As a consequence of climate change and urbanization, many cities will have to deal with more flooding and extreme heat stress. This paper presents a framework to maximize the effectiveness of Nature-Based Solutions (NBS) for flood risk reduction and thermal comfort enhancement. The framework involves an assessment of hazards with the use of models and field measurements. It also detects suitable implementation sites for NBS and quantifies their effectiveness for thermal comfort enhancement and flood risk reduction. The framework was applied in a densely urbanized study area, for which different small-scale urban NBS and their potential locations for implementation were assessed. The overall results show that the most effective performance in terms of flood mitigation and thermal comfort enhancement is likely achieved by applying a range of different measures at different locations. Therefore, the work presented here shows the potential of the framework to achieve an effective combination of measures and their locations, which was demonstrated on the case of the Sukhumvit area in Bangkok (Thailand). This can be particularly suitable for assessing and planning flood mitigation measures in combination with heat stress reduction.

Most research on hydrological risks focuses either on flood risk or drought risk, whilst floods and droughts are two extremes of the same hydrological cycle. To better design disaster risk reduction (DRR) measures and strategies, it is important to consider interactions between these closely linked phenomena. We show examples of: (a) how flood or drought DRR measures can have (unintended) positive or negative impacts on risk of the opposite hazard; and (b) how flood or drought DRR measures can be negatively impacted by the opposite hazard. We focus on dikes and levees, dams, stormwater control and upstream measures, subsurface storage, migration, agricultural practices, and vulnerability and preparedness. We identify key challenges for moving towards a more holistic risk management approach.

Land use or land-use changes can trigger or generate hazards and affect the potential consequences of these hazards. Deforestation can trigger land slides, for example, and land reclamation or levee construction can increase flood hazards downstream. New dwellings in or near forests can trigger wildfires, especially if home owners fail to prioritise fire safety measures. In addition, if land is used for industrial activities, new technological hazards, such as the risks resulting from the storage or production of hazardous materials, can be introduced into the environment. Moreover, land-use changes can increase damage potential. Residential developments in hazard-prone areas, such as areas prone to flooding or earthquakes, can negatively affect the number of properties and people exposed to hazards. Consequently, spatial planning activities that are concerned with influencing land use by locating physical structures and activities such as agriculture, recreation or industry within a territory (Couclelis, 2005; Tewdwr-Jones, 2001) can result in new or increased safety risks in a particular area.

Since 1990, natural hazards have led to over 1.6 million fatalities globally, and economic losses are estimated at an average of around USD 260–310 billion per year. The scientific and policy communities recognise the need to reduce these risks. As a result, the last decade has seen a rapid development of global models for assessing risk from natural hazards at the global scale. In this paper, we review the scientific literature on natural hazard risk assessments at the global scale, and we specifically examine whether and how they have examined future projections of hazard, exposure, and/or vulnerability. In doing so, we examine similarities and differences between the approaches taken across the different hazards, and we identify potential ways in which different hazard communities can learn from each other. For example, there are a number of global risk studies focusing on hydrological, climatological, and meteorological hazards that have included future projections and disaster risk reduction measures (in the case of floods), whereas fewer exist in the peer-reviewed literature for global studies related to geological hazards. On the other hand, studies of earthquake and tsunami risk are now using stochastic modelling approaches to allow for a fully probabilistic assessment of risk, which could benefit the modelling of risk from other hazards. Finally, we discuss opportunities for learning from methods and approaches being developed and applied to assess natural hazard risks at more continental or regional scales. Through this paper, we hope to encourage further dialogue on knowledge sharing between disciplines and communities working on different hazards and risk and at different spatial scales.

Background: Particulate matter (PM) exposure is an important health risk, both in daily life and in the workplace. It causes respiratory and cardiovascular diseases and results in 800,000 premature deaths per year worldwide. In earlier research, we assessed workers’ information needs regarding workplace PM exposure, the properties and effects of PM, and the rationale behind various means of protection. We also concluded that workers do not always receive appropriate risk communication tools with regards to PM, and that their PM knowledge appears to be fragmented and incomplete. Methods: We considered several concepts for use as an educational material based on evaluation criteria: ease of use, costs, appropriateness for target audiences and goals, interactivity, implementation issues, novelty, and speed. We decided to develop an educational folder, which can be used to inform employees about the properties, effects and prevention methods concerning PM. Furthermore, we decided on a test setup of a more interactive way of visualisation of exposure to PM by means of exposimeters. For the development of the folder, we based the information needs on our earlier mental models-based research. We adjusted the folder based on the results of ten semi-structured interviews evaluating its usability. Results: The semi-structured interviews yielded commentaries and suggestions for further improvement, which resulted in a number of alterations to the folder. However, in most cases the folder was deemed satisfactory. Conclusion: Based on this study, the folder we developed is suitable for a larger-scale experiment and a practical test. Further research is needed to investigate the efficacy of the folder and the application of the exposimeter in a PM risk communication system.

This paper explores whether constitutional litigation contributes to sustaining the equity element of the right to health. Equity entails a fair distribution of the burden of healthcare financing across the different socio-economic groups of the population. A shift towards uncontrolled private healthcare provision and financing raises equity challenges by disproportionately benefitting those who are able to afford such services. The extent to which equity is enforced is an indicator of the strength of the right to health. However, do domestic constitutional courts second-guess, based on equity, policy decisions that impact on healthcare financing? Is it the task of constitutional courts to scrutinize such policy decisions? Under what conditions are courts more likely to do so? The paper addresses these questions by focusing on the case of Hungary, where the right to health has been present in the Fundamental Law adopted in 2010 and the Constitutions preceding it. While the Hungarian Constitutional Court has been traditionally cautious to review policy decisions pertaining to healthcare financing, the system has been struggling with equity issues and successive government coalitions have had limited success in tackling these. The paper discusses the role of constitutional litigation in addressing such equity concerns. In doing so, it contributes to the discussion on the role of domestic constitutional courts in the protection of social and economic rights.

Abstract: Climate change is related with weather extremes, which may cause damages to infrastructure used by freight transport services. Heavy rainfall may lead to flooding and damage to railway lines, roads and inland waterways. Extreme drought may lead to extremely low water levels, which prevent safe navigation by inland barges. Wet and dry periods may alternate, leaving little time to repair damages. In some Western and Middle-European countries, barges have a large share in freight transport. If a main waterway is out of service, then alternatives are called for. Volume- and price-wise, trucking is not a viable alternative. Could railways be that alternative? The paper was written after the unusually long dry summer period in Europe in 2022. It deals with the question: If the Rhine, a major European waterway becomes locally inaccessible, could railways (temporarily) play a larger role in freight transport? It is a continuation of our earlier research. It contains a case study, the data of which was fed into a simulation model. The model deals with technical details like service specification route length, energy consumption and emissions. The study points to interesting rail services to keep Europe’s freight on the move. Their realization may be complex especially in terms of logistics and infrastructure, but is there an alternative?
