This essay explores the notion of resilience by providing a theoretical context and subsequently linking it to the management of safety and security. The distinct worlds of international security, industrial safety and public security have distinct risks as well as distinct ‘core purposes and integrities’ as understood by resilience scholars. In dealing with risks one could argue there are three broad approaches: cost-benefit analysis, precaution and resilience. In order to distinguish the more recent approach of resilience, the idea of adaptation will be contrasted to mitigation. First, a general outline is provided of what resilience implies as a way to survive and thrive in the face of adversity. Although reengineering is strategically advantageous fororganisations in order to keep functional and sustainable, safety must remain apriority and respective efforts need to be maintained. This paper suggeststhe combination of soft system methodology (SSM) and Pareto analysison the scope of safety management performance evaluation, and presents theresults of a survey, which was conducted in order to assess the effectiveness,efficacy and ethicality of the individual components of an organisation’s safetyprogram. The research employed quantitative and qualitative data and ensureda broad representation of functional managers and safety professionals, whocollectively hold the responsibility for planning, implementing and monitoringsafety practices. The results showed that SSM can support the assessment ofsafety management performance by revealing weaknesses of safety initiatives,and Pareto analysis can underwrite the prioritisation of the remedies required.The specific methodology might be adapted by any organisation that requires adeep evaluation of its safety management performance, seeks to uncover themechanisms that affect such performance, and, under limited resources, needsto focus on the most influential deficiencies.
This paper presents the findings from a ‘Safety Differently’ (SD) case study in aviation, and specifically in a maintenance, repair and overhaul (MRO) organisation in Southeast Asia. The goal of the case study was to apply a new method of safety intervention that is part of the Safety Differently toolkit and utilises a bottom-up approach. This research tested the extent to which these interventions could be embedded into a continuous improvement program in a highly controlled environment, namely an Aviation MRO. The interventions (called micro-experiments, ME) are considered as a flexible tool, which allows testing of process improvements in a safe to fail way, empowering the lower levels of the organisation, challenging safety related issues and revealing key areas in need of transformation. The ideas for the interventions considered in the case study were retrieved from interviews conducted with 50 mechanics, and include issues to address aviation safety and occupational health as well as quality. We elected to include all three categories in this study as the ME approach is applicable to all of these. This MRO case study showcases the benefits and limitations of the ME in aviation, revealing the conditions under which it may become useful. Future studies should further explore the role of complex and heavily controlled industries in similar bottom up approaches, so that interventions can become part of a continuous improvement plan.
In 2021, Citython editions were held for the European cities of Eindhoven (Netherlands), Bilbao and Barcelona (Spain), Hamburg (Germany), and Lublin (Poland). Within this project, BUAS contributed to the organization of CITYTHON Eindhoven in cooperation with CARNET (an initiative by CIT UPC) and City of Eindhoven – an event which gives young talent the opportunity to work with mentors and experts for the development of innovative urban solutions. Participants of CITYTHON Eindhoven worked on three challenges:- Traffic safety in school zones - Travel to the campus- Make the city healthy The event took place between 18 May and 2 June 2021 with various experts, for example from ASML, City of Eindhoven and University of Amsterdam, giving inspirational talks and mentoring students throughout the ideation and solutions development process. The teams presented their solutions during the Dutch Technology Week and the winners were announced by Monique List-de Roos (Alderman Mobility and Transport, City of Eindhoven) on 2 June 2021. The role of BUAS within this project was to assist City of Eindhoven with the development of the challenges to be tackled by the participating teams, and find relevant speakers and mentors who would be supporting the students for the development of their solutions and jury members who would determine the winning teams. The project ended with a round table “Green and Safe Mobility for all: 5 Smart City(thon) Case studies” on November 17 organized as part of Smart City Expo World Congress 2021 in Barcelona. Using technology to improve the adolescents' journey to school by bike in province of Drenthe and Groningen.All unsafe area that children spotted on the map, are because the lack of traffic safety ( lack of visibility, high speed, etc). In general children do not have a positive perception of cycling to school, and their favourite mode of traveling to school is car. What technology based intervention can make adolescents’ cycling to and from school safer and more attractive for them? Also does it help to encourage those who live far from the school (>10 km) to cycle to and from school more often?
Hoewel de politie de laatste jaren fors heeft geïnvesteerd in financiële en digitale expertise, vormt de razendsnelle digitalisering van de samenleving een voortdurende uitdaging bij de aanpak van innovatieve (cyber)criminele verdienmethoden. Om die uitdaging het hoofd te bieden is de (door)ontwikkeling van kennis en 21st century skills van politiemensen essentieel. Politie Noord Nederland en het lectoraat Cybersafety van NHL Hogeschool en de Politieacademie hebben daarom het plan opgevat om een leer- en experimenteeromgeving te ontwikkelen waarin politie-experts en studenten gezamenlijk innovatieve (cyber)criminele verdienmethoden identificeren alsook handelingsstrategieën daar¬tegen. Geëvalueerd wordt in hoeverre deze learning community bijdraagt aan de ontwikkeling van kennis en 21st century skills voor de aanpak van innovatieve (cyber)criminele verdienmethoden.
