The concept of a restorative city is one of the most recent and fascinating developments in the field of restorative justice theory and practice. Despite the lack of universal model or standards of implementation, the concept of a restorative city can be defined as a process that aims at shaping both community life as well as urban space through the lens of restorative justice philosophy, values and standards. The purpose of this paper is to discuss the results of the analysis of how this concept has been implemented so far in a number of selected cities, systematise the knowledge about the process of implementing the idea of a restorative city and advance the discussion around the conceptual framework of this development. The paper concludes with a brief summary of activities that have been undertaken in Wrocław, Poland, in order to gain the status of a restorative city.

The article describes what a restorative city is by looking at research, experiences in different countries and by describing the developments in Restorative City Wrocław. A restorative city is a city that recognises its urban environment as a network of relations in which – in the case of conflict – citizens, institutions and organisations choose a restorative approach to finding a solution in the first place. This necessitates proactive responses to conflict resolution, which go beyond criminal justice and crime prevention strategies that are still predominantly of a reactive nature. The concept of the restorative justice city builds a ‘criminology of trust’, for which crime is not a risk to be managed and controlled but a harm to be addressed by penal policies based on respect, solidarity, inclusion and active participation The restorative city concept, as also seen in Wrocław, is gaining momentum and while it is becoming an appealing policy transfer in an increasingly globalized world.

This critical, literature-review based research project, inspired by the outbreak of the Russia-Ukraine war, examines the limitations and possibilities of restorative justice in a time of war. Any armed conflict creates and amplifies the need for extreme militarisation and securitisation, accompanied by belligerent rhetoric. Thus, for restorative justice scholars and practitioners, the outbreak of war challenges the applicability of restorative justice values and practices, as bipolar interpretations of events, conflicts, and human suffering displace more balanced views. The purpose of our research is to critically discuss the applicability of restorative justice in times of war and in the context of the Russo-Ukrainian War in particular. Our motivation to focus on this specific war and to examine the (im)possibilities of restorative justice from Eurocentric perspective stems from three observations: (1) In the last 20 years restorative justice was continuously promoted in Europe as a new “culture” of justice; (2) The Russo-Ukrainian War currently takes place on the European continent and impacts the European security architecture more than that of other world regions; (3) This war has a particular meaning to the world (e.g., a violent clash between the (former) Cold War superpowers, an element of surprise, the shattered myth of overwhelming Russian military might, the nuclear threat coupled with a global energy crisis etc.).

The aim of this article is to present the objectives of a customised international partnership project Restorative Justice: Strategies for Change (RJS4C) project, and discuss activities undertaken for the development of restorative justice in Poland and other partner countries.

Background: Running has become one of the most popular sports and has proven benefits for public health. Policy makers are increasingly aware that attractively designed public spaces may promote running. However, little is known about what makes a running environment attractive and restorative for runners and to what extent this depends on characteristics of the runner. This study aims to investigate 1) to what extent intrapersonal characteristics (i.e. motives and attitudes) and perceived environmental characteristics (e.g. quality of the running surface, greenness of the route, feelings of safety and hinderance by other road users) are associated with the perceived attractiveness and restorative capacity of the running environment and 2) to what extent the number of years of running experience modify these associations. Methods: Cross-sectional data were collected through the online Eindhoven Running Survey 2015 (ERS15) among half marathon runners (N = 2477; response rate 26.6%). Linear regression analyses were performed for two outcomes separately (i.e. perceived attractiveness and perceived restorative capacity of the running environment) to investigate their relations with motives and attitudes, perceived environmental characteristics and interactions between perceived environmental characteristics and number of years of running experience. Results: Perceived environmental characteristics, including green and lively routes and a comfortable running surface were more important for runners’ evaluation of the attractiveness and restorative capacity of the running environment than runners’ motives and attitudes. In contrast to experienced runners, perceived hinder from unleashed dogs and pedestrians positively impacted the attractiveness and restorative capacity for less experienced runners. Conclusions: Perceived environmental characteristics were important determinants of the attractiveness and restorative capacity of the running environment for both novice and experienced runners. However, green and lively elements in the running environment and hinderances by cars were more important for less experienced runners. In order to keep novice runners involved in running it is recommended to design comfortable running tracks and routes and provide good access to attractive, green and lively spaces.

