Modern day challenges of water resource management involve difficult decision-making in the face of increasing complexity and uncertainty. However, even if all decision-makers possessed perfect knowledge, water management decisions ultimately involve competing values, which will only get more prominent with increasing scarcity and competition over resources. Therefore, an important normative goal for water management is long-term cooperation between stakeholders. According to the principles of integrated water resource management (IWRM), this necessitates that managerial decisions support social equity and intergenerational equity (social equity that spans generations). The purpose of this discussion is to formulate preliminary recommendations for the design of serious games (SGs), a potential learning tool that may give rise to shared values and engage stakeholders with conflicting interests to cooperate towards a common goal. Specifically, this discussion explores whether SGs could promote values that transcend self-interest (transcendental values), based on the contributions of social psychology. The discussion is organized in the following way. First, an introduction is provided as to why understanding values from psychological perspectives is both important for water management and a potential avenue for learning in SGs. Second, a review of the description of values and mechanisms of value change from the field of social psychology is presented. This review highlights key psychological constraints to learning or applying values. Based on this review, recommendations are made for SGs designers to considerwhen developing games forwatermanagement, in order to promote transcendental values. Overall, the main conclusions from exploring the potential of value change for IWRMthrough SGs design are as follows: 1-SGs design needs to consider how all values change systematically; 2-SGs design should incorporate the many value conflicts that are faced in real life water management, 3-SGs could potentially promote learning by having players reflect on the reasoning behind value priorities across water management situations, and 4-value change ought to be tested in an iterative SGs design process using the Schwartz's Value Survey (SVS) (or something akin to it).

French/English abstract: Les systèmes d’aide à la prise de décision jouent un rôle important dans la pratique juridique aux Pays-Bas. Divers organismes gouvernementaux utilisent de tels systèmes automatisés pour la prise de décisions juridiques (de masse). Les départements juridiques, les cabinets d’avocats, les éditeurs juridiques et d’autres organismes ont de plus en plus recours à ces outils pour appuyer et améliorer les services d’aide juridique aux particuliers et aux entreprises. Ces outils permettent d’améliorer l’efficacité des processus et des services juridiques, mais ils peuvent aussi avoir d’importants effets préjudiciables sur les droits des personnes ou sur la qualité juridique des services produits, en particulier lorsqu’il n’existe pas de processus de conception minutieux et transparent. Cet article donne un aperçu de l’utilisation de ces systèmes dans la pratique juridique néerlandaise, discute de leurs avantages, pièges et défis, puis il identifie certaines questions de recherche pour le futur.---Rule-based systems for decision support and decision-making play an important role in Dutch legal practice. Government agencies use rule-based systems for (mass) legal decision-making. Legal departments, law firms, legal publishers and various other organizations increasingly use rule-basedsystems to support and improve the provision of legal aid to private individuals and corporate clients. Rule-based systems can improve efficiency of legal processes and services, but can also have important detrimental effects on the rights of individuals or legal quality, especially when there is no careful and transparent design process. This article provides an overview of the use of these systems in Dutch legal practice, discusses benefits, pitfallsand challenges and identifies questions for future research.
In this thesis several studies are presented that have targeted decision making about case management plans in probation. In a case management plan probation officers describe the goals and interventions that should help offenders stop reoffending, and the specific measures necessary to reduce acute risks of recidivism and harm. Such a plan is embedded in a judicial framework, a sanction or advice about the sanction in which these interventions and measures should be executed. The topic of this thesis is the use of structured decision support, and the question is if this can improve decision making about case management plans in probation and subsequently improve the effectiveness of offender supervision. In this chapter we first sketch why structured decision making was introduced in the Dutch probation services. Next we describe the instrument for risk and needs assessment as well as the procedure to develop case management plans that are used by the Dutch probation services and that are investigated in this thesis. Then we describe the setting of the studies and the research questions, and we conclude with an overview of this thesis.
