Innovation is crucial for higher education to ensure high-quality curricula that address the changing needs of students, labor markets, and society as a whole. Substantial amounts of resources and enthusiasm are devoted to innovations, but often they do not yield the desired changes. This may be due to unworkable goals, too much complexity, and a lack of resources to institutionalize the innovation. In many cases, innovations end up being less sustainable than expected or hoped for. In the long term, the disappointing revenues of innovations hamper the ability of higher education to remain future proof. Against the background of this need to increase the success of educational innovations, our colleague Klaartje van Genugten has explored the literature on innovations to reveal mechanisms that contribute to the sustainability of innovations. Her findings are synthesized in this report. They are particularly meaningful for directors of education programs, curriculum committees, educational consultants, and policy makers, who are generally in charge of defining the scope and set up of innovations. Her report offers a comprehensive view and provides food for thought on how we can strive for future-proof and sustainable innovations. I therefore recommend reading this report.

The quality of teaching has a clear impact on student success, but how can good teaching be defined? The European QualiTePE research project, funded by the Erasmus+ programme and involving ten European countries, seeks to adress this question specifically for Physical Education (PE). The QualiTePE instrument was designed for use in teacher training and further training to enable criteria-based observation and assessment of the quality of Physical Education lessons. The instrument is designed for diverse PE teaching and learning scenarios, alongside teacher resources, facilitating the practical assessment of teaching quality in PE. The QualiTePE instrument quantifies teaching quality by assessing specific, observable teaching characteristics via questionnaire items. Each assessment is conducted by three different population groups: 1) the students 2) the PE teacher 3) an observer. The comparative analysis of the data collected from these three perspectives enables systematic and criteria‐based feedback for (prospective) teachers, identifies areas of improvement, and informs content development for PE across Europe. The QualiTePE digital web-based evaluation tool for assessing the “Quality of Teaching in Physical Education” is now available in English, German, French, Italian, Spanish, Dutch, Swedish, Slovenian, Czech and Greek.

There are lots of definitions of quality, and also of quality in education. Garvin (1984)discerns five approaches: the transcendental approach, the product-oriented approach, the customeroriented approach, the manufacturing-oriented approach and the value-for-money approach. Harvey and Green (1993) give five interrelated concepts of quality as: exceptional, perfection (or consistency), fitness for purpose, value for money and transformative. A new definition of quality is needed to explain recent quality issues in higher education. This article describes a quality concept with four constituents: object, standard, subject and values. The article elaborates on the values. Four value systems derived from Beck and Cowan (1996) are transformed into four value systems on quality and quality management: control, continuous improvement, commitment and breakthrough. These value systems make it possible to explain some recent developments in quality management in higher education.

Purpose – The purpose of this paper is to provide an overview of the evolution of “folk” understandings of quality in higher hospitality education and the consequent implications of these understandings for current quality concerns in the field. Design/methodology/approach – The paper combines a historical survey of the stated topic together with an analysis of how the evolution of higher hospitality education provides insight into current issues and problems in the subject area. Findings – The paper suggests that only by thoroughly comprehending the past development of higher hospitality education is it possible to accurately map the field’s current travails and diagnose likely future trends. Practical implications – The paper outlines the implications of current understandings of quality in hospitality education for its future development and provision. Originality/value – The originality and value of this paper lie in its identification of the principal trends that contribute to understanding of current perceptions of the quality of higher hospitality education.

At the Teacher Education Institute of Fontys University of Applied Sciences, all student teachers have to do practitioner research as a part of their study programme. They are supervised in this process by teacher educators. The supervising teacher educators discuss the quality of student teacher practitioner research at several formal occasions. Some supervisors for example have recently been formally assessed as supervisors of student teacher practitioner research on the basis of an interview and a portfolio. In this portfolio they not only address their supervision skills but also reflect on the quality of student teacher practitioner research. Some supervisors also participate in a discussion group with colleagues of other Dutch Teacher Education Institutes with the intention to ascertain transcendental quality criteria. We will analyse opinions of our colleagues about the quality of student teacher practitioner research and thereby answer the following research questions: 1. What comprises ‘good’ student teacher practitioner research according to supervisors of research projects? 2. How do opinions about ‘good’ student teacher practitioner research of supervisors relate to their conceptions of the aims and nature of student teacher practitioner research?

