at hand. However, it is not self-evident that all municipalities use these instruments to their full potential. A method to measure city logistics performance of municipalities can help in creating awareness and guidance, to ultimately lead to a more sustainable environment for inhabitants and businesses. Subsequently, this research is focused on a maturity model as a tool to assess the maturity level of a municipality for its performance related city logistics process management. Various criteria for measuring city logistics performance are studied and based on that the model is populated through three focus fields (Technical, Social and Corporate, and Policy), branching out into six areas of development: Information and communication technology, urban logistics planning, Stakeholder communication, Public Private Partnerships, Subsidisation and incentivisation, and Regulations. The CL3M model was tested for three municipalities, namely, municipality of Utrecht, Den Bosch and Groningen. Through these maturity assessments it became evident the model required specificity complementary to the existing assessment interview, and thus a SWOT analysis should be added as a conclusion during the maturity assessment.

A large share of urban freight in cities is related to construction works. Construction is required to create attractive, sustainable and economically viable cities. When activities at and around construction sites are not managed effectively, they can have a negative impact on the cities liveability. Construction companies implementing logistics concepts show a reduction of logistic costs, less congestion around the sites and improved productivity and safety. The client initially sets the ‘ground rules’ for construction in the tendering process. This paper explores how tendering for construction projects can support sustainable urban construction logistics. We explore the potential for tendering construction projects, by both public and private clients, for sustainable urban construction logistics and we present a conceptual framework for specifying ‘logistics quality’ as a quality criterion for EMAT (Economically Most Advantageous Tender). Our exploration results in questions for further research in tendering for sustainable urban construction logistics.

Abstract: Last few years the hindrance, accidents, pollution and other negative side effects of construction projects and namely construction transport have become an issue particularly in urban areas across Europe such as in London, and in the Netherlands as well, including the cities of Utrecht, Rotterdam and Amsterdam. Municipalities have issued new legislation and stricter conditions for vehicles to be able to access cities and city centres in particular and accessibility of older and polluting vehicles. Considerate clients, public as well private, have started developing tender policies to encourage contractors to reduce the environmental impact of construction projects. Contractors and third party logistics providers have started applying consolidation centres. These developments have shown considerable reductions of number of vehicles needed to deliver goods and to transport workers to site. In addition these developments have led to increased transport efficiency, labour productivity and cost reductions on site as well as down the supply chain. Besides these developments have led to increased innovations in the field of logistics planning software, use of ICT , and handling hardware and equipment. This paper gives an overview of current developments and applications in the field of construction logistics in the Netherlands, and in a few project cases in particular. Those cases are underway as part of an ongoing applied research project and studied by using an ethnographic participative action research approach. The case findings and project results show initial advantages how the projects, the firms involved and the environment can profit from the advancement of logistics management leading to reduced environmental impact and increased efficiencies of construction transport.
