Abstract: The typical structure of the healthcare sector involves (specialist) intertwined practices co-occurring in formal or informal networks. These practices must answer to the concerns and needs of all related stakeholders. Multimorbidity and the need to share knowledge for scientific development are among the driving factors for collaboration in healthcare. To establish and keep up a permanent collaborative link, it takes effort and understanding of the network characteristics that must be governed. It is not hard to find practices of Network Governance (NG) in a variety of industries. Still, there is a lack of insight in this subject, including knowledge on how to establish and maintain an effective healthcare network. Consequently, this study's research question is: How is network governance organized in the healthcare sector? A systematic literature study was performed to select 80 NG articles. Based on these publications the characteristics of NG are made explicit. The findings demonstrate that combinations of governance style (relational versus contractual governance) and governance structure (lead versus shared governance) lead to different network dynamics. Furthermore, the results show that in order to comprehend how networks in the healthcare sector emerge and can be regulated, it is vital to understand the current network type. IT-based networking trends such as the rise of social media, crowd sourcing, open innovation, and cloud computing enable a profoundly different way of working and collaborating that challenges significantly traditional approaches of companies towards governance, i.e. the mechanisms a company employs to achieving business results and safeguarding information. Standard practices developed with a hierarchical model of the company in mind, are inadequate for providing sufficient correlation between governance mechanisms deployed and results achieved. Popular literature on the subject states that dealing effectively with such new technologies in a business environment requires relinquishing control and subverting to trust. This paper makes the case that deploying successfully new IT-based networking tools rather involves shifting one’s trust from a well-established and well-known governance system based on hierarchy and control towards another governance system, termed in the literature as network governance. This paper assesses when network governance is the better suited governance system. The presented theoretical model helps to understand how companies should use arising new technologies and which tasks are suited for network-driven IT-applications. Furthermore, the model enables to understand how network governance works to achieve business results and to safeguard information exchanges.

This paper examines the network governance approach of the Dutch Urban Envoy in the context of multilevel governance in the European Union. This paper aims to answer the research question on how the scope of network governance can explore the performance of the Dutch Urban Envoy. By analyzing network characteristics, such as legitimacy, actor-level properties, and network-level properties, this paper seeks to provide a nuanced understanding of the performance of the Dutch Urban Envoy. Drawing on previous research, this paper identifies the applicability and limitations of assessing network characteristics in understanding advocacy processes. The paper successfully visualizes the networks of the Dutch Urban Envoy and explores their roles and mandates, contributing to determining the added value of their position. However, the network governance approach has limitations in explaining the tangible successes and challenges of the Dutch Urban Envoy that cannot be directly attributed to their overall performance.

There are three volumes in this body of work. In volume one, we lay the foundation for a general theory of organizing. We propose that organizing is a continuous process of ongoing mutual or reciprocal influence between objects (e.g., human actors) in a field, whereby a field is infinite and connects all the objects in it much like electromagnetic fields influence atomic and molecular charged objects or gravity fields influence inanimate objects with mass such as planets and stars. We use field theory to build what we now call the Network Field Model. In this model, human actors are modeled as pointlike objects in the field. Influence between and investments in these point-like human objects are explained as energy exchanges (potential and kinetic) which can be described in terms of three different types of capital: financial (assets), human capital (the individual) and social (two or more humans in a network). This model is predicated on a field theoretical understanding about the world we live in. We use historical and contemporaneous examples of human activity and describe them in terms of the model. In volume two, we demonstrate how to apply the model. In volume 3, we use experimental data to prove the reliability of the model. Abstract Healthcare organizations operate within a network of governments, insurers, inspection services and other healthcare organizations to provide clients with the best possible care. The parties involved must collaborate and are accountable to each other for the care provided. This has led to a diversity of administrative processes that are supported by a multi-system landscape, resulting in administrative burdens among healthcare professionals. Management methods, such as Enterprise Architecture (EA), should help to develop and manage such landscapes, but they are systematic, while the network of healthcare parties is dynamic. The aim of this research is therefore to develop an EA framework that fits the dynamics of network organizations (such as long-term healthcare). This research proposal outlines the practical and scientific relevance of this research and the proposed method. The current status and next steps are also described.

Adaptive governance describes the purposeful collective actions to resist, adapt, or transform when faced with shocks. As governments are reluctant to intervene in informal settlements, community based organisations (CBOs) self-organize and take he lead. This study explores under what conditions CBOs in Mathare informal settlement, Nairobi initiate and sustain resilience activities during Covid-19. Study findings show that CBOs engage in multiple resilience activities, varying from maladaptive and unsustainable to adaptive, and transformative. Two conditions enable CBOs to initiate resilience activities: bonding within the community and coordination with other actors. To sustain these activities over 2.5 years of Covid-19, CBOs also require leadership, resources, organisational capacity, and network capacity. The same conditions appear to enable CBOs to engage in transformative activities. How-ever, CBOs cannot transform urban systems on their own. An additional condition, not met in Mathare, is that governments, NGOs, and donor agencies facilitate, support, and build community capacities. In today’s dynamic business landscape, the continuous development of employee skills is an important driver for innovation and performance in the workplace. However, employee skillsets are often inadequate, posing a challenge for organisational innovativeness and performance. Although concepts and instruments at the organisational level are helpful, organisations need additional methods to facilitate continuous skill development. Interorganisational skills learning communities (ISLCs) have recently emerged in Europe to address this need, presenting a promising approach to enhance employee skill development. Nevertheless, designers and employees face significant challenges in ensuring long-term skill development through ISLCs. Treating ISLCs as dynamic interorganisational ecosystems that must adapt to changing contexts is essential, but learning community literature currently lacks specification on how adaptive and effective ISLCs can be designed. In the present paper, we present a novel and comprehensive ISLC design framework underpinned by modern-sociotechnical systems theory (MSTS), network theory, and state-of-the-art literature on skills learning communities. Accordingly, an adaptable and effective ISLC can be achieved through (1) distinction of different design levels, (2) distinction between design of a learning structure and governance structure, (3) pursuit of a specific design sequence, (4) clusters of micro learning communities (LCs), and (5) an iterative, interactive and multi-level design of feedback loops. The resulting design framework breaks new ground for interorganisational learning community theory-building and offers a novel direction for researchers, HRD practitioners and policy makers to address HRD problems in today’s changing business environment. More research should be conducted on the validation of this conceptual design framework. Artificial intelligence (AI) is a technology which is increasingly being utilised in society and the economy worldwide, but there is much disquiet over problematic and dangerous implementations of AI, or indeed even AI itself deciding to do dangerous and problematic actions. These developments have led to concerns about whether and how AI systems currently adhere to and will adhere to ethical standards, stimulating a global and multistakeholder conversation on AI ethics and the production of AI governance initiatives. Such developments form the basis for this chapter, where we give an insight into what is happening in Australia, China, the European Union, India and the United States. We commence with some background to the AI ethics and regulation debates, before proceedings to give an overview of what is happening in different countries and regions, namely Australia, China, the European Union (including national level activities in Germany), India and the United States. We provide an analysis of these country profiles, with particular emphasis on the relationship between ethics and law in each location. Overall we find that AI governance and ethics initiatives are most developed in China and the European Union, but the United States has been catching up in the last eighteen months.
