This article analyzis two Dutch experiments in which the government guarantees a job to tackle long-term unemployment. The experiment with the Melkert jobs was carried out in the 1990s. Recently the municipality of Groningen implemented a project in which long-term unemployed people are offered a so-called basic job. The research results of this project demonstrate that the target group can do productive work on a regular basis and that basic jobs have a net positive social added value based on a Social Cost Benefit Analysis (SCBA).In this article we also pay attention to the recent academic debate betweenan unconditional basic income (BIG) and a job guarantee (JG).

This qualitative study aims to explore the valuable functionings—things that people consider to be important—of theolder long-term unemployed and their ability to achieve valued outcomes. Semi-structured interviews were conductedwith 20 long-term unemployed people aged 45 and over. Participants were included through purposeful sampling. Thetheoretical frameworks of the latent deprivation theory and the capability approach were used to develop an interpretiveanalysis. Nine valuable functionings were identified: social contact, feeling appreciated, structure, feeling useful, meaningfulness,autonomy, financial resources, paid work, and being active. These valuable functionings were partly accessiblethrough the activities that people performed, varying from physically active and physically passive activities to informalwork. The functionings of meaningfulness, autonomy, financial resources, and paid work seemed to be difficult to achieve. We identified three groups. The first consisted of people whose work status changed when they entered the benefit system; for them paid work was still a valuable functioning, and they experienced the most difficulties in achieving valued outcomes. The second group also experienced a change in work status once they started to receive benefits, but those people adapted to their new situation by attributing greater value to other functionings. The third group had no change in work status, e.g., housewives who had applied for a benefit because they were not able to make ends meet after a divorce. This group did not experience a loss of functionings due to unemployment, nor did they try to achieve other functionings. The results of this study indicate a need for a more personalized, tailor-made approach, with an emphasis on an individual’s valued outcomes instead of on rules and obligations.

Knowing that the number of older long-term unemployed increases, research is needed to get insight into the relationships between work motivation, job search behavior and re-employment success among the older unemployed. Previous studies indicated that work motivation and job search behavior can contribute to reemployment.

There is an increasing awareness that the landscape around cities can contribute significantly to the well-being of urban citizens. Various studies and experiences in the Netherlands and other countries show that the combination of agriculture with care and education has great potential. The number of care farms has increased from 75 in 1999 to 500 in 2005. In urban areas, a diversity of groups can benefit from care farms or other types of social services in the rural area. It concerns among others, people with mental problems, with (chronic) psychiatric demands, with addiction problems, elderly, children with behavior and/or psychological problems and long term unemployed. The city of Amsterdam recognizes the unique and valuable qualities of the rural area and its potential for the well-being of its citizens. In and around Amsterdam various organizations have initiated innovative projects that connect urban demands with agricultural entrepreneurs. A transition to a new kind of agriculture and landscape contributing to health and well-being of urban citizens is possible.

Paper presented at Conference Connecting to Work: Consequences of Long-Term Unemployment and Prospect for Job Creation, UCLA: Institute for Research on Labor and Employment, April 1-2 2011.In this paper, we will argue, based on a survey we conducted with employers, that the willingness of Dutch employers to cooperate with social services is highly dependent on company size. Therefore, in our opinion, social services should take company size into account when they are trying to find employers who are willing to cooperate with them. Whereas all employers underline the importance of financial considerations when it comes to their intention to cooperate with social services, employers at small companies (less than 11 employees) are especially sensitive to a more idealistic approach (“making a difference”) compared to employers at middle-sized (11-100 employees) and large companies (over 100 employees).

De hypothese die onder deze quick scan ligt is dat de aanpak van schulden belemmerd kan worden door het ontbreken van betaald werk (want doorgaans minder inkomsten). In voorliggend document is uitgewerkt wat de quick scan heeft opgeleverd. Door zowel vanuit de arbeidstoeleiding als vanuit de aanpak van schulden te kijken, heeft UWV een breed inzicht verkregen van hetgeen Nederland kan leren uit de manier waarop andere landen omgaan met de samenloop van financiële problemen en werkloosheid. This small exploratory study aims to reveal the perceptions of female participants in mandatory volunteering programmes and to formulate directions for further research. We analyse how in Rotterdam the transition from labour market re-integration policies to a mandatory reciprocity approach is viewed by long-term unemployed women who were already volunteering. Modern welfare policies are increasingly based on notions of reciprocity. Citizens on welfare benefits have to do something in return, e.g. volunteer work. Notwithstanding general public support, social philosophers have been critical on ‘mandatory’ activities in community programmes. So far, the participants themselves have scarcely been asked about the (un)fairness of ‘mandatory volunteering’. Surprisingly, the participants in this study claim that the new approach better recognises their contribution to ‘society’. They also view the policy as necessary and fair to other benefit claimants who are perceived to lack any motivation to give something back to society. An agenda for further research is presented.

The main objective of this report is to analyse and inform about international labour mobility, particularly within Europe, from the perspective of the Dutch Health and Social Care Sector. The report starts by describing the introduction of a new care system in The Netherlands. The government does not participate directly in the actual provision of care. This is a task principally for private care suppliers. Furthermore, the legal position of the Health and Social Care professions, regulated through the Individual Health Care Professions Act, and questions like the international recognition of degrees and the evaluation of foreign diplomas are discussed. This is followed by a clarification of the Dutch education system, particularly, relating to the study of medicine, nursing education and social work education. Subsequently, some core data on the ageing Dutch population are presented. The grey pressure increases and this will have an impact on health spending, health support and the future labour market. Then what follows is a description of the development of employment in the Dutch Health and Social Care Sector, per branch as well as the professions that are engaged in it. The general picture, at this moment, is that the Health and Social Care labour market is reasonably in balance. This trend will continue in the near future; shortages are expected only in the long term. All research done on the subject indicates that international mobility of medical and social professionals is still low in the Netherlands. The question remains whether a more active recruitment policy would be a solution for the expected long term shortages. The report concludes with a look at recruitment policy and some of its developments at the global, national and local level.

Regional news media are facing tough times, as they lose readers and advertisers rapidly. In The Netherlands, circulation decreased from 2.7 million in 1990 to 1.8 million in 2010, household penetration declined from 47 percent to 25 percent, and the number of titles went down from 35 to 18 in the same period. We interviewed managers and executives (2009 - 2010) of nine of the eighteen regional newspapers in The Netherlands, to analyse if and how they consider convergence (the transition to an integrated newsroom) a significant option to regain readers and advertisers. This study is part of a research project on the potential (long-term) consequences of convergence for the organizational structure, the work procedures, journalistic quality, and business models of regional news media. Our first results show that convergence is, indeed, embraced as a solution. However, views on how to approach the new market for online news through an integrated newsroom differ significantly. Management tends to operate safely, experimenting with small projects that can be discontinued easily, while editors and journalists on the work floor wish to invest heavily in both the education of employees and technical convergence on a more structural basis. In its examination of how convergence is strategically and operationally changing regional media in The Netherlands this study is the first of its kind.
