Voor u ligt de eindrapportage van het project Transforming Regions dat binnen het zogenaamde ESTRAC-project is uitgevoerd. ESTRAC staat voor Energy Transition Centre, een langlopend (2017-2021) publiek-private samenwerking tussen Rijksuniversiteit Groningen, Hanzehogeschool Groningen, TNO, New Energy Coalition (penvoerder) en (financierende) partners provincie Groningen, NAM, EBN, Gasunie en Gasterra. Doel van dit Transforming Regions onderzoek was om vanuit verschillende sectoren - industrie en gebouwde omgeving - kennis te ontwikkelen voor het terugdringen van de CO₂ uitstoot en het verduurzamen van onze samenleving op lokaal en regionaal niveau. Dit rapport gaat over het de gebouwde omgeving en richt zich met name op het ontwikkelen van benaderingen die de besluitvorming voor belanghebbenden ten aanzien van het lokale en regionale energiesysteem ondersteunen. Voor Transforming Regions verschijnt ook een rapport over de industrie.

This lessons learned report gives an overview of the output and results of the first phase of the REDUCES project. The introduction states the relevance of combining a policy approach with business model analysis, and defines the objectives. Next, an overview is given of circular economy good business practices in the regions involved. Examining these business practices helped to define the regional needs for circular economy policy. This business approach proved to be a solid base for developing regional circular economy action plans, the last chapter of this report.

This paper will focus on important “soft” factors of regional innovation systems, namely learning, network development and network actors within a regional context. Their importance will be explored based on an extensive review of studies and worldwide good practice regions in Welter and Kolb (2006), and illustrated with “real life” examples from different European regions. For this, we draw on experiences made within the project “Creating a RTD Investment Policy for Regions in Emerging and Developed Economies” (CRIPREDE), financed by the EU within the “Regions of Knowledge 2” programme in 2006-2007. Regions from Ireland, The Netherlands, Great Britain, Germany, Latvia, and Slovenia, none of which could have been called “a leading innovative region”, have participated in this project.

The Interreg Europe eBussed project supports the transition of European regions towards low carbon mobility and more efficient transport. The regions involved are Turku (Finland), Hamburg (Germany), Utrecht (The Netherlands), Livorno (Italy), South Transdanubia (Hungary) and Gozo island in Malta. It promotes the uptake of e-busses in new regions and supports the expansion of existing e-fleets. Within the project, there are four thematic working groups formed that aim at delivering a best practices report and policy recommendations to be used in the partner regions. Thematic Working Group 4 (TWG4) focusses on the topics of Procurement, Tendering and Costs of e-busses. As a starting point for TWG4, the value chain for e-bus public transport per region has been mapped. By mapping how the value chain for e-bus public transport works and defining the nature of the issues, problems or maybe challenges per region can be better understood.

This paper revisits how and why new multinational knowledge-based strategies and multi-level governmental policies influence the upgrading process of regions in developing economies. Automotive multinationals traditionally exploited local asset conditions, but it is shown that they have also been contributing to knowledge-generation systems via investments in R&D centres and cooperation with regional knowledge producers. We discern three elements of the upgrading process of regions—upgrading of domestic firms, subsidiary evolution and establishment of strategic relations with local knowledge institutes—to analyse two case studies: Ostrava (Czech Republic) and Shanghai (China). The cases show that all types of upgrading—product, process, chain and functional—have taken place in the last years, and that follow sourcing may have a positive impact on regional upgrading. These observations provide lessons for governments in developing economies which aim to strengthen innovation-based regional development.

It is generally assumed that competition increases welfare. The main idea behind this assumption is that competition in a market is the best incentive mechanism to produce efficient market outcomes. This is good for social welfare and therefore stimulating competition is welfare increasing. According to this view, a lot of emphasis has been laid on the conditions to enhance competition in certain areas of the economy. Next to these developments in the markets of goods and services, one sees a similar development in emphasizing competition between regions and semi-public and other kind of institutions. One can generally say that as a result of general development in other sectors and more formally, globalization tends also to increase the intensity of competition.