More than 25!years after Moore’s first introduction of the public value concept in 995, the concept is now widely used, but its operationalization is still considered difficult. This paper presents the empirical results of a study analyzing the application of the public value concept in Higher Education Institutions, thereby focusing on how to account for public value. The paper shows how Dutch universities of applied sciences operationalize the concept ‘public value’, and how they report on the outcome achievements. The official strategy plans and annual reports for FY2016 through FY2018 of the ten largest institutions were used. While we find that all the institutions selected aim to deliver public value, they still use performance indicators that have a more narrow orientation, and are primarily focused on processes, outputs, and service delivery quality. However, we also observe that they use narratives to show the public value they created. In this way this paper contributes to the literature on public value accounting.

Over the past few decades, education systems, especially in higher education, have been redefined. Such reforms inevitably require reconsideration of operational notions and definitions of quality, along with a number of related concepts. This reconsideration aligns with the core of higher education reforms: improving efficacy and compatibility with emerging social demands while adapting to competitiveness and accountability trends. As primary players in the teaching and learning process, online tutors have a protagonistic role and, therefore, must be equipped with a suitable set of competencies and attributes in addition to content knowledge. This quantitative research aims to analyze the perceptions of 250 online tutors working in European higher education institutions, distributed in 5 knowledge areas: Business, Education, Humanities, Sciences and Health. This descriptive and exploratory nonexperimental study reveals the technological and pedagogical skills and competencies that online tutors consider fundamental for effective online teaching and proposes professional development actions to ensure quality online teaching.

Despite the willingness of many educational institutions worldwide to embrace Education for Sustainable Development and Education for Sustainable Development Goals, critical scholars have pointed out that the very enterprise of sustainable development is not without its contradictions. Therefore, any education that engages with sustainable development needs to be carefully reviewed, rather than supported, in its ambition to promote the supposedly universally desirable aims. The rhetoric of sustainable development as meeting the needs of present and future generations is largely anthropocentric in failing to take nonhuman species into account when setting up pragmatic and ethical objectives. Similarly to the Millennium Development Goals (MDGs) that have helped to raise living standards across the world, but have largely failed to address environmental sustainability challenges, the Sustainability Development Goals (SDGs) tend to prioritize “inclusive economic growth” at the expense of ecological integrity, which is very likely to negatively affect not only nonhuman species but also future generations and their quality of life. Thus, as this chapter will argue, universally applicable Education for Sustainable Development Goals (ESDGs) is problematic in the context of addressing the long-term sustainability for both human and nonhuman inhabitants of the planet. Given escalating climate change, biodiversity loss, pollution, and depletion of natural resources, this chapter questions whether ESDGs can qualify as a desirable “quality education”. The paradoxes of sustainable development and ways forward that seem a better alternative for ESDG include indigenous/traditional learning, ecopedagogy, ecocentric education, and education for degrowth, steady-state, and Cradle-to-Cradle and circular economy. How to design and implement a system of Total Quality Management in education

Background and aim – In this study, it is pre-supposed that the indoor environmental conditions of classrooms can contribute to the quality of the educational process. Thermal, acoustic and visual conditions and indoor air quality (IAQ) may be extremely supportive in order to support the in-class tasks of teachers and students. This study explores the influence of these conditions on the perceived comfort and quality of learning of students in higher education. Methodology – In a case study design, the actual IEQ of 34 classrooms which are spread over four school buildings in North Netherlands and 276 related student perceptions were collected. The measurements consisted of in situ physical measurements. At the same moment the perceived indoor environmental quality (PIEQ) and the perceived quality of learning (PQL) of students were measured with a questionnaire. Results – Observed are high carbon dioxide concentrations and high background noise levels. A relation was observed between perceived acoustic and visual conditions, IAQ, and the PQL indicating that a poor IEQ affects the PQL. A linear regression analyses showed that in this study the perceived impact on the quality of learning was mainly caused by perceived acoustic comfort. Originality – With the applied innovative measuring instrument it is possible to measure both the actual IEQ as well as the PIEQ and PQL. This method can also be used to assess a reference and intervention condition. Practical or social implications – The applied measuring instrument provides school management with information about the effectiveness of improved IEQ and students’ satisfaction, which can be the basis for further improvement.
