Innovation is not what it was in the 20th century; the classic century of R & D based innovation. The nature of innovation is changing, only in part because different technologies dominate innovation. This paper identifies three main societal trends that are of major importance for strategic management of innovation in industry and for government industrial- and technology policies. These trends are: - Growing complexity - Globalisation - Citizen participation As a result, innovation strategy and technology policies cannot be determined by ad hoc technology push and market pull factors popping up. Strategic planning, not just of products and technologies but also of sites and alliances becomes increasingly important. Transparency and stakeholder dialogue require new competencies of the technology manager.

Citizen participation is booming, especially the number of urban bottom-up initiatives where information and communication technologies (ICT) are deployed is increasing rapidly. This growth is good news for society as recent historical research shows that the more citizens actively and persistently interfere with public issues, the more likely a society will be resilient. And yet, at the same time, a growing number of scholars argue that due to the unprecedented impact of ICT, the public sphere is at stake. How to understand both trends? How do the anti-‘public sphere’ developments relate to the growing number of citizens’ initiatives using ICT? And if these citizen initiatives can indeed be understood as manifestations of public spheres, how can ICT foster or hinder the development of these public spheres? These questions will be explored by analyzing a Dutch citizen initiative called ‘Buuv’ (an online ‘market’ place for and by local residents) from a ‘public sphere’ perspective. The author will turn to The human condition (1958) of Hannah Arendt in order to elaborate a ‘public sphere’ perspective. An Arendtian perspective (as any perspective) highlights, however, some aspects and underexposes other aspects. Furthermore, chances are that Arendt’s thoughts are somewhat outdated, in the sense that we now live in a world where the online and the offline life intertwine — an experience that is referred to with the term ‘onlife’. Bearing these remarks in mind, the author will elaborate on the value of Arendt’s ideas to 1) the endeavor of understanding current trends in society—more urban bottom-up initiatives and anti-‘public sphere’ developments due to the broad uptake of ICT—and 2) the endeavor of revitalizing the public sphere in an onlife world. The present study aims to investigate if – and if so, how – the intercultural training programme ‘Preparation for Foreign Learning Experience’ (PREFLEX) has a positive effect on the development of the intercultural competence of students at THUAS in international groups (i.e. school for International Business and Management Studies, IBMS) and students in intercultural groups (i.e. school for Commercial Economy, CE). In addition, the study aims to advance the design of the programme further. Accordingly, the study addresses the following central research question: In what way do the intercultural classroom and the international classroom contribute to the development of intercultural competences in first-year students at THUAS, and to what extent does preparation and guidance, by means of the PREFLEX training module, effectively enhance this development?

The Middle East and North Africa region has been absent form stocktaking exercises on social accountability initiatives (SAI), an umbrella term to designate citizen-led tools aimed at socio-political change. We argue that this sidelining is unwarranted, given the proliferation of participatory governance initiatives, civic associations and popular mobilisation in Arab societies after 2011. Whereas the struggle for improved accountability in the Arab world remains under-researched, analysis of authoritarian regime tactics has proliferated. The fact is, however, that many Arab societies have experimented with mechanisms to apply political pressure on corrupt elites while international donors have launched diverse SAIs, including community score cards and participatory and gender-responsive budgeting initiatives. In this chapter, we first identify this double gap: not only has the literature on SAIs overlooked the MENA region but scholarship on the Middle East has largely failed to recognise initiatives launched across the region over the past decade as SAIs. Then, we aim to address the blind spot of Arab SAI’s as pathways towards improved governance. Finally, we present an overview of extant literature and introduce a set of four research questions to better understand what social accountability means for people on the ground. These questions focus on the various meanings of social accountability (musā’ala vs muhāsaba), its modes of mobilisation, the responses from authorities to such initiatives and their overall outcomes.

