The essence of a democratic process is the guarantee that citizens have free and easy access to public information. How can that be made possible and how can people learn to use that information critically? In earlier papers (Boef, et.al. 2008 and 2009), we discussed the relationship between public library, press and the free access to relevant information. In this paper, we concentrate on the role of journalistic media in making public information accessible for the citizen. Our starting point is the fact that the citizen, in shaping her or his position in relation to political and other societal issues needs fewer opinions of others, but more reliable information; verified and certified by professionals. That way, the citizen will become enabled to create and to ground his or her opinion. Based on that solid foundation, opinions and comments of others can be appreciated and rated. Finally, we will discuss the ongoing process of the disappearing of independent media and the negative effect on the democratic process, and hence the need for a new generation of Internet savvy civil journalists.

The central thesis of this book is that access to information represents a vital aspect of contemporary society, encompassing participation, accountability, governance, transparency, the production of products, and the delivery of services. This view is widely shared, with commentators and scholars agreeing that access to information is a key factor in maintaining societal and economic stability. However, having access to information does not guarantee its accessibility. Assuming that information is (cognitively) interpretable is incorrect, as many practical examples illustrate. In the first chapter, this book offers insights into the challenge of access to information in a digitalized world. The concepts of access and accessibility are addressed, elucidating their meanings and delineating the ways in which they are influenced by the exponential growth of information. It examines how information technology introduces a novel access paradox. The second chapter examines the challenges to access to and accessibility of information in a digitalized, hybrid world where code may be law, where there is an inescapable loss of privacy, where doing business opens and restricts access, where literacy is a necessity to survive ‘digital divides,’ and where environmental concerns may have an adverse effect on high expectations. The third chapter presents a review of theoretical approaches to access and accessibility from seven different research perspectives: information access disparity, information seeking, information retrieval, information quality, information security, information management, and archives management. Six approaches to information access and accessibility are identified: [1] social, economic, and political participation; [2] ‘smart’ and evolving technology; [3] power and control; [4] sense-making; [5] knowledge representations, and [6] information survival. The fourth chapter addresses the bottlenecks and requirements for information access and accessibility, culminating in a checklist for organizations to assess these requirements within their own business processes. In the fifth chapter, some perspectives on artificial intelligence and the future of information access are presented. The sixth chapter represents an attempt to draw conclusions and to bring this book to a close.

Background: Lexical access problems of inflected verbs are common in aphasia. Previous research addressed these problems either in purely linguistic terms (e.g., verb movement) or in terms of lexical characteristics (e.g., frequency). We propose a new measure of verb complexity, which combines linguistic and lexical characteristics and is formulated in terms of Shannon’s information theory. Aims: We aim to explore the complexity of individual verbs and verb paradigms and its effect on lexical access, both in unimpaired people and people with aphasia (PWA). We apply information theory to investigate the impact of verb complexity on reaction time (RT) for lexical decision. Methods & Procedures: 20 non-fluent aphasic subjects and 11 age-matched and education-matched peers performed an auditory lexical decision task containing 286 real and 286 phonotactically legal non-word past tense forms (regulars and irregulars). RTs and error rates were measured. Two information-theoretic measures were calculated: inflectional entropy (reflecting probabilistic variability of forms within a given verbal family) and information load (I) (reflecting complexity of an individual verb form). The effect for these and other more traditional measures on RT were measured. Outcomes & Results: Linear mixed model analyses to the data for each group with participant and verb as crossed random effects were performed. Results show that for all groups inflectional entropy had a facilitatory effect on RT. There was a group effect for inflectional entropy indicating that for the patients with aphasia the effect of inflectional entropy was less pronounced. At the same time, I did correlate with latencies for healthy adults but not for individuals with aphasia. Conclusions: Our results demonstrate that the decrease in lexical processing capacity characteristic for PWA has a measurable effect that can be calculated using information theoretical means. According to our model, these individuals have particular difficulties with processing lexical items of higher complexity, as measured by individual I, and benefit less from the support normally provided (in comprehension) by other members of the corresponding lexical network. Finally, the proposed information-theoretic complexity measures, which encompass both frequency effects and linguistic parameters, provide a superior measure of lexical access, and have a better explanatory power for the analyses of access problems found in non-fluent aphasia, compared to analyses based on frequency only.

This paper details the lessons learned in the process of setting up a new open access (OA) journal from scratch. The Journal of the European Honors Council (JEHC) was started in 2016, published its first issue in 2017, and is currently publishing its fifth issue. The development of JEHC is described in four phases: lead-up to the first idea (2015-2016), from first idea to first issue (2016-2017), professionalization (2017-2018), and increasing impact (2018-). Ten lessons learnt are detailed: (1) do a realistic needs assessment; (2) involve committed people with skills, passion, and time; (3) provide a low-barrier publication option; (4) identify and pick ‘low-hanging fruit’; (5) get your basics organized; (6) invest time in technical knowledge; (7) professionalize in phases; (8) be transparent, open, and personal; (9) try to avoid monetary transactions as much as possible; and (10) printing can help. The main piece of advice to others wishing to start an OA journal is: inform yourself well before you start, but do not be afraid to learn along the way.

The research described in this paper provides insights into tools and methods which are used by professional information workers to keep and to manage their personal information. A literature study was carried out on 23 scholar papers and articles, retrieved from the ACM Digital Library and Library and Information Science Abstracts (LISA). The research questions were: - How do information workers keep and manage their information sources? - What aims do they have when building personal information collections? - What problems do they experience with the use and management of their personal collections? The main conclusion from the literature is that professional information workers use different tools and approaches for personal information management, depending on their personal style, the types of information in their collections and the devices which they use for retrieval. The main problem that they experience is that of information fragmentation over different collections and different devices. These findings can provide input for improvement of information literacy curricula in Higher Education. It has been remarked that scholar research and literature on Personal Information Management do not pay a lot of attention to the keeping and management of (bibliographic) data from external documentation. The objective of this paper is a reflective discussion on the validity of the construct Information Literacy in the perspective of changing information and communication technologies. The research question that will be answered is: what is the impact of technological developments on the relevance of the Information Literacy concept? Technological developments that will be discussed are: - content integration (federated search engines) - amateur publishing (user generated content) - use of social networks to find information - personalisation and push technology - loss of context / fragmentation of information. Research methods: desk research and critical analysis of the results that were found. The analysis of the influence of the discussed technologies on the Information Literacy concept is represented by arrow diagrams. Findings: The Information Literacy concept refers to a set of sub skills varying from retrieval skills to critical use of scholar information. Changing technologies reduce the significance of the more instrumental sub skills of the Information Literacy concept. On the other hand, higher order cognitive skills (for instance critical evaluation of resources and analysis of content) become more and more important for students and professionals who try to solve their information problems. The paper concludes with a description of the facets of the Information Literacy concept that need extra attention in the education of the knowledge workers of the future.