This article draws on Robinson, McNeill and Maruna’s argument (2012) about the adaptability of community sanctions and measures, observed through four distinctive penal narratives, in order to shed light on the regional development of community service in Wroclaw, Poland. While the managerial adaptation of community sanctions is underpinned by an inter-agency cooperation to fulfil the goals of the system, the contemporary rehabilitation iteration has become a toolkit of measures predominantly phrased around risk management, the reparative discourse seeks various means to repair harm, and the punitive orientation represent the turn to desert-based and populist sentencing frameworks. In this article, the first three are reflected upon along with the emerging, restorative adaptation of community sanctions. The last one is added to expand on the findings of previous research, which suggests the viability of the restorative orientation for community service in Poland (Matczak, 2018). A brief discussion of how punishment, probation and restorative justice can be reconciled is followed by the introduction of Polish Probation and the role of probation officers in delivering community service in Poland. Although the penal narratives are visible in the Wrocław model to different degrees and in various combinations, more research is required to evaluate the viability of a progressive orientation to punishment during a gradual optimisation of community orders. In the Netherlands, an individual’s problem is not usually considered to be the community’s problem. If you are a nuisance, you are sent out of the class. If a child is awkward in its dealings with others, it is sent for training in social skills. And if youths hang around the street and people feel intimidated, the youths are removed. Police officers move them on. Civic leaders introduce bans on assembly. In other countries, too, people are usually dispersed to prevent escalation.

Over the last decade, the concept of a circular economy, an industrial economy that is restorative or regenerative by intention and design, has gained increased attention of policy makers, industry and academics. Recently the number of innovation projects, set up by local governments, communities, non-governmental organizations and businesses, to experiment with new sustainable technologies for a circular city, has increased substantially. This paper aims to explore how in this emerging field different stakeholders collaboratively create value and develop a viable sustainable business model. We do so by building on business model literature and literature on innovation networks and combining these with insights on value outcomes and learning from strategic management. For this study we take a qualitative research approach, building on four innovation projects for a circular city, characterized by collaboration of a wide variety of stakeholders, each being initiated and coordinated by a different stakeholder type. The findings show an emphasis on technical and organizational learning, influencing expected and unexpected value outcomes. The main contribution of this paper is a conceptual framework to analyse value creation and capture within the context of open partnerships through different learning types. Learning proves to be an effective mechanism in innovation networks to create and capture more economic, environmental and social value then initially aimed for.

With the beautiful new building of Aeres University of Applied Sciences Almere in the Floriade park, we have materialized our wish to lead the way in the green transition and its challenges. We want to be green changemakers and have the ambition to take on the challenges that we are faced with in agriculture, food and healthy living environments. We bring this about with our study programmes and increasingly with our Practice-Based Research Team. In 10 years’ time, this team has grown from our first professorship into a mature team of 20 people, of whom 7 are research professors.In this edition, three of our new professors will be introduced to you.

People in western countries spend approximately 90% of their time indoors. This severely affects their health (WHO 2013; Klepeis et al. 2001). The health risks are exacerbated if people travel between indoor spaces by car or public transport. Buildings on streets specifically designed to create a human scale and connected with the street-space can potentially invite people to walk and enhance their engagement with their surroundings (O’Mara 2019; Ewing et al. 2013). Since the 1960s, influential empirical studies have raised awareness of the walkability of streets (e.g. Jacobs 2008) but reliable evidence on the effectiveness of applied design solutions remains scarce (Spanjar & Suurenbroek 2020). This eye-tracking study focused on the visual ‘scanning’ of streetscapes and people’s appreciation of applied design principles. The aim was to gather together lessons learned from a variety of streetscapes in cities around the world and use them to inform the design of new developments in the Netherlands. Google Street View was used to select 19 images of streets in high-density environments with human-scale attributes in their façades and street-spaces. They were presented in a randomized order in a laboratory setting to 40 participants, who viewed them for 5 seconds. The participants’ visual explorative behaviour was recorded with advanced eye-tracking technology. A survey recorded their overall appreciation of the scenes and mouse-tracking collated their specific areas of interest (see fig. 1). The comparative analysis of the participants’ aggregated eye-fixation images together with the supplementary methods suggests that certain attributes for creating a human scale catch the eye in the first few seconds and are highly appreciated. These include the variety of a street’s façades, a street’s enclosedness, and the level of detail in the transition zone between the private ground floor and the public street (see fig. 2). Green features are particularly valued and might have important restorative qualities for people who spend most of their time indoors (Kaplan 1995; Ulrich 1984). Future research should focus on the design of façades and the street-space itself, taking people’s indoor lives and related stress levels as a starting point.