The COVID-19 global pandemic has raised once more the spectre of world governance, demonstrating in one fell swoop, the intricate entanglement of nation-states and the challenges they face when confronted with a global threat. The pandemic has produced an array of problems, from the deaths of millions, the desecration of health care systems all over the world, to the disruption of the economic and social lives of most of the worlds citizens and the emergence of vaccine politics. While not addressing the pandemic directly, this dossier examines the pandemic moment as both an opportunity and a crisis for the UN and the idea of global governance. The articles in this dossier, drawn from a selection of established academics and younger scholars, highlight the expanding array of issues and challenges the UN faces as its competencies increase in the face of multiplying threats to the global system. The organisation has gained new areas of expertise, consolidated its competencies in some areas while expanding its agency in others. In addressing global challenges, the UN has increased its relevance, normative power and connection to humanity but at the same time its lacklustre performance on a lot of issues has revealed that leadership is lacking, and the organisation has in many cases been found wanting. This dossier examines some of the new challenges facing the UN with a view towards assessing the ability of the organisation to effectively respond to global crises, and whether or not it has the capacity for institutional learning and adaptation in the face of adversity and anarchy. There is a clear demand for a collaborative knowledge-sharing by online climate adaptation platforms that contribute to (inter)national knowledge exchange and raising awareness about climate change. Climate adaptation platforms (CAPs) can contain decision-support tools to facilitate the process of decision-making, and may include capacity building, networking, dissemination to assist planning and implementation of proven adaptation concepts such as Nature-based solutions (NBS) to mitigate floodings, drought, and heat stress. From 2014 over 6000 global climate adaptation projects have been mapped on an open source platform ClimateScan using citizen science. This chapter describes the potential of this climate adaption platform by illustrated case studies with mapped climate adaptation measures in Africa, Asia, and Europe. The case studies illustrate engagement and tangible results related to online platforms such as: the period of relevance of ClimateScan, inclusiveness and engagement of users in different stages and continents. Workshops in Indonesia illustrate the need for validation of needs from potential users before implementing CAPs. Analyzing projects in Africa showcase best management practices in water conservation and water demand management that are of interest in many other regions in the world facing drought. In Europe detailed analysis of over 3000 climate adaptation measures in relation to neighborhood typologies is inspiring urban planners and stormwater managers to design, plan, and implement climate resilient measures with more confidence. These three global examples illustrate that mapping, promoting, and sharing knowledge about implemented proven concepts is raising awareness, contribute to community-building, and accelerate climate action around the world.

Social issues are becoming increasingly pressing. From dementia to climate change to corona; we as people, citizens, residents and city users - through our own experience or otherwise - have a sense of them. However, truly understanding and addressing these issues is difficult because there is no single owner. Everything is related, intertwined and also changing. Getting an overview and deciding together on necessary steps proves difficult. Complex issues thus become orphaned. Design and more specifically co-design - creative collaboration with others - is increasingly seen as a possible approach to these such issues and collaborations because it can deal with complexity and uncertainty, is optimistic and investigative in nature. With a co-design approach, we can find a shared desire and with that we connect with each other. By then searching together for mechanisms that can lead to the desired values, we gain insights on how to tilt a problematic situation. That enables us to imagine alternative futures. These help us on our way to a better, greener and more social world and social change.

Citizen participation in local renewable energy projects is often promoted as many suppose it to be a panacea for the difficulties that are involved in the energy transition process. Quite evidently, it is not; there is a wide variety of visions, ideologies and interests related to an ‘energy transition’. Such a variety is actually a precondition for a stakeholder participation process, as stakeholder participation only makes sense if there is ‘something at stake’. Conflicting viewpoints, interests and debates are the essence of participation. The success of stakeholder participation implies that these differences are acknowledged, and discussed, and that this has created mutual understanding among stakeholders. It does not necessarily create ‘acceptance’. Renewable energy projects often give rise to local conflict. The successful implementation of local renewable energy systems depends on the support of the local social fabric. While at one hand decisions to construct wind turbines in specific regions trigger local resistance, the opposite also occurs! Solar parks sometimes create a similar variation: Various communities try to prevent the construction of solar parks in their vicinity, while other communities proudly present their parks. Altogether, local renewable energy initiatives create a rather chaotic picture, if regarded from the perspective of government planning. However, if we regard the successes, it appears the top down initiatives are most successful in areas with a weak social fabric, like industrial areas, or rather recently reclaimed land. Deeply rooted communities, virtually only have successful renewable energy projects that are more or less bottom up initiatives. This paper will first sketch why participation is important, and present a categorisation of processes and procedures that could be applied. It also sketches a number of myths and paradoxes that might occur in participation processes. ‘Compensating’ individuals and/or communities to accept wind turbines or solar parks is not sufficient to gain ‘acceptance’. A basic feature of many debates on local renewable energy projects is about ‘fairness’. The implication is that decision-making is neither on pros and cons of various renewable energy technologies as such, nor on what citizens are obliged to accept, but on a fair distribution of costs and benefits. Such discussions on fairness cannot be short cut by referring to legal rules, scientific evidence, or to standard financial compensations. History plays a role as old feelings of being disadvantaged, both at individual and at group level, might re-emerge in such debates. The paper will provide an overview of various local controversies on renewable energy initiatives in the Netherlands. It will argue that an open citizen participation process can be organized to work towards fair decisions, and that citizens should not be addressed as greedy subjects, trying to optimise their own private interests, but as responsible persons.
