Tourism is an increasingly significant contributor to greenhouse gas (GHG) emissions. Emissions growth in the sector is in substantial conflict with global climate policy goals that seek to mitigate climate change through significant emission reductions. This article discusses the role of various tourism sub-sectors in generating emissions, and technical and management options in reducing these. It concludes that given observed and anticipated emission growth rates, technology and management will not be sufficient to achieve even modest absolute emission reductions in the sector, pointing to the key role of social and behavioural change in realizing climatically sustainable tourism. The article also discusses some of the systemic barriers that have to be overcome in order for tourism to comply with post Kyoto Protocol global mitigation frameworks. The article concludes that radical change will be needed to reconcile the holiday and business travel demands of a growing world population with the climate policy targets of the international community, specifically restricting anthropogenic global warming to less than 2°C.
Because of its dependency on air transport, mitigating tourism greenhouse gas (GHG) emissions might become the most important challenge for the sustainability of the sector. Moreover climate change mitigation will be more and more in conflict with other sustainability objectives such as poverty alleviation and biodiversity conservation through tourism. Indeed, tourism increasingly contributes to global GHG emissions. Transport, and in particular air transport, have the largest share in those emissions, with respectively 75 per cent and 40 per cent of the tourism 5 per cent share of global carbon dioxide (CO2) emissions estimated for 2005 (UNWTO et al. 2008). In terms of the actual contribution to climate change, measured in radiative forcing, the share of air transport is between 54 per cent and 83 per cent of tourism, depending on assumptions made on non-CO2 effects of aviation (Scott et al. 2010). Projections show a strong growth, with more than a doubling by 2035 (UNWTO et al. 2008). In a context where climate policies try to maintain global warming within the limit of +2 °C, this current tourism growth is apparently at odds with global emission reduction targets (Bows, Anderson and Peeters, 2007; Gössling et al. 2010).

Early 2013 the Centre for Sustainable Tourism and Transport started work on the RAAK-MKB project ‘Carbon management for tour operators’ (CARMATOP). Besides NHTV, eleven Dutch SME tour operators, ANVR, HZ University of Applied Sciences, Climate Neutral Group and ECEAT initially joined this 2-year project. The consortium was later extended with IT-partner iBuildings and five more tour operators. The project goal of CARMATOP was to develop and test new knowledge about the measurement of tour package carbon footprints and translate this into a simple application which allows tour operators to integrate carbon management into their daily operations. By doing this Dutch tour operators are international frontrunners.Why address the carbon footprint of tour packages?Global tourism contribution to man-made CO2 emissions is around 5%, and all scenarios point towards rapid growth of tourism emissions, whereas a reverse development is required in order to prevent climate change exceeding ‘acceptable’ boundaries. Tour packages have a high long-haul and aviation content, and the increase of this type of travel is a major factor in tourism emission growth. Dutch tour operators recognise their responsibility, and feel the need to engage in carbon management.What is Carbon management?Carbon management is the strategic management of emissions in one’s business. This is becoming more important for businesses, also in tourism, because of several economical, societal and political developments. For tour operators some of the most important factors asking for action are increasing energy costs, international aviation policy, pressure from society to become greener, increasing demand for green trips, and the wish to obtain a green image and become a frontrunner among consumers and colleagues in doing so.NetworkProject management was in the hands of the Centre for Sustainable Tourism and Transport (CSTT) of NHTV Breda University of Applied Sciences. CSTT has 10 years’ experience in measuring tourism emissions and developing strategies to mitigate emissions, and enjoys an international reputation in this field. The ICT Associate Professorship of HZ University of Applied Sciences has longstanding expertise in linking varying databases of different organisations. Its key role in CARMATOP was to create the semantic wiki for the carbon calculator, which links touroperator input with all necessary databases on carbon emissions. Web developer ibuildings created the Graphical User Interface; the front end of the semantic wiki. ANVR, the Dutch Association of Travel Agents and Tour operators, represents 180 tour operators and 1500 retail agencies in the Netherlands, and requires all its members to meet a minimum of sustainable practices through a number of criteria. ANVR’s role was in dissemination, networking and ensuring CARMATOP products will last. Climate Neutral Group’s experience with sustainable entrepreneurship and knowledge about carbon footprint (mitigation), and ECEAT’s broad sustainable tourism network, provided further essential inputs for CARMATOP. Finally, most of the eleven tour operators are sustainable tourism frontrunners in the Netherlands, and are the driving forces behind this project.

Denk alleen al aan klimaatverandering, biodiversiteit, de stikstofcrisis, de gezondheidscrisis, de teloorgang van stilte en stiltegebieden en de ontwikkeling van de circulaire economie.Duurzame ontwikkeling bestaat nadrukkelijk uit aspecten op het gebied van milieu, mens en economie. Daarbij is het perspectief van de stakeholders in de sector, de bedrijven, overheden, omwonenden, klanten en belanghebbenden van groot belang.De gastvrijheidssector speelt hierin een dubbele rol: enerzijds creëren deze sector veel waarde uit natuurlijke hulpbronnen zoals juist de kwaliteit van natuur, biodiversiteit, landschap, stilte, schone lucht. Anderzijds speelt de sector een rol bij het ontstaan van klimaatverandering, stikstofoxiden, verlies van biodiversiteit en stilte.Het project beoogt voor bovenstaande problematiek een onderzoekagenda op te stellen. ‘Dieren in de dijk’ aims to address the issue of animal burrows in earthen levees, which compromise the integrity of flood protection systems in low-lying areas. Earthen levees attract animals that dig tunnels and cause damages, yet there is limited scientific knowledge on the extent of the problem and effective approaches to mitigate the risk. Recent experimental research has demonstrated the severe impact of animal burrows on levee safety, raising concerns among levee management authorities. The consortium's ambition is to provide levee managers with validated action perspectives for managing animal burrows, transitioning from a reactive to a proactive risk-based management approach. The objectives of the project include improving failure probability estimation in levee sections with animal burrows and enhancing risk mitigation capacity. This involves understanding animal behavior and failure processes, reviewing existing and testing new deterrence, detection, and monitoring approaches, and offering action perspectives for levee managers. Results will be integrated into an open-access wiki-platform for guidance of professionals and in education of the next generation. The project's methodology involves focus groups to review the state-of-the-art and set the scene for subsequent steps, fact-finding fieldwork to develop and evaluate risk reduction measures, modeling failure processes, and processing diverse quantitative and qualitative data. Progress workshops and collaboration with stakeholders will ensure relevant and supported solutions. By addressing the knowledge gaps and providing practical guidance, the project aims to enable levee managers to effectively manage animal burrows in levees, both during routine maintenance and high-water emergencies. With the increasing frequency of high river discharges and storm surges due to climate change, early detection and repair of animal burrows become even more crucial. The project's outcomes will contribute to a long-term vision of proactive risk-based management for levees, safeguarding the Netherlands and Belgium against flood risks.
