A Europe-wide revival of the idea of bildung as a goal for education has been gaining momentum for a couple of decades. The main idea is that bildung enables teachers, researchers and policy makers “… to explore the ways in which education might be about something more than simply the transmission of our facts and values to the next generation,” to use a quote by Gert Biesta, the Dutch professor of educational theory and pedagogy at the University of Edinburgh. Others often narrow bildung down to a process of becoming a whole person or cultivating one’s self towards civic excellence. Those ideas come from an older tradition with bildung thinkers such as the 19th century Prussian minister of education, Wilhelm von Humboldt, who promoted bildung as a key objective of public education.

Over the last years a large growth in Electric Vehicles (EV) and charging infrastructure (CI) development has been observed. Particularly in metropolitan areas this growth has led to a system in which multitudes of interactions between EV users take place. While many researchers have focused on EV user charging behavior and deployment strategies for CI, little attention has been paid to conceptualizing the problem domain. This research provides a brief overview of complex systems theory, and derives six characterizing elements of complex systems that may be applicable for CI. The paper investigates both theoretically but also empirically how these characterizing elements apply for CI and provides implications for the further roll-out of CI for both policy makers and researchers. We illustrate our findings with preliminary results form ongoing research. Recommendations include the further development of simulation tools that are capable of exploring effects of e.g. non-linear behavior, feedback loops and emergence of new patterns on CI performance. In the end this paper aims to provide directions to enable policy makers to be better prepared for the anticipated exponential growth of EVs and CI.

A welcome policy can be embedded in a municipal authority organisation in a number of different ways. Each has its own strengths and weaknesses. To be effective, the local policy makers must be clear on how they hope to make use of the welcome policy and how this will benefit or suffer from different organisational structures. No one ‘ideal’ structure will ‘fit’ all municipal situations in Europe. However, to be aware of the strengths and weaknesses of the organisational structure that most closely resembles the local situation can increase the chances of successful policy implementation.

This study examines how the contemporary European policy debate addresses the further development of the quality of teacher educators. A classification framework based on the literature on professionalism was used to compare European and Member State policy actions and measures on the quality of teacher educators through an analysis of seven European policy documents and a questionnaire completed by key policy-makers in 16 European countries. The findings show that European Union policy documents pay limited attention to the quality of teacher educators. However, the professionalism of teacher educators receives more policy attention at the level of individual Member States. Most of these policies are part of general policies for higher education teachers, while the initiative lies with governments and teacher education institutes. The role of the professionals themselves in developing policies to strengthen their professionalism seems very limited.

In considering how to better support teacher and school leader careers, the ET2020 Working Group on Schools has redressed the balance by understanding better the lived experience of individual teachers and school leaders. The starting point was to focus on what teachers may want from their careers as they enter the school education profession, and how these ambitions may change as their career is sustained.Importantly for policy makers, the Group has considered how support mechanisms can benefit these individuals and, at the same time, benefit schools and the wider system in a coherent manner.It is hoped that education systems, by virtue of their policy makers, can engage and support stakeholders to take a new approach to teacher and school leader careers: one that genuinely nurtures individual motivation and abilities (competence), whilst providing a range of opportunities in which all teachers and school leaders can grow and progress.There are two core ideas explored in this Guide: the need to recognise and support diverse career paths; and the need to take a coherent approach to that support.

Emissions from aviation will continue to increase in the future, in contradiction of global climate policy objectives. Yet, airlines and airline organisations suggest that aviation will become climatically sustainable. This paper investigates this paradox by reviewing fuel-efficiency gains since the 1960s in comparison to aviation growth, and by linking these results to technology discourses, based on a two-tiered approach tracing technology-focused discourses over 20 years (1994-2013). Findings indicate that a wide range of solutions to growing emissions from aviation have been presented by industry, hyped in global media, and subsequently vanished to be replaced by new technology discourses. Redundant discourses often linger in the public domain, where they continue to be associated with industry aspirations of 'sustainable aviation' and 'zero-emission flight'. The paper highlights and discusses a number of technology discourses that constitute 'technology myths', and the role these 'myths' may be playing in the enduring but flawed promise of sustainable aviation. We conclude that technology myths require policy-makers to interpret and take into account technical uncertainty, which may result in inaction that continues to delay much needed progress in climate policy for aviation.

