De gasopslagen werden elke zomer gevuld. Aardgas vormde immers, net zoals nu trouwens, de ruggengraat van de nationale energiesystemen.

This report has been established within the Flexiheat project. Flexiheat has focused on increasing flexibility in district heating systems. The intelligent district heating network is a dynamic network: an open network where different waste heat and renewable energy sources are connected, that has multiple producers and groups of consumers and facilitates the connection between different energy infrastructures (gas, heat and electricity). Eventually this will lead to an optimal deployment of the available heat sources and an increased cost-efficiency of district heating. Flexiheat aims to develop new concepts for these intelligent, flexible district heating networks. One of the strategies is to allow third party access to the network. A smart control system is developed to manage the heat flows across the network. This system makes use of dynamic pricing. In this exploration the concept of third party access in relation to the Flexiheat project will be discussed. The development of new business and price models based on the Flexiheat approach has led to an analysis of possible alternative price models for consumers.

Far from being negligible in quantity, decentralized energy production delivers a considerable part of the renewable energy production in the Netherlands. Decentralized production takes place by individual households, companies as well as citizen groups. Grassroots initiatives have sprung up in the Netherlands in the last 5 years, in a recent inventory 313 formally instituted local energy cooperatives were found. Cooperatives’ aims are sustainability, strengthening local economy and promoting a democratic governance structure for energy production.The energy industry in the Netherlands has traditionally been dominated by large energy companies, and the Groningen gas field has resulted in a very high dependency on natural gas for both consumer and business households. The climate for grassroots initiatives has improved since the so-called Energy Covenant in 2013. This covenant pertains to an agreement between government, industry representatives, labor unions and non-governmental organizations to arrive at a substantial reduction of energy use, ambitious increase in the production of renewable energy, and new jobs in the renewable energy sector.The covenant also announced new policies to stimulate community energy activities, such as the Zip-code-rose policy . The governmental interest in new forms of energy transition, is also demonstrated by the ‘Experiments Electricity Law’ facility, which gives local business and community initiatives an opportunity to experiment with a local energy system. This policy is meant as a ‘learning facility’; experiences are expected to lead to adaptations in Dutch electricity law and regulation.

This report relates to the Horizon 2020 project entitled ‘Making City’. The report was conducted by the Hanze University of Applied Sciences to the benefit of theMunicipality of Groningen and other consortium partners in the Making City project and addresses the legal impediments that may arise when creating and achieving a Positive Energy District (PED). In doing so, it specifically addresses the situation in the city of Groningen and the legal framework of the Netherlands.This report highlights legal developments of (upcoming) EU and mostly Dutch legislation related to a PED, such as the Collective Heat and Supply Act (Warmtewet) and the Environmental Act. Moreover, smart contracts used in the Block chain technology is discussed and a chapter on Intellectual Property legislation is included which becomes relevant when using new innovations and technologies. Furthermore, it identifies certain legal barriers that emerged in the establishment of the Groningen PED.

The goal of a local energy community (LEC) is to create a more sustainable, resilient, and efficient energy system by reducing dependence on centralized power sources and enabling greater participation and control by local communities and individuals. LEC requires transformations in local energy systems, and strongly depends on the preferences and actions of the local actors involved. The necessity for extensive stakeholder involvement adds complexity to the energy transition, posing a significant challenge for all involved parties. The municipality of Leidschendam-Voorburg has committed to the national decision for energy transition. It has taken a strategic approach by proceeding De Heuvel/Amstelwijk as the pioneer in this initiative, leading the way for other neighborhoods to follow. It is crucial to devise strategies that effectively facilitate stakeholder engagement. To this end, a thorough stakeholder analysis is needed. Such an analysis can focus on the identification of key stakeholders, their interests, their influence, and their behavioral characteristics in relation to the energy transition. Additionally, it's crucial to uncover the challenges encountered by these stakeholders and finally develop appropriate strategies to address them hence enhance their engagement. This thesis begins with an introduction to the research background, including a presentation of the case study and a statement of the problem identified in the field, followed by the research questions underpinning the study. A thorough literature review ensues, providing a robust synthesis of existing research relating to stakeholder engagement in LECs, with a view to expediting energy transitions. The literature review not only forms the foundation for the research methods adopted in this study but also promotes in the construction of the conceptual model. Subsequent to the literature review, the research method is detailed. The filed research is conducted in five steps: Step 1 - identification of stakeholders, Step 2 - prioritization of stakeholders, Step 3 - interviewing, Step 4 - data analysis, including stakeholder profiling with mapping and addressing challenges, and finally, Step 5 - proposal of strategies for stakeholder engagement enhancement based on the expected and current levels of stakeholders engagement. This research collects necessary information to understand the profiles of stakeholders in De Heuvel/Amstelwijk, tackle challenges faced by different stakeholders, propose strategies to increase stakeholders engagement. It not only aims to enrich the depth of theoretical knowledge on the subject matter but also strives to aid in the development of a localized energy strategy that is optimally suited for the De Heuvel/Amstelwijk neighborhood as good example for other neighborhoods.

Ageing brings about physiological changes that affect people’s thermal sensitivity and thermoregulation. The majority of older Australians prefer to age in place and modifications to the home environment are often required to accommodate the occupants as they age and possibly become frail. However, modifications to aid thermal comfort are not always considered. Using a qualitative approach this study aims to understand the thermal qualities of the existing living environment of older South Australians, their strategies for keeping cool in hot weather and warm in cold weather and to identify existing problems related to planning and house design, and the use of heating and cooling. Data were gathered via seven focus group sessions with 49 older people living in three climate zones in South Australia. The sessions yielded four main themes, namely ‘personal factors’, ‘feeling’, ‘knowing’ and ‘doing’. These themes can be used as a basis to develop information and guidelines for older people in dealing with hot and cold weather. Sustainability transition research seeks to understand the patterns and dynamics of structural societal change as well as unearth strategies for governance. However, existing frameworks emphasize innovation and build-up over exnovation and break-down. This limits their potential in making sense of the turbulent and chaotic dynamics of current transition-in-the-making. Addressing this gap, our paper elaborates on the development and use of the X-curve framework. The X-curve provides a simplified depiction of transitions that explicitly captures the patterns of build-up, breakdown, and their interactions.Using three cases, we illustrate the X-curve’s main strength as a framework that can support groups of people to develop a shared understanding of the dynamics in transitions-in-the-making. This helps them reflect upon their roles, potential influence, and the needed capacities for desired transitions. We discuss some challenges in using the X-curve framework, such as participants’ grasp of ‘chaos’, and provide suggestions on how to address these challenges and strengthen the frameworks’ ability to support understanding and navigation of transition dynamics. We conclude by summarizing its main strength and invite the reader to use it, reflect on it, build on it, and judge its value for action research on sustainability transitions themselves.

The paper analyses key elements of communication that may lead to accusations that a company is engaging in practices of greenwashing failing to create stakeholder engagement. According to sensemaking and sensegiving approaches, the theoretical foundations that underpin the concepts of corporate social responsibility (CSR) communication and greenwashing practices are explored and a comparison between two energy companies in the Italian and Dutch context is set up for exploratory purpose. The integration of a company’s strategic CSR approach and its communication practices may help to enhance effective stakeholder engagement, prevent accusations of greenwashing and avert the negative associated consequences (e.g., scepticism among stakeholders). The research provides a theoretical contribution to CSR communication by identifying several pitfalls that can lead to the appearance of greenwashing and provides caveats for the further development of both theory and managerial practices.