In this study, several aspects of Saxion spin-offs have been analysed, the numbers, workplaces, location, migration, gender issues, different economic sectors and survival rates. The main question underlying all these analyses was what the impact of Saxion as university of applied sciences is on the regional economy of the two regions in which it is located.From the literature, the concept of an entrepreneurial ecosystem, as explanatory factor for the observations that in certain regions more graduates or staff members start their own business and that such an ecosystem helps small fledgling businesses to survive and grow is an interesting concept. Unfortunately, the theoretical foundations are still not fully crystallized, therefore measuring the actual influence of such entrepreneurial ecosystems is still a difficult exercise. In this study, Saxion spin-offs from two regions, Twente and the Cleantech Region, have been analysed, and several differences in terms of number of spin-offs, employment, migration patterns and survival rates have been identified. Since the spin-offs are from the same university of applied sciences, with the same policy regarding support of entrepreneurship and both regions are located outside of the economic core regions of the country, it appears as if the strength of the regional context, the regional entrepreneurial ecosystem and the business opportunities it provides is a factor in explaining why there are more spin-offs in Twente (even when controlling for the larger size of the Saxion campus in this region). If one assumes that the strength of the entrepreneurial ecosystem is stronger in Twente (among others because of existing business networks, the availability of a world class research university, the University of Twente and a business support organization like Novel-T), it would explain why spin-offs located in this region on average offer more workplaces, and have a higher survival rate than in the Cleantech Region.Gender differences related to entrepreneurship are present in Saxion spin-offs, female graduates and staff members are much less likely to start a spin-off company than their male counterparts. When females do start, their spin-offs are on average much smaller in terms of workplaces offered. Their businesses have on average an equal survival rate than those started by a male entrepreneur. Findings from the literature on the subject and the numbers found in this study suggest that there is a need for specific programs in Saxion targeting females, to at least think about starting their own business. Also, specific mentoring programs for spin-offs with female entrepreneurs may help to let these businesses grow and increase their regional economic impact.Saxion spin-offs can be found in many different sectors, something understandable given the broad spectrum of study programs in Saxion. Even though most spin-offs remain micro sized businesses, certain economic sectors seem to offer better scalable business models, especially in sectors such as industry, information and communication technology businesses and business support services. The number as well as employment in the more innovative and internationally competitive topsectors is much higher in the region Twente than in the Cleantech Region, possibly another consequence of the – apparently – stronger regional entrepreneurial ecosystem in Twente.An often-stated argument for regional economic development is that investing in spin-off companies will help to create workplaces in the region, since companies are not very likely to move. In this study, the data on migration of spin-offs have been compared with the migration of graduates, based on the HBO-monitor survey. It is not possible to one-on-one compare the two datasets, as the migration of spin-offs is calculated for the first five years of their existence and the HBO-monitor is held around one and a half year after graduation. Wind turbines are usually clustered in wind farms which causes the downstream turbines to operate in the turbulent wakes of upstream turbines. As turbulence is directly related to increased fatigue loads, knowledge of the turbulence in the wake and its evolution are important. Therefore, the main objective of this study is a comprehensive exploration of the turbulence evolution in the wind turbine’s wake to identify characteristic turbulence regions. For this, we present an experimental study of three model wind turbine wake scenarios that were scanned with hot-wire anemometry with a very high downstream resolution. The model wind turbine was exposed to three inflows: laminar inflow as a reference case, a central wind turbine wake, and half of the wake of an upstream turbine. A detailed turbulence analysis reveals four downstream turbulence regions by means of the mean velocity, variance, turbulence intensity, energy spectra, integral and Taylor length scales, and the Castaing parameter that indicates the intermittency, or gustiness, of turbulence. In addition, a wake core with features of homogeneous isotropic turbulence and a ring of high intermittency surrounding the wake can be identified.
