In the Ems-Dollart-region in the North of the Netherlands and North-West Germany, startups are contributing to the region’s economy. In principal, well-developed startup and entrepreneurship ecosystems are an important factor for prosperity. Such ecosystems consist of companies, regional policy institutions, universities and other private or public organisations. In a functioning entrepreneurship ecosystem, these players optimally interact with each other. In January 2019, the project “Startup Perspectives” (Bakker et al., 2019) explored the opportunities and possibilities that a cross-border startup scene would bring to the Ems-Dollart-region. Based on this research, the Startup Ems-Dollart-region project emerged. Within the Interreg V A scheme, the project is funded by Interreg/EDR and runs from June 1st 2019-June 30th 2022. The aim of the Startup Ems-Dollart-region project is to facilitate a cross-border startup ecosystem between the three provinces of Drenthe, Friesland and Groningen on the Dutch side and the WeserEms region in Germany. This will entail the formation of a (digital) network for the startup scene, tailored mentoring programs for young entrepreneurs and the development of entrepreneurship education programs with a cross-border focus. Overall, a sustainable and long-lasting entrepreneurship ecosystem shall facilitate cross-border activities among young entrepreneurs and startups.To gain an understanding of the current entrepreneurship environment in all the regions, a mapping of the relevant stakeholders took place at the beginning of the project. This report will summarize the key findings of this mapping exercise.

Understanding the success of regional entrepreneurial startup ecosystems is crucial for the advancement of local economies, job creation and growth. The current paper takes a unique theoretically focused look at common ecosystem elements that regional startup ecosystems may need to pay extra attention to in order to become as competitive as top-tier startup ecosystems. In our analysis, we compare two prominent models on elements of ecosystems: the Entrepreneurial Ecosystem Elements by Stam and van de Ven (2019 and the Entrepreneurial Ecosystem Diagnostic Toolkit (2013). We conclude this paper with drawing up eight propositions and an invitation for future empirical research to test these propositions in practice.

This is the second edition of the Startup Workbook. This workbook is different from the first version. The first version, which was made with a so called touch-grant from Saxion, was primarily a digital version. In addition, the book was printed as a deluxe edition in a limited number of copies. The eBook has quickly been downloaded thousands of times through the website (www.startupwerkboek.nl). By using the Startup Work-book by Startups in the Startup Center Saxion (part of the Center for Entrepreneurship) it was revealed that one has a need to really use it as a workbook. That is, the questions that are in the book, must be filled in. Some Startups printed out the downloaded version, to be able to use it for writing answers. The printed version has therefore become a real book. That means that the questions can be answered directly in the book. It is in a writable form. If you have access to the Toolbox, you can also fill in the online questionnaire after each step, which you then will get mailed back. If required we can then remotely assist you with your cus-tomer development based on your reply. Another change in this version is that the business devel-opment trajectory isn’t spread over 12 weeks, but spread over 12 steps. A startup probably needs a week for a certain step, whereas another startup may sometimes need more time. This second edition is still primarily an eBook, which is free to download. The advantage of the eBook is that adjustments can be made quickly (the knowledge and methodologies for startups go so fast), and direct links to other website can be used easier when presented in an electronic way.

This paper analyses Amsterdam’s Startup-in-Residence (SiR) programme as new type of policy to engage startups in the development of urban innovation through a challenge-based public procurement of innovation (PPI) process. The programme is being mimicked by other cities and government agencies, but so far there has not been a rigorous, theoretically-informed analysis of the approach. In this paper, we specify and focus on the role of city-based, public-affiliated intermediaries as initiators, moderators and influencers of conversations between startups and the local government. The main contribution of SiR as a PPI intermediation programme has been to launch new types of fruitful conversations on several levels, that lead to institutional innovations rather than direct solutions for urban problems or startup development. In this sense, SiR fulfils a role inquiring and ascribing urban challenges with values and notions of “worth” that preceded and shaped innovation directions. We also suggest that engaging startups is effective for only a limited bandwidth urban challenges; different types of intermediation are required to foster collaborative innovation in more complex settings.

Can city administrations benefit from the entrepreneurial spirit of startups, and create better urban solutions with their help? In this paper, we critically assess the interplay between startups and city administrations for city-driven innovative public procurement or “challenge-based procurement” policy, taking Amsterdam’s Startup in Residence (SiR) programme as a case study. We describe and analyse this programme from two perspectives: i) the economic development perspective, i.e. does it promote startups and does it bring them new business opportunities, and ii) a governance perspective, i.e. does it bridge the gap between startups and the city bureaucracy; does it lead to a more innovative culture within city government.

The two-year education programme HiPerGreen initiated by Inholland University of Applied Sciences came to a closure on Friday 27th September 2019 at the World Horti Center in Naaldwijk. The Final symposium gave consortium partners and other guests the opportunity to learn about the HiPerGreen’s team achievements and the various outputs the programme delivered. After the welcome word of lector Robotica Cock Heemskerk, Tom KerneyMitchell, biology researcher, summarized the efforts that the team made in plant monitoring (ranging from growth monitoring and prediction, chamber testing research to delivering fusarium maps to growers). Next Lucien Fesselet, project manager at HiPerGreen and CTO of Applied Drone Innovations) took the public through the team’s technology fails, trials and successes over the two-year programme. Sheelagh Bouvier, market researcher for HiPerGreen, shortly explained that she conducted desk research, field visits in greenhouses, interviews with growers and IP research. Then partner Roy van Rosmalen from Ter Laak Orchids, explained how crucial data was in order to run large orchid greenhouses. He saw HiPerGreen’s monitoring solutions such as the drone and the rail system as the answers to current data gaps. Mauro Gallo, lector Biomimicry at InHolland, announced HiPerGreens follow up project Flapping Wings. The symposium’s final speaker was William Simmonds, CEO of Applied Drone Innovations , a spinoff startup born from the HiPerGreen programme. The symposium was concluded with a drink.
