Local governments, traditionally an important partner of voluntary sport clubs in the Netherlands, are increasingly influencing clubs into involvement in social projects and activities. Although it is not clear what contribution sports clubs can play in this social policy agenda, or whether this agenda carries dangers of undermining the nature and strengths of these clubs (Coalter, 2007), more and more clubs in the Netherlands try to adapt to these demands. Sport clubs are no simple implementers of local social policy, they need autonomy to translate social activities to the local context and specific characteristics of the club to be successful (Skille, 2008). The aim of this study is to gain insight in the opinions of sport club members towards this upcoming social responsibility.

Though there are different interpretations in the scholarly literature of what a social learning is: whether it is an individual, organisational, or collective process. For example, Freeman (2007), in his study on policy change in the public health sector, conceptualised collective learning of public officials as a process of epistemological bricolage. In his interpretation, the new policy ideas are the result of this bricolage process, when the “acquired second-hand” ideas are transformed into “something new”. The literature on (democratic) governance points opens another perspective to the policy change, emphasising the importance of public engagement in the policy-making process. Following this school of thought the new policy is the result of a deliberative act that involves different participants. In other words, the ideas about policy are not borrowed, but are born in social deliberation. Combining the insights gained from both literatures – social learning and governance – the policy change is interpreted, as a result of a broad social interaction process, which is also the social learning for all participants.The paper will focus on further development of the conceptualisation of policy change through social deliberation and social learning and will attempt to define the involved micro mechanisms. The exploratory case study of policy change that was preceded by a broad public debate will help to describe and establish the mechanisms. Specifically, the paper will focus on the decision of the Dutch government to cease the exploration of natural gas from the Groningen gas field. The radical change in national policy regarding gas exploration is seen as a result of a broader public debate, which was an act of social deliberation and social learning at the same time.

From pocket parks and façade-greening to urban green infrastructure, biodiversity thrives best through connectivity.In the SIA-project, Nature-inclusive Area Development, four universities of applied sciences - Aeres University of Applied Sciences, Avans University of Applied Sciences, Amsterdam University of Applied Sciences, and Van Hall Larenstein University of AppliedSciences- researched three levels of area development to accelerate the transition to nature-inclusive area development. The study consisted of three case studies: Waarder Railway Zone (building), Knowledge Mile Park (KMP - street - Amsterdam), and AlmereCentre-Pampus (area).

This chapter is about the development of tourism in the Dutch Wadden Sea Region in combination with nature conservation. The main question is whether they have a common future. There are some future points stated:- Nature and landscape of the Wadden Sea are the main pull factors for the tourism development. - Future tourism development requires a clear strategy that is supported by various stakeholders- Raising awareness about the natural values results in more visitors and public support for nature conservation- The World Heritage status facilitates cooperation between local entrepreneurs and nature conservation organisationsOverall the conclusion can be drawn that, stimulated by the World Heritage status of the Wadden Sea and facilitated by a trilateral Sustainable Tourism Strategy, tourism development and nature conservation and can mutually benefit. Raising awareness about the natural values of the Wadden Sea will result in more visitors to the region and contributes to an emotional attachment to the protected area and public support for the conservation programs.

A welcome policy can be embedded in a municipal authority organisation in a number of different ways. Each has its own strengths and weaknesses. To be effective, the local policy makers must be clear on how they hope to make use of the welcome policy and how this will benefit or suffer from different organisational structures. No one ‘ideal’ structure will ‘fit’ all municipal situations in Europe. However, to be aware of the strengths and weaknesses of the organisational structure that most closely resembles the local situation can increase the chances of successful policy implementation.

Habitat fragmentation caused by urbanization and climate change are important drivers of biodiversity decline and ecosystem degradation (McKinney, 2002). Governmental inaction results in cascade effects, such as the extinction of species and the weakening of ecosystem services that citizens depend on. Alarming studies show the continuing loss of nature within European cities as they densify further to meet the demand for housing (Balikçi et al., 2022). The housing market is currently impacted negatively by economic factors and municipalities often respond by scaling back their sustainability ambitions. To avoid cosmetic greening of cities, the eco-social value of urban developments and their contribution to climate-change adaptation need to be made measurable. Developing nature-based urban areas offers opportunities to increase socio-ecological resilience (McPhearson et al., 2015; Spanjar et al., 2022).In the two-year Nature-Based Area Development study researchers at four Dutch universities collaborated with planning professionals in cities, regions and companies to investigate how nature-based urban development can become a forceful reality. The study applied a combination of methods such as co-research sessions with consortium partners, in-depth interviews with experts and a multiple case study analysis of best practices in the Netherlands and abroad. Malmö and Stockholm are frontrunners in applying innovative green planning instruments such as Green Area Factor to meet high environmental ambitions (Kruuse, 2011). These instruments were also analysed and compared with eco-city projects in the Netherlands to identify their effectiveness in fostering nature and ecosystem services.The analysis shows barriers in governance and spatiality between public and (semi-)private developments. Policy silos and ownership divisions often lead to standalone interventions that negatively impact social and ecological connectedness and projects’ potential for climate-change adaptation. Nature-based urban developments require a proactive effort to understand the precise ecological demands across scales and how they can be harnessed effectively in these complex planning processes. The results of the study provide key lessons and inspiration to enable authorities to implement more effective nature-based planning instruments.

Energy policies are vital tools used by countries to regulate economic and social development as well as guarantee national security. To address the problems of fragmented policy objectives, conflicting tools, and overlapping initiatives, the internal logic and evolutionary trends of energy policies must be explored using the policy content. This study uses 38,277 energy policies as a database and summarizes the four energy policy objectives: clean, low-carbon, safe, and efficient. Using the TextCNN model to classify and deconstruct policies, the LDA + Word2vec theme conceptualization and similarity calculations were compared with the EISMD evolution framework to determine the energy policy theme evolution path. Results indicate that the density of energy policies has increased. Policies have become more comprehensive, barriers between objectives have gradually been broken, and low-carbon objectives have been strengthened. The evolution types are more diversified, evolution paths are more complicated, and the evolution types are often related to technology, industry, and market maturity. Traditional energy themes evolve through inheritance and merger; emerging technology and industry themes evolve through innovation, inheritance, and splitting. Moreover, this study provides a replicable analytical framework for the study of policy evolution in other sectors and evidence for optimizing energy policy design

In January 2017, relations between Greece and Turkey were under severe strain when warships from both sides engaged in a brief standoff near a pair of uninhabited Greek ‘islets’ in the Aegean, whose sovereignty is disputed by Turkey. Theoretically informed by the literature of foreign policy analysis, we examine how the Greek diplomats, military officers and political analysts interpreted Turkey’s behaviour at that particular time. The article considers the following research question: which factors, from a Greek point of view, explain Turkey’s foreign policy in the Aegean in January 2017? Our theoretical expectation is that, in the aftermath of the coup attempt in Turkey, Greek diplomats, military officers and political analysts would ascribe domestic calculations into Turkey’s activities. We employed Q- methodology to uncover socially shared perspectives on this topic. Based on our findings, we uncovered two viewpoints: (1) Turkey’s diachronic strategy in the Aegean and (2) the strongman style. According to the former and most widely shared viewpoint, a consistent ‘rationalist’ strategy to change the status quo in the Aegean explains Turkey’s behaviour. According to the second one, the belief system of Turkey’s leadership legitimises the use of force in the conduct of foreign policy.
