The objective of the study described in this paper is to define safety metrics that are based on the effectiveness of risk controls. Service providers define and implement such risk controls in order to prevent hazards developing into an accident. The background of this research is a specific need of the aviation industry where small and medium-sized enterprises lack large amounts of safety-related data to measure and demonstrate their safety performance proactively. The research department of the Aviation Academy has initiated a 4-year study, which will test the possibility to develop new safety indicators that will be able to represent safety levels proactively without the benefit of large data sets. As part of the development of alternative safety metrics, safety performance indicators were defined that are based on the effectiveness of risk controls. ICAO (2013) defines a risk control as “a defence with specific mitigation actions, preventive controls or recovery measures put in place to prevent the realization of a hazard or its escalation into an undesirable consequence”. Examples of risk controls are procedures, education and training, a piece of equipment etc. It is crucial for service providers to determine whether the introduced risk controls are indeed effective in reducing the targeted risk. ICAO (2013) describes the effectiveness of risk control as "the extent to which the risk control reduces or eliminates the safety risks”, but does not provide guidance on how to measure the effectiveness of risk control. In this study, a generic metrics for the effectiveness of risk controls based on their effectiveness was developed. The definition of the indicators allows, for each risk control, derivation of specific indicators based on the generic metrics. The suitability of the metrics will subsequently be tested in pilot studies within the aviation industry.
Most violence risk assessment tools have been validated predominantly in males. In this multicenter study, the Historical, Clinical, Risk Management–20 (HCR-20), Historical, Clinical, Risk Management–20 Version 3 (HCR-20V3), Female Additional Manual (FAM), Short-Term Assessment of Risk and Treatability (START), Structured Assessment of Protective Factors for violence risk (SAPROF), and Psychopathy Checklist–Revised (PCL-R) were coded on file information of 78 female forensic psychiatric patients discharged between 1993 and 2012 with a mean follow-up period of 11.8 years from one of four Dutch forensic psychiatric hospitals. Notable was the high rate of mortality (17.9%) and readmission to psychiatric settings (11.5%) after discharge. Official reconviction data could be retrieved from the Ministry of Justice and Security for 71 women. Twenty-four women (33.8%) were reconvicted after discharge, including 13 for violent offenses (18.3%). Overall, predictive validity was moderate for all types of recidivism, but low for violence. The START Vulnerability scores, HCR-20V3, and FAM showed the highest predictive accuracy for all recidivism. With respect to violent recidivism, only the START Vulnerability scores and the Clinical scale of the HCR-20V3 demonstrated significant predictive accuracy.

The Short-Term Assessment of Risk and Treatability: Adolescent Version (START:AV) is a risk assessment instrument for adolescents that estimates the risk of multiple adverse outcomes. Prior research into its predictive validity is limited to a handful of studies conducted with the START:AV pilot version and often by the instrument’s developers. The present study examines the START:AV’s field validity in a secure youth care sample in the Netherlands. Using a prospective design, we investigated whether the total scores, lifetime history, and the final risk judgments of 106 START:AVs predicted inpatient incidents during a 4-month follow-up. Final risk judgments and lifetime history predicted multiple adverse outcomes, including physical aggression, institutional violations, substance use, self-injury, and victimization. The predictive validity of the total scores was significant only for physical aggression and institutional violations. Hence, the short-term predictive validity of the START:AV for inpatient incidents in a residential youth care setting was partially demonstrated and the START:AV final risk judgments can be used to guide treatment planning and decision-making regarding furlough or discharge in this setting.
Over the past decade, the trend in both the public sector and industry has been to outsource ICT to the cloud. While cost savings are often used as a rationale for outsourcing, another argument that is frequently used is that the cloud improves security. The reasoning behind this is twofold. First, cloud service providers are typically thought to have skilled staff trained in good security practices. Second, cloud providers often have a vastly distributed, highly connected network infrastructure, making them more resilient in the face of outages and denial-of-service attacks. Yet many examples of cloud outages, often due to attacks, call into question whether outsourcing to the cloud does improve security. In this project our goal therefore is to answer two questions: 1) did the cloud make use more secure?and 2) can we provide specific security guidance to support cloud outsourcing strategies? We will approach these questions in a multi-disciplinary fashion from a technical angle and from a business and management perspective. On the technical side, the project will focus on providing comprehensive insight into the attack surface at the network level of cloud providers and their users. We will use a measurement-based approach, leveraging large scale datasets about the Internet, both our own data (e.g. OpenINTEL, a large- scale dataset of active DNS measurements) and datasets from our long-term collaborators, such as CAIDA in the US (BGPStream, Network Telescope) and Saarland University in Germany (AmpPot). We will use this data to study the network infrastructure outside and within cloud environments to structurally map vulnerabilities to attacks as well as to identify security anti-patterns, where the way cloud services are managed or used introduce a weak point that attackers can target. From a business point of view, we will investigate outsourcing strategies for both the cloud providers and their customers. For guaranteeing 100% availability, cloud service providers have to maintain additional capacity at all times. They also need to forecast capacity requirements continuously for financially profitable decisions. If the forecast is lower than the capacity needed, then the cloud is not able to deliver 100% availability in case of an attack. Conversely, if the forecast is substantially higher, the cloud service provider might not be able to make desired profits. We therefore propose to assess the risk profiles of cloud providers (how likely it is a cloud provider is under attack at a given time given the nature of its customers) using available attack data to improve the provider resilience to future attacks. From the costumer perspective, we will investigate how we can support cloud outsourcing by taking into consideration business and technical constraints. Decision to choose a cloud service provider is typically based on multiple criteria depending upon the company’s needs (security and operational). We will develop decision support systems that will help in mapping companies’ needs to cloud service providers’ offers.
Circular agriculture is an excellent principle, but much work needs to be done before it can become common practice in the equine sector. In the Netherlands, diversification in this sector is growing, and the professional equine field is facing increasing pressure to demonstrate environmentally sound horse feeding management practices and horse owners are becoming more aware of the need to manage their horses and the land on which they live in a sustainable manner. Horses should be provided with a predominantly fibre-based diet in order to mimic their natural feeding pattern, however grazing impacts pasture differently, with a risk of overgrazing and soil erosion in equine pastures. Additionally, most horses receive supplements not only with concentrates and oils, but also with minerals. Though the excess minerals are excreted in the manure of horses, these minerals can accumulate in the soil or leach to nearby waterways and pollute water resources. Therefore, the postdoc research aims to answer the main question, “What horse feeding practices and measurements are needed to reduce and prevent environmental pollution in the Netherlands?” The postdoc research is composed of two components; a broad survey-based study which will generate quantitative data on horse feeding management and will also obtain qualitative data on the owners’ engagement or willingness of horse owners to act sustainably. Secondly, a field study will involve the collection of detailed data via visits to horse stables in order to gather data for nutritional analysis and to collect fecal samples for mineral analysis. Students, lecturers and partners will actively participate in all phases of the planned research. This postdoc research facilitates learning and intends to develop a footprint calculator for sustainable horse feeding to encompass the complexity of the equine sector, and to improve the Equine Sports and Business curriculum.