This opinion piece addresses issues surrounding the role of researchers’ behaviour in bridging the science–policy gap in sustainable tourism mobility. Currently, the research agenda on bridging this gap encompasses the development of fuller understanding of the determinants of tourist behaviours, and only a partial understanding of the behaviour of policy-makers and industry. That latter area needs research to identify how those key actors can be encouraged towards developing sustainable tourism mobility. This paper argues that key determinants of researchers' behaviour need to be added to that research agenda. It discusses seven tensions and structures hindering researchers exploring how to mobilise and engage with other industry and policy-makers, including dangers related to the politicisation of science, balancing objectivity and engagement, and the consequences of the current publication culture that characterises the academic community. The discussion concludes with a call for action to researchers to address these tensions and structures. It suggests four ways forward, including informed and skilled engagement with the quality mass media, using proven methods of academic–industry cooperation, workshops to help editors and reviewers to better understand practice-linked, values-driven research issues and the creation of a policy-makers' industry and researchers' action group to encourage joint projects.

In January 2017, relations between Greece and Turkey were under severe strain when warships from both sides engaged in a brief standoff near a pair of uninhabited Greek ‘islets’ in the Aegean, whose sovereignty is disputed by Turkey. Theoretically informed by the literature of foreign policy analysis, we examine how the Greek diplomats, military officers and political analysts interpreted Turkey’s behaviour at that particular time. The article considers the following research question: which factors, from a Greek point of view, explain Turkey’s foreign policy in the Aegean in January 2017? Our theoretical expectation is that, in the aftermath of the coup attempt in Turkey, Greek diplomats, military officers and political analysts would ascribe domestic calculations into Turkey’s activities. We employed Q- methodology to uncover socially shared perspectives on this topic. Based on our findings, we uncovered two viewpoints: (1) Turkey’s diachronic strategy in the Aegean and (2) the strongman style. According to the former and most widely shared viewpoint, a consistent ‘rationalist’ strategy to change the status quo in the Aegean explains Turkey’s behaviour. According to the second one, the belief system of Turkey’s leadership legitimises the use of force in the conduct of foreign policy.

Scientific research from within and beyond academia continues to provide the justification and the knowledge for policy developments directed toward migration and integration governance. A proliferation of scholarship aims to study, pilot, and investigate the ‘best practices’ for facilitating integration, which is then taken up in advice to policy makers. Many authors have written about this science-policy nexus (Boswell 2009; Penninx, Garcés-Mascareñas, and Scholten 2005; Scholten et al. 2015; Verbeek, Entzinger, and Scholten 2015) These works have also engaged in critical reflection, problematizing this nexus and demonstrating how funding structures draw researchers not only into addressing short-term policy goals, but also into reproducing some of the essentialist worldviews that come with methodological nationalism (Wimmer and Glick Schiller 2002) and the ‘national order of things’ (Malkki 1995). Yet, the colonial legacies and dis/continuities of these logics in integrationism have not received much attention so far.The paper takes a critical lens on the implications of the science-policy complicity in reproducing colonial logics of ‘cultural distance’, based on perspectives and empirical research from different national (Netherlands and Switzerland) and supra-national (EU) contexts. We analyse texts which shape the civic integration programme in the Netherlands, the genealogy of the integration requirement to respect the values of the constitution in Switzerland, and the EU framework on migrant integration. This combined analysis brings forth the role scientists and knowledge producers play in (re)producing the colonial logics within integrationism, and their contributions to the regime of truth within which integration discourse operates. Throughout this article, we draw on examples from these different contexts to display that integration and its migranticized (Dahinden 2016) subjects are constructed through practices deemed as scientific or objective expertise, building on important work by Schinkel (2018) on integration research as “neocolonial knowledge production” and Favell’s (2022) critical reflections on integration indicator frameworks. As we demonstrate, the “idea of integration as an issue of cultural distance is rendered imaginable in and through colonial legacies and scientific practices from which policy draws legitimacy. We show how cultural distance is produced in the scientification of migrants’ assimilability in a ‘Western work ethic’, in measurement of migrants’ adherence to liberal values, and through constructions of integration drawing on social imaginaries of national and European identity. Importantly, we argue that by presenting this cultural distance as a product of objective, scientific processes of empirical observation, the notion of cultural distance is normalised and depoliticized, which ultimately legitimizes integrationism as a mode of governance.The present study builds on important contributions (by Schinkel 2017; Favell 2022; Korteweg 2017; Bonjour and Duyvendak 2017, and others) in attempting to destabilize the normalization of integrationism as the widely accepted mode of governance of ‘immigrant’ or ‘ethnic’ populations and their inherent and problematic ‘distance’. The content and structure of this summer school in post-colonial Amsterdam would allow us to continue our critical reflexive discussions to better understand the colonial logics at play and how they operate in multiple contexts and at multiple levels of governance, in and beyond integration
